Greetings!


Many of you may know that I started my career as a city planner working in what is now known as the Department of Planning and Development. Now as an Alderman, I carry that same passion for development. I could not be prouder of the things we have accomplished the past couple months to bring impactful housing, entertainment, and commercial projects to the 3rd Ward. These developments will not only improve the culture of the ward, but they will have a transformative effect on the City of Chicago as a whole. More in-depth summaries of some of these projects are featured later in the newsletter, but I wanted to highlight a few especially notable "wins" here:


  • Chicago Fire Soccer Stadium at "The 78" - Anchor tenant for the long-vacant riverside property that will also support the construction of approximately 10,000 housing units with associated commercial, open space, parks, and expanded riverwalk
  • XS Tennis Village - 125-room hotel, and 51-unit residential building with 50 affordable units, ground-floor retail, a cafe and pickleball courts in Washington Park at 5336 S. State St. 
  • Residential Housing on 46th St. - 15 new affordable homes for the formerly vacant lots on the 600 block of 46th St. and the 4500/4800 blocks of Evans Ave.
  • Regional Senior Center - A Department of Family and Support Services-run senior center at 4711-4755 S. Calumet Ave. in the Bronzeville community to host senior-specific programming and resources


Thank you to all the 3rd Ward residents that participated in the various community meetings, contacted my office, talked to their neighbors, or just stayed informed about what is happening in our community. Your input and participation is not only welcome, but I can honestly say it has strengthened these projects. And please continue to stay tuned as our next developments take shape.

Third Ward Update

Zoning for Chicago Fire Stadium at "The 78" Wins City Council Approval

During the September 25th City Council meeting, Alderman Dowell successfully passed a zoning change that will allow the Chicago Fire soccer team, together with Related Midwest, to develop a dynamic new privately financed $750 million soccer stadium, purpose built for the team, as part of a broader mixed-use development in "The 78". This commitment to Chicago not only stands out as an exciting project but also serves as a model for future investments in our city.


This initiative has benefited immensely from some of the most engaged and productive community meetings hosted by the 3rd Ward and independent neighborhood organizations. Over nine community meetings were held from June through September, with Alderman Dowell's office responding to hundreds of questions and requests, each helping to shape and improve the project which will soon break ground.


There were several key adjustments prompted by community feedback:


  • Event Limit: In response to concerns about stadium events, the Chicago Fire have capped major events at 45 per year
  • Fireworks Restrictions: To minimize impact on homeowners, there will be no more than 5 fireworks displays annually
  • Community Engagement: The Chicago Fire have committed to hosting school programs at South Loop Elementary, National Teachers Academy, and Haines Elementary, and enhancing nearby Mary Richardson Park (1240 S. Plymouth Ct.)
  • Pedestrian Access: Additional pedestrian pathways on the southern section of "The 78" site are under study and development
  • Single Stadium Commitment: Language has been added to ensure that only one stadium will be constructed on the site


Thank you to all the nearby adjacent residents whose feedback has been vital to this project’s success. The community has been consistently engaged and passionate throughout this process. As future steps of the planned development move forward, Alderman Dowell will again ensure the community has the opportunity to provide feedback.


This is an exciting moment for Chicago, and especially for those in the 3rd Ward. The transformation of unused land into a vibrant development is a challenging yet invigorating opportunity. 3rd/4th/5th Ward Job and Housing Resource Fair

Join Alderpersons Pat Dowell (3rd), Lamont Robinson (4th), and Desmon Yancy (5th) for a very special Job and Housing Resource Fair on Saturday, October 11th. If you are looking for a job, to purchase a home, or need landlord/tenant guidance, this event is for you. Employment professionals and housing counselors will be on hand to help residents understand the home purchase process, connect with local job opportunities, address landlord or eviction issues, provide resume assistance, and much more. Presented in partnership with the Chicago Coalition for the Homeless, Community Investment Corporation, Cook County Assessor, Department of Family and Support Services, Illinois Housing Development Authority, Law Center for Better Housing, CTA, ComEd, Chicago Fire Department, CHA, Employment and Employer Services, People's Gas, Black Fire Brigade, Illinois Tollway, and the Cook County Sheriff's Office.

