Welcome and Happy Halloween!
Welcome to the October 2025 edition of the Dulles Direct Newsletter, and Happy Halloween! Please be safe tonight! If you are driving, please pay special attention to kids walking on the streets and think about driving slower than normal in our neighborhoods.
We have quite a few things to cover this month, so I’ll dive right in.
Target Now Open at Arcola Center
As I’m sure you know by now, Target’s new 150,000 square foot store is open at Arcola Center. I joined the Target management team and many of their associates along with the amazing Freedom High School Marching Band for the ribbon cutting. Over the past few years, I worked closely with the Arcola Center developers to help them finalize their agreement, and the 150,000 sq. ft. store is finally open to customers. I am optimistic that Target as an anchor tenant will lead to more high quality shopping and restaurant users in Arcola Center.
Thanks to the Target management team for the tour.

Wawa Grand Opening
As of this past Friday, the new Wawa is officially open next to the Silver Diner at the intersection of Route 50 and Pleasant Valley Road. The highlight of the ribbon cutting was a “hoagie building” competition between the Loudoun County Sheriff’s Office and the Loudoun County Fire and Rescue Department - with LCFR emerging victorious (perhaps a rematch could be arranged?). I know there is a big rivalry between Wawa and a certain competitor also from Pennsylvania, but residents are winners when we have options!

Happy Diwali
A very happy Diwali to all Indian Americans celebrating in the County! Diwali, the “Festival of Lights,” is an annual celebration of the victory of good over evil and light over darkness – a message that’s sorely needed in our world right now. Diwali is an exciting time each year to come together as a community and honor the Indian American population, which contributes so much to our schools, workplaces, charities, and more. I once again introduced the Board’s annual Diwali resolution, which I had a chance to present at the BAPS Temple in Chantilly last weekend.

Youth in Government Day
At the Board’s October 21 Business Meeting, we welcomed high school students to observe our Board meeting for Youth in Government Day. I was joined on the dais by Suhasinin from Freedom High School for the first few hours of the meeting. Youth in Government Day is a day-long program sponsored by PRCS to give students a chance to learn more about the County government. I always enjoy meeting young people and encourage them to be good citizens, and perhaps even to consider a public service career!

Domestic Violence Awareness Month
The Board brought a resolution this month recognizing October as Domestic Violence Awareness Month in Loudoun. Unfortunately, domestic and sexual violence is a prevalent concern in our community. Incidents spiked during the pandemic and have remained high. The resolution is a way we raise awareness of the issue each year and highlight excellent organizations around the County like the Loudoun Abused Women’s Shelter that provide support and resources to victims. If you are a victim of domestic abuse, please do not hesitate to reach out for help. There are many resources and people in Loudoun who are committed to working with you and helping you out of your situation. The County has a dedicated webpage set up here that congregates resources for victims of domestic and sexual violence.
Fire Prevention Month
October is also Fire Prevention Month, which we highlighted in a resolution at the Board. As the weather dries out and leaves fall, fires start and spread with alarming ease. The County has a dedicated webpage set up here with information and resources on preventing fires. As always, a huge shout out to Loudoun County Fire-Rescue and all first responders around the County for working every single day to keep the community safe.
Veteran’s Day
Veteran’s Day is coming up on November 11. A huge thank you to all who have served or are currently serving in the United States Armed Forces. Thank you for putting yourself in harm’s way to preserve our way of life. You may notice buildings like the Government Center illuminated in green lights starting on November 4: that’s one of the ways Loudoun County is honoring our veterans and observing Veteran’s Day.
The County’s Veterans Services department, which you can find more about here, serves as a one stop shop for resources and information for all veterans Countywide.

