From the National Alliance to End Homelessness:

"ACT NOW: Hold HUD Accountable and Protect CoC Program Funding

HUD has continued to be vague about its plans for a new FY2025 CoC Program competition since its email communication on July 3. But it is evident from the President’s FY2026 Budget Request, Executive Orders, and the latest re-issuance of HUD’s CoC Builds NOFO that HUD may attempt to use this NOFO to upend the way in which communities respond to homelessness. 

Not only will a new NOFO at this point result in significant delays but based on the recent criteria included in the re-issued CoC Builds NOFO, it could also include new onerous conditions that are unrelated to homeless services that could place these critical resources at risk in communities across the country—red, blue, and purple alike.

Such disruption would upend the very backbone of the nation’s homelessness response, destabilizing programs and displacing and putting at risk the people that they serve. Landlords who rely on rent, program staff, and community partnerships would all be collateral damage. 

Congress must prevent this and hold HUD accountable—and quickly! 

We need your voice TODAY to urge Congress to intervene and ensure HUD keeps its past commitments to a two-year NOFO and not allow them to use unfair and problematic criteria to make funding decisions for homelessness funding. "

Peer Leadership Development Program

Our Peer Leadership Development Workshop facilitators voted to bring in new facilitators for the FY 2026 Workshops, starting in October. Having developed the program in year one, and facilitating for the last two years, the group voted to bring on new Peer facilitators every two years. The criteria is that you must have completed a Peer Leadership Development Workshop and possess the skills needed to teach other Peers the course work in the workshop.


We thank our original program development/facilitators, Chris O’Hara, Kristal Thompson, Kayla Wallace, Marketta Sims. Mike Lee (not pictured), Ricky Reese, Susan Smith, and Charles Lewandowski. Our sincere thanks to Farhley Jones and Empress Garrett, who joined as facilitators in the second year and out new facilitators for FY 26, Kat Southard, Otha Gaston, Veronica Janoski and Shane Reeves. We are proud to have our first facilitator from the Southern region of the state!

Re!nstitute Report on 100-Day Challenge Addressing Veteran Homelessness



"RE!NSTITUTE recently joined forces with the Illinois Office to Prevent and End Homelessness and local homeless response systems in DuPage, Whiteside, and Sangamon Counties as part of a 100-Day Challenge to address veteran homelessness.

Over the course of 100 days, these communities housed a total of 35 veterans, demonstrating the power of focused collaboration and innovation. As part of the initiative, they implemented a range of sustainable strategies, including a Landlord Fair tailored for veterans, the creation of a Veteran By-Name List (BNL) with dedicated case conferencing, comprehensive client resource guides, and a specialized landlord mitigation fund to support long-term housing stability."


Announcing the LEAP4Ward Leadership Development Information Session


LEAP4Ward is excited to announce the launch of their six-month leadership

development cohorts, designed specifically for People with Lived Experience (PLE) who are working in the fields of housing, homelessness, and re-entry. To provide greater access and opportunity, they will be hosting cohorts in both Chicago/Cook County and Springfield, Illinois.


These programs are structured to build essential leadership capabilities through two

specialized cohorts, each focusing on distinct, powerful themes:

● Leadership

● Leading with Authenticity

● Building Management Skills

● Supporting Self and Others

● Systems of Care

● Thriving Organizations


We invite you and your teams to attend an informational session to learn more about

the curriculum, cohort goals, and the application process. To learn more about

Opening Doors: A Practical Guide to Low Barrier Shelter Operations


We are grateful to the Illinois Shelter Alliance for its guidance, expertise, and endorsement of a Low Barrier Shelter Guidebook, called "Opening Doors: A Practical Guide to Low Barrier Shelter Operations" written and assembled by Project Mavens and High Ground Partners.


This guidebook asserts best practices while recognizing challenges and limitations of fidelity to the Low-Barrier model based on facility configuration or shelter population, and provides concrete examples and recommendations to help individual agencies strengthen their policies and procedures. The hope is that all shelter programs will evaluate their current practices and

integrate these low-barrier principles more deeply into their operations. The document contains a rich resource appendix with direct links to written materials, trainings and webinars across a full range of topics. It also has document templates for intake, assessment, and policies/procedures.

Illinois statewide SOAR Coordinator


SOAR (SSI/SSDI Outreach, Access, and Recovery) is an evidence-based practice for assisting individuals who are experiencing homelessness, at risk of becoming homeless and those are unable to work due to severe disabilities, apply for Social Security Disability Benefits (SSI/SSDI). The Statewide SOAR (SSI/SSDI Coordinator will be a key part of the Illinois SOAR State Lead team and will be responsible for developing and implementing a statewide plan to advance SOAR and support SOAR-trained case workers to implement the initiative.