Alderman Dowell Secures $29 Million for Bronzeville Senior Center

To better serve the numerous senior residents of the 3rd Ward, Alderman Dowell has secured $29 million to construct a Department of Family and Support Services-run senior center at 4711-4755 S. Calumet Ave. in the Bronzeville community. The 25,000 square foot facility will feature a fitness room with a massage room, community lounge areas, a gift shop, a dining room with warming kitchen, indoor/outdoor patios, a courtyard, a balcony terrace, a technology center, and associated programming specifically designed for the senior community. The property will have 38 parking spaces on-site, designated PACE drop-off, and is steps away from the 47th St. Green Line station.


Construction is estimated to begin in March 2026, with the planned opening of the senior center scheduled for December 2027. For more information about the center, please contact the 3rd Ward Public Service Office at 773-373-9273.

Mixed-Use Development at 47th St. and Vincennes Ave. to be Introduced in City Council

The City of Chicago is proposing to sell the long-vacant City-owned property at 452-56 E. 47th St./4640-52 S. Vincennes Ave. to Revere Properties Development LLC, who will construct a five-story mixed-use building on the site. The new development would include a restaurant, cocktail bar and a 42-seat screening room which would be located at ground level, and a performance space that would occupy the second floor with seating for 190 patrons. The upper floors would include four apartments on each level. Parking for 15 cars would be provided on-site. In 2024 the project was awarded a $5 million Community Development Grant to support the development.

CTA Installs NARCAN Vending Machine at 47th St. Red Line

To help combat the opioid epidemic, the CTA installed a NARCAN nasal spray vending machine at the 47th Street Red Line Station on September 15th. Community members, elected officials, and neighborhood service providers were on hand to express their gratitude for having this life-saving resource readily available at the station.


NARCAN and Fentanyl test strips are available for free from the City of Chicago at all 81 Chicago Public Library branches, various CDPH vending machines and clinics located throughout the City, select ward offices, and through the Office of Substance Abuse. NARCAN is also available for purchase at local pharmacies, no prescription needed. Costs vary by pharmacy.

Chicago Steps Up for Women in Trades

Chicago was proud to host women from all over the country at the Trades Women Build Nations Convention September 19th-21st. Chicago has a great tradition of supporting the trade workers and trade unions, and it was amazing to see that tradition continued. Thank you to all the women of Streets and Sanitation for representing the City and for their service to all Chicago neighborhoods. Special shoutout to Marchelle Collins, 3rd Ward Streets and Sanitation Superintendent.

Alderman Dowell Attends Discussion on CPS Budget

Alderman Dowell attended a neighborhood panel discussion about funding for CPS and their recently passed budget. The event was sponsored by the Coalition of African American Leaders (COAL) and moderated by Gerald Morrow, former Principal of Dunbar High School and Co-Chair of COAL’s Education Committee. Board of Education members on the panel were Jessica Biggs (Dist. 6), Jitu Brown (Dist. 5), Angel Gutierrez (Dist. 8), and Dr. Che ‘Rhymefest’ Smith (Dist. 10). COAL President Craig Wimberly started the program with the statement that our children deserve a quality education, which is a fundamental human right. Bronzeville Trail Task Force Receives Grant for Environmental Assessment

The Bronzeville Trail Task Force has received a $165,000 grant from Cook County to perform an environmental assessment of the proposed trail route. The assessment will aid the Task Force in understanding the potential costs associated with the different options for the redevelopment and remediation of the future Bronzeville Trail. This grant is an addition to the $750,000 committed by the City of Chicago to fund the Bronzeville Trail and Land Use Framework Plan.