FEDERAL GOVERNMENT SHUTDOWN
I am incredibly concerned about the impacts of the continued federal government shutdown on individuals and families and the County as a whole. To our federal workers and contractors reading this, please know that I value your contributions and I’m sorry you are having to deal with this kind of uncertainty.
Loudoun County has many federal employees and even more working as contractors who are being directly impacted by the inability of the federal government to meet its most basic responsibility of keeping the government funded. The Board discussed the impacts at our last meeting and our staff has been monitoring and keeping in touch with non-profit organizations. Simply put, if you are able to provide support to these organizations, now would be a good time, as their services are very much in demand.
County Resources
Loudoun has a dedicated webpage set up here to aggregate resources available to Loudoun County residents impacted by the shutdown and by federal government layoffs. If you are interested in transitioning into a career in local government, the County has many jobs available here. The Northern Virginia Regional Commission offers resources like weekly webinars and job openings at local companies and state and local governments. NOVAnext has partnered with the Northern Virginia Community College to help unemployed federal workers here.
The Loudoun County Workforce Resource Center, which you can visit here, offers free assistance for job seekers including employment counseling, job announcements, interview practice, job fairs, job search resources, Meet the Employer events, resume preparation assistance, workshops centered on career development, and more.
There are many more resources listed on the County’s page, from food assistance including SNAP benefits and pantry options to the WIC program (more on those below), to health and housing assistance, insurance coverage, legal assistance, mental health support, unemployment insurance, assistance with caring for pets, veterans benefits, resources from the Metropolitan Washington Council of Governments, and much more. The site also includes information on how to contact your state and federal representatives, and a comprehensive slate of federal employment rules and regulations available for your perusal. If you are impacted by the shutdown, I highly encourage you to look through these resources and reach out to the relevant organizations if you need assistance.
Food Stamps
Last week, Governor Youngkin declared a State of Emergency in Virginia to ensure that SNAP benefits do not lapse on November 1 for over 850,000 Virginians currently utilizing those benefits. Declaring a State of Emergency allows the Governor to expend emergency funds under sum efficient authority to protect the health, welfare, and safety of Virginians. The Governor has also highlighted the creation of the Virginia Emergency Nutrition Assistance (VENA), to provide the equivalent of SNAP funding. If the federal shutdown has not ended by November 1, then VENA will begin Monday, November 3.
There will be no change on the retail side for EBT users or merchants, and EBT card holders can continue using them to access their SNAP benefits. VENA benefits will be paid weekly, whereas SNAP is normally paid monthly. The first third of VENA recipients will receive their benefits on Monday, November 3 (instead of November 1 under SNAP), the second third on November 5 (instead of November 4 under SNAP), and the final third on November 7 (the same as SNAP would have been). Additionally, the Commonwealth is adding an "incremental $1 million" contribution to the statewide food bank network by this weekend, to help bridge the gaps between the SNAP and VENA deposit schedules.
Should the federal government shutdown continue into November, the Governor announced that Virginia would utilize emergency funds under the same sum sufficient authority to ensure that Women, Infants, and Children (WIC) benefits do not lapse. Currently, funds for WIC are set to expire mid-November.
Tax Payments
If you were unable to pay personal property tax bills, you may be able to request a payment plan with the Treasurer, whose office is available at 703-771-5656. The Treasurer’s Office has been working with impacted individuals on a case-by-case basis to help them avoid larger penalties for missing payments. I would encourage you to reach out directly to open a line of communication.
Nonprofit Resources
Loudoun Feeds has a comprehensive map of food assistance sites around the County here. Local nonprofits like America’s Soup Kitchen and the Dulles South Food Pantry (more details on them in the Announcements section below) and others are helping those in need of assistance during this trying time. In addition to food pantries, organizations offer prepared meals and other free food programs if you need help.
I am proud to see our government and nonprofit resources coming together to offer assistance for those in need, and I truly hope we see an end to the government shutdown as soon as possible. Please continue monitoring the County’s webpage for updates and new additions.

Arcola Quarters for the Enslaved Design Endorsement
In FY22, the Board added a project to our six-year Capital Improvement Program to develop the Arcola Quarters for the Enslaved Park, a publicly accessible area to commemorate and honor the historic landmark in our district. The future park is located adjacent to Elaine Thompson Elementary School near the intersection of Arcola Boulevard and Arcola Mills Drive. The primary structure is a stone dwelling from the 1800s that had housed the enslaved residents of a plantation that once existed in the area. It is on the National Registry of Historic Places and the Virginia Historic Landmarks Registry and is an important piece of African American history in the County.
Project Details and Design
The project will preserve the quarters while constructing a visitor center for educational resources, a pavilion for gatherings, a parking area, and trails through the undeveloped property. An architectural and engineering contract was awarded in 2022, and the item was back on the Board’s agenda at our October 21 Business Meeting, where we endorsed a design for the project.
Archaeological investigations on the site during preliminary design have unearthed a number of artifacts that will be displayed at the visitor center, amplifying the history and education of the site even further. The engineering group is planning pathways throughout the property to access the quarters from the visitor center, as well as about ten acres incorporating passive trail use.
For an artist’s rendering of the buildings and trails, you can access the staff presentation from the Board meeting here. I look forward to seeing this historic landmark welcome students and folks from all over to learn more about Loudoun history.