Alderman Dowell Participates in Public Safety Community Fair

Thank you to the Chicago Police Department, the Chicago Fire Department, and the Office of Emergency Management and Communications for joining together to host an informative community fair on September 27th at the Public Safety Headquarters (3510 S. Michigan Ave.) in the 3rd Ward. Alderman Dowell and staff were on hand to connect residents to the array of City services not already covered by the public safety departments, like help with streets and sanitation issues, housing issues, senior services, and more.


At the event, the public safety officers performed live demonstrations, participated in family-friendly activities, connected residents with recruiters and mentors, and offered timely public safety information. It's these types of events that help to build a safe and welcoming community!

XS Tennis Village in Washington Park Wins City Council Approval

During the September 25th City Council meeting, XS Tennis Village won final approval for their mixed-used development at 5301 S. State St. in Washington Park. The new development, across the street from the existing tennis facility, will include a 125-room hotel, a 51-unit residential building with 50 affordable units. ground-floor retail, a cafe, and pickleball courts. Local resident and XS Tennis President/CEO Kamau Murray purchased the property at 5301 S. State St. in a private transaction in order to provide both hotel space for out-of-town players, and affordable residences for local community members and XS Tennis employees.

Morning Star Baptist Church Named Chicago Landmark

Congratulations to Morning Star Baptist Church (3993 S. King Drive) on receiving its Chicago landmark designation. Being named a Chicago landmark helps protect the historic architectural features of this beautiful church building, and provides additional opportunities for restoration funding from the City.


As part of the process to add Morning Star Baptist Church to the list of Chicago Landmarks, the Commission on Chicago Landmarks noted the building's architectural and cultural heritage, its unique style, and its lasting contributions to the City's history. This includes the church's association with the famous Barrett Sisters gospel trio, the building's modernist facade featuring piers and smooth wall surfaces, and the transformation of the building from a 20th-century auto garage into an amazing house of worship.

Alley Reconstruction: Root St. to 43rd St., Princeton Ave. to Wells St.

The Chicago Department of Transportation is pleased to inform residents that the reconstruction of the alley bounded by Root St., 43rd St., Princeton Ave., and Wells St. will begin on Wednesday, October 8th. Construction is expected to last seven (7), weeks, weather permitting.


During construction, residential garbage pickup will be curbside. Please relocate cans to the front of the property. For private refuse pickup, please contact the service provider to make arrangements for pickup. There will be no access to the alley for approximately seven (7) weeks depending on weather conditions. Access to garages from the alley will be unavailable. Barricades will be in place to block entrance to the alley. Homeowners are advised to seek alternative parking. Garage aprons will be replaced only as needed. The project will be managed by the Chicago Department of Transportation. For questions and concerns, please call 312-722-6590.

Chicago Financial Future Task Force Releases Interim Report

The Chicago Financial Future Task Force, convened by Mayor Brandon Johnson, is an independent group of 24 civic leaders charged with charting practical, forward-looking options for the city’s long-term financial health. The Task Force is providing options to tackle rising costs and persistent budget pressures with solutions that go beyond balancing the books. 


Read the Task Force's Interim Report to learn more about the their preliminary findings and early recommendations, which outline immediate pressures and options to set Chicago on a path toward stability and growth.

CDOT EV Framework Survey

As part of the City of Chicago’s goals to reduce transportation carbon emissions and advance environmental justice, the Chicago Department of Transportation (CDOT) is developing a framework plan to equitably advance Electric Vehicle (EV) and e-mobility infrastructure improvements in Chicago.

Columbia College Chicago Names New President

Columbia College Chicago, with campus facilities at 1600 S. State St. in the 3rd Ward, has named Dr. Shantay N. Bolton, Ph.D., MBA, ODCP as its new President and Chief Executive Officer. As the college’s 11th president, Dr. Bolton will lead the institution in its mission to provide a comprehensive education in media arts, technology, and business within a context of enlightened liberal education. 


Dr. Bolton was most recently the Special Advisor to the President and Executive Vice President for Administration and Finance and Chief Business Officer at the Georgia Institute of Technology with responsibility for administrative policy development, oversight of the strategic enterprise and operational functions. Welcome President Bolton!

Business Violation - Maggie's Gyro (349 E. 47th St.)

The Department of Buildings issued citations to Maggie's Gyro (349 E. 47th St.) for building code violations including: fire safety violations, unsanitary conditions on the walls/ceiling/floors, exposed wiring, inoperable emergency lighting, plumbing violations, and structural issues with the floor. On April 2, 2025, the business was closed and will remain vacant until the violations are abated. ADU Ordinance Passes City Council with Alderman Dowell's Support

After months of negotiations to ensure the best, most responsible and most comprehensive ordinance possible, the City of Chicago passed an ordinance to once again allow the construction of Accessory Dwelling Units (ADUs) across the City. This means that residents can construct a "granny flat" in their basement, or a coach house in the rear of their property, actions that were once prohibited in Chicago. This will bring much needed gentle density and affordable housing to neighborhoods where affordable housing is too expensive to construct, or where density has been lost due to the conversion of multi-unit buildings into single family homes.


To protect the character of the various communities that make up Chicago, the ordinance limits the construction of ADUs in areas zoned for single-family homes. Alderman can "opt-in" to allowing ADUs in these zoning district in their wards, but residents would not be able to construct them by-right. In all other zoning districts, ADUs would be allowed by-right. In addition, the ordinance contains strong union protections to ensure that the jobs created by the construction of ADUs are both done to the highest standards, and stay in the community. Alderman Dowell Passes Resolution in City Council to Honor Bruce Sagan

During the September 25th City Council Meeting, Alderman Dowell and her colleagues passed a resolution to honor longtime South Side resident Bruce Sagan. Bruce passed away on September 21st after a long career in Chicago journalism. As the publisher of the Hyde Park Herald, Mr. Sagan was instrumental in shaping local news media, eventually selling his Economist Newspaper Group after 35 years of growth to include 30 papers with 1,000 employees, and a circulation exceeding 400,000.


Bruce was also a prolific supporter of the arts. He purchased the Harper Theater and launched the Harper Dance Festival. He helped relocate the Joffrey Ballet from New York to Chicago, supervising construction of their permanent home on Randolph Street. He was a past president of the Steppenwolf Theater, and he helped create the Printers Row Lit Fest, which just celebrated its 40th anniversary. In honor of his unwavering support of the arts, President of the United States Joseph Biden presented Mr. Sagan with the National Medal of Arts in 2024


Finally, Bruce fulfilled his civic duty, chairing the Illinois Housing Development Authority, co-founding the Hyde Park Federal Savings and Loan, and chairing the campaign to keep St. Bernard Hospital open and serving the Englewood neighborhood.


Alderman Dowell and the entire City Council express their sincerest condolences on the passing of Bruce Sagan, and thank you to Bruce and his entire family for their commitment to the City of Chicago.

Important Announcements

Chicago Marathon - Sunday October 12th

The Bank of America Chicago Marathon will be held on Sunday, October 12, 2025.


No parking will be allowed on the Chicago Marathon course. Towing of vehicles on the course will begin at 1:00 a.m. on Sunday, October 12, 2025. Please refer to the bold line on the map (left) that indicates the course for reference. Vehicles that are not removed from the street by that time will be ticketed and towed to the nearest auto pound. For inquiries about towed vehicles, call 312.744.4444.


Streets in your neighborhood may be closed to traffic starting at 6:00 a.m. and continuing to 4:00 p.m. as more than 53,000 participants pass through the area. A comprehensive list of street closures and their approximate reopening is available at

chicagomarathon.com/streetclosures. Access to other streets in your area not directly on the course may be affected during this time frame. The Chicago Marathon will work closely with the City of Chicago to reopen streets as quickly as possible.

South Loop Event Parking Restrictions

Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events. Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop without a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing.