Dulles Airport Runway 30 Noise Mitigation Project
The Dulles Airport Runway 30 Noise Mitigation Project will be coming to the full Board of Supervisors at our November 18 Business Meeting. The Transportation and Land Use Committee (TLUC), of which I am not a member, took up the item at their October 22 meeting. As a reminder, a design group comprised of community members and stakeholders is working on solutions to mitigate noise from Runway 30 that will eventually be submitted to the Federal Aviation Administration (FAA) for consideration. The purpose of the item at TLUC was to present recommendations from the design group. TLUC ultimately voted to recommend that the full Board endorse the group’s recommendations.
Recommendations
First, the design group is recommending implementation of Noise Abatement Departure Procedures-1 (NADP-1) for all departures from Runway 30 at Dulles. Currently, departures use a different procedure called NADP-2, which do not always result in the most noise-friendly climb profile for neighborhoods in close proximity to the airport. The NADP-1 climb profile, by contrast, sees airplanes start at the same trajectory but fly a bit higher before they level off after the initial ascent, which will help mitigate noise on the ground.
Second, the design group recommends that the airport implement a “nighttime heading” procedure that requires aircraft to fly runway heading until leaving 3,000 feet above mean sea level instead of immediately turning after departure to the north or south over densely populated residential areas. This procedure would be used from 11:00 p.m. – 7:00 a.m. to prevent undue aircraft noise while residents are trying to sleep in their homes below.
Finally, the design group is recommending new northwest and southwest flight paths (pictured below), which will not only improve noise issues on the ground but also reduce workload for pilots by allowing them to load the flight procedure ahead of time, allowing an automated departure profile without needing to manually enter an initial heading.
| | I will provide another update after the Board discusses these recommendations next month. I will be reviewing directly with staff and have some questions and potential concerns about the impact of the proposed new routes on communities in the Dulles District, specifically the Arcola Mills Road corridor. | | |
VDOT Paving Projects
VDOT’s repaving of Route 50 westbound from Pinebrook Road to Stone Springs Boulevard finished up this month. Thanks for your patience during the extended work hours.
Repaving on Stone Springs Boulevard from Route 50 to Tall Cedars Parkway is wrapping up around the end of October, and Northstar Boulevard from Evergreen Mills Road to Creighton Road is now paved as well, with pavement marking scheduled to take place soon. These projects conclude VDOT’s repaving of Dulles District roads this year.

Pantovic Property Rezoning
LEGI-2024-0026
Project Details
At the November Public Hearing, the Board will take up an application to rezone 4.48 acres from CR-1 Legacy zoning to IP for the purpose of constructing industrial uses. Notably, data centers and substations are not being considered and would require a separate special exception if pursued in the future. While this property is technically in the Little River District, it is right across from the entrance to Briarfield Estates. There are actually two properties included in the application. The first is adjacent to the childcare on Arcola Mills and approved for a nearly 18,000 square feet building for medical outpatient and other services, while the second contains a house.
Considerations
The Planning Commission discussed this application at a public hearing last month. At their meeting, the Commission discussed concerns with land use compatibility, transportation issues, and more. They ultimately voted to forward the application to the Board with a 5-2-2 recommendation of approval. Dulles District Planning Commissioner Madhava Madireddy voted against recommending approval. There were no public speakers at the meeting. Staff has raised several issues with the application, especially related to General Plan incompatibility and its Suburban Neighborhood Place Type. The proposed 65 ft. building height, while reduced from the originally proposed 100 ft., is still excessive for the area, and the proposed buffering is not as comprehensive as we like to see for this type of use, especially given its close proximity to residential homes.
I understand the complications in this location with finding an appropriate use, but whatever is approved there should be sensitive to the nearby residences and the adjacent daycare. If you’d like to speak on this application at the November 12 public hearing, click here for more information.

Election Day
Last Chance for Early Voting
The November 4 Election is coming up, and early voting is available at the Dulles South Rec Center today (October 31) until 5:00 p.m. and again tomorrow (November 1) from 9:00 a.m. – 5:00 p.m. You can also early vote at the Office of Elections in Leesburg tomorrow from 9:00 a.m. – 5:00 p.m. After tomorrow, you will have to wait to vote until Election Day.
Voting on Election Day
Polls will be open on Tuesday, November 4 from 6:00 a.m. – 7:00 p.m. You can verify your polling location here. For more information on Election Day, including a checklist of things to bring before you leave home to go vote, please click here. If you submitted an absentee ballot, you can track that it has been received here.
What’s on the Ballot
In addition to the Governor, Lieutenant Governor, Attorney General, and other statewide races, there are important seats up for grabs close to home – including the Dulles District School Board seat. The School Board implemented staggered terms and this is the first phase of the process, which is why we are voting again two years after the last election for this seat. I certainly would never use this platform to advocate or tell you who to vote for, but I do want to share interviews that Loudoun Now conducted with each candidate so that you can be better informed: Jonathon Pepper's interview is here, and Santos Munoz's is here.
There are three separate bond referendum questions specific to Loudoun County on the ballot. As I say for each election, these questions are not about whether the infrastructure projects will be built – merely about how they will be financed. If these ballot questions pass, the County will be able to leverage our excellent bond ratings to finance the projects at the lowest possible interest rates and save the taxpayers money – so I always encourage folks to vote yes. One of the questions this year includes the project to build Braddock Road from Paul VI to Loudoun County Parkway, as well as the Croson Lane widening from Claiborne Parkway to Old Ryan Road.
You can find sample ballots for your individual precincts here.