Cook County Homeowner Relief Fund

The Cook County Homeowner Relief Fund is a $15 million program that will assist homeowners who have experienced a substantial increase in property taxes in recent years. The application is open now through Friday, October 10, 2025, at 11:59 p.m.


To qualify for the program, you must: 


  • Have experienced a property tax increase of at least 50% in the 2021, 2022 or 2023 tax years
  • Have a household income at or below 100% of the County’s Area Median Income. For example, for a household of four, the Area Median Income is $119,900
  • Occupy the property as your primary residence


The application process will include two phases; first, homeowners will need to provide basic personal and demographic information. Successful applications will move to the second phase, which requires submitting documents to verify eligibility. Depending on the number of eligible applications received, the County will implement a lottery system to select applicants, with payments issued shortly after. If selected, you will receive $1,000 in one-time assistance.

Federal Grant Support Program – Round 2

The Illinois Department of Commerce and Economic Opportunity’s (DCEO)’s Federal Grant Support Program - Round 2 is open and will make $16.9 million available to Illinois-based proposals seeking competitive federal grants. This match program will encourage more applicants to apply for federal grant opportunities, provide critical assistance to meet the minimum match eligibility requirements, increase the competitiveness of applications, and provide the State of Illinois with an opportunity to make a firm commitment and demonstration of support for projects that are well aligned with the State’s economic development goals and priorities. Bronzeville TIF District Opens October 1st

The Department of Planning and Development (DPD) and SomerCor will roll out the Small Business Improvement Fund (SBIF) grant program for applications in the following TIF district in October.



Applications open: 9 a.m. Wednesday, October 1st

Applications close: 5 p.m. Thursday, October 30th

 

The SBIF program uses revenue from TIF districts to help owners of commercial and industrial properties to repair or remodel their facilities for their own business or on behalf of tenants. Tenant businesses are also eligible to apply on their own. Please note that residential projects are not eligible for the SBIF program, and residential developers should not apply.


Program participants can receive grants for 30 to 90 percent of project costs, with a maximum grant of $150,000 for commercial properties and $250,000 for industrial properties. The grants are administered by SomerCor on the City's behalf and do not have to be repaid.

Clash and Connect

Clash and Connect is a free evening of games, food, music, and fun for Washington Park teens and young adults. Hosted by Acclivus, Girls Like Me Project, and the Washington Park Residents' Advisory Council. Bringing violence awareness to the Washington Park Community.

NHS Home Buyer Education Class

Learn about the home buying process such as the basics of budgeting, improving credit, understanding the closing process and down payment assistance programs. This is an eight-hour course delivered in two 4-hour sessions. Registration is required.

Property After Death & Property Fraud Prevention Forum

Everyone needs to know how to protect their valuable assets earned over a lifetime of planning and hard work. First Monday Jazz: Clif Wallace Big Band

A native of Fort Wayne, Indiana, Clif Wallace has called several places across the Midwest, South, and East Coast home—an experience that shapes his versatility as a drummer, composer, bandleader, and DJ. Clif Wallace has become one of the city's most in-demand drummers for a wide range of musical genres. In 2018, Clif assembled the Clif Wallace Big Band, an ensemble that performs a musical repertoire that appeals to a wide range of listeners.

CCPSA 1st District Council Public Meeting

Join the Community Commission for Public Safety and Accountability's 1st District Council for their monthly public meeting. Southside Connection Symposium

Break a Sweat for Breast Cancer

Break a Sweat is designed to create a safe space for Black women to prioritize health, wellness, and self-care. More than just a fitness event, it’s a day of empowerment, advocacy, and community connection Highlights include: High-energy workout sessions, guided meditation and mindfulness experiences, wellness activations, curated vendor marketplace, Warrior Kit assembly for women navigating chemotherapy, and panel discussions with networking opportunities


What makes this event especially impactful is who will be in the room: health-conscious Black women who value beauty, self-care, and wellness—and who are also decision-makers and leaders in their households, workplaces, and communities.