Why We’re Talking About a New Government Center
Discussion
The Board of Supervisors recently directed staff to begin pursuing discussions with potential private sector partners on a new Government Center building. I know that nobody is excited about spending money on government buildings, but this is actually the next step in a process that has been going on for several years regarding long-term planning of County space and services.
As background information, you should know that the County outgrew our existing Government Center, which was built in the early 1990s, a long time ago. As a result, many functions that used to be housed there have been moved out to other spaces in various places around the County. Today, the Government Center building mainly houses the Board of Supervisors, County Administration, the County Attorney, some customer service functions, and the Commissioner of the Revenue and Treasurer’s offices.
The County’s social services functions are mainly housed in the Shenandoah Building in Leesburg. The County is building a new office building on the Government Support Center site on Sycolin Road that will help consolidate some of the other departments, but many others will continue to be in leased spaces. We’ve conducted extensive financial analysis and determined that in the long run, taxpayers are paying more by leasing so much space.
Details
The immediate need for a new Government Center is actually being driven by increased space needs for the County’s court system. Under Virginia Law, Loudoun County is required to have space for the courts. Construction on the new General District courthouse is complete, and while that helped alleviate an immediate space crunch, it was never intended to fulfill all the space needed for the court system. Instead, the Board decided to utilize the existing Government Center for this purpose because it is adjacent to the courts complex. In the coming years, due to our population formula, we are expecting to see several new Circuit Judges assigned to Loudoun, which will increase space needs. In addition, this complex houses the Clerk of the Circuit Court (which performs many functions including vital records), the Commonwealth Attorney’s Office, and the Public Defender’s Office.
So, with the decision to utilize the existing Government Center building for courts, the question then becomes, where should the Government Center move? The Board directed staff to work with a consultant both on space and the fiscal factors involved. The County owns more land at the Government Support Center site on Sycolin Road, so that would be a natural place to put it. But the consultant came back with another option that is intriguing, which is to embark on a public-private partnership with a developer in the Metro corridor to build a new building as part of a larger office complex. Doing so has a few advantages - it would place the Government Center closer to the actual population center of the County (which is Ashburn), it would potentially save money because of the private investment involved, and it could help kick start office development in the transit corridor which will generate additional tax revenue.
So with that in mind, the Board voted to pursue that recommendation and direct staff to begin negotiations with private developers and land owners in the vicinity of the Loudoun Metro stations.
Next Steps
There will be a public process around the decision once more facts are known about this option. The Board will have to allocate funding in the Capital Improvement Program and include the project in the budget.
You can access the materials from the Finance Committee’s discussion, including the financial analysis, here if you are interested in learning more.

Zion Road Park and Ride Lot, Ayr Street, and Memorial Drive near Inova Loudoun Hospital – Cornwall Campus in downtown Leesburg, Loudoun County Government Center, Inova Loudoun Hospital, Russell Branch Parkway near Waltonwood, and Exchange Street at One Loudoun. View a schedule with a map highlighting the bus stops and schedule of the Frederick County, Maryland route here.
The Prince William County bus stops include the Dale City Commuter Lot, Manassas Park VRE Station, Dulles International Airport, and the Loudoun County Government Center. View a schedule with a map highlighting the bus stops and schedule of the Prince William County route here.
The cost to ride the commuter bus from both Frederick County, Maryland, and Prince William County, Virginia will be $8.25 per trip. Commuters can make payments with exact cash or using a SmarTrip card.
The commuter bus pilot program is currently funded to operate for one year and may be extended for an additional year if further data is required. The performance of the pilot program will be evaluated by the Board of Supervisors.
Background
Earlier this year, the Loudoun County Board of Supervisors approved a commuter bus pilot program to provide service from Frederick County, Maryland, and Prince William County, Virginia, to employment centers within Loudoun County. I brought this idea to the Board a couple years ago in an attempt to get cars off the streets and incentivize employees working in Loudoun who live in other locations that have challenging commutes into the County.
If you know someone that could benefit from these services and lives in Frederick or Prince William County, please share the details with them.
