MIDDLE HOUSING IN BEAUX ARTS

The Town of Beaux Arts Village is undertaking the development of regulations that will allow middle housing as required by the Washington State Growth Management Act (GMA), RCW 36.70A.130(5) and legislation passed in the 2023 and 2024 Legislative sessions. Middle housing is a term for homes that are between detached single-family houses and large multifamily complexes. The Planning Commission has begun to study the legislative requirements in light of the unique characteristics of Beaux Arts Village to determine how to modify the Town's Zoning Code to meet these requirements while safeguarding the Town's urban forest, ensuring safety on our narrow streets, and preserving the integrity of our water utility. COMPREHENSIVE PLAN UPDATE

The Town of Beaux Arts Village is undertaking a periodic review and update of its Comprehensive Plan, as required by the Washington State Growth Management Act (GMA), RCW 36.70A.130(5). Visit the 2024 Comprehensive Plan Update page to learn more. The Council’s meeting on October 8th will include a second public hearing for residents to offer comments on the current draft of the Comp Plan. The newest draft of the Plan will be uploaded to the Comp Plan Update page prior to the Council Meeting. If you are unable to attend the meeting, comments can also be submitted ahead of time by emailing town staff.

GLEN PATH: TRUCK & DRIVER NEEDED

Used brick was dumped on the Glen Path years ago and just discovered during the recent restoration effort. The pile o'junk has been hauled to the path's south end & is easy to access - one can even safely park on the new, thick layer of gravel! Have a truck and are willing to haul it off to a recycle site? Please contact Paula for more information.

WATER BILL PAYMENTS

When paying your water bill by hand delivery to the Town mailbox, PLEASE PLACE YOUR CHECK IN AN ENVELOPE. Loose checks are easily lost among the other mail the Town receives. Feel free to re-use the envelope your bill came in to save paper. Thank you!

BACKFLOW DEVICE TESTING

A resident recently asked about this year’s backflow testing program. This year’s testing has been completed. Residents may winterize their systems unless they are working with the testing firm to complete repairs.

COUNCIL BUSINESS

The Council met on Tuesday September 10th and conducted the following business:

  • Reviewed and approved a request from Jim and Karla Bennett to construct a small fence on Town right-of-way.
  • Reviewed Ordinance No. 476 adopting the 2025-2030 Capital Improvement Plan / Transportation Improvement Program and made revisions and additions as needed. The plan will be adopted by ordinance after a public hearing at the October Council meeting.
  • Held a public hearing for the Council’s first review of the proposed draft of the 2024 Comprehensive Plan update as recommended by the Planning Commission. Councilmembers made several suggestions for updates, including simplifying some parts of the plan for readability. The Council will hold another public hearing at the October 8th Council meeting to continue this discussion.
  • Reviewed a proposal for a 3-Year On-Call Surveying proposal from PACE engineers.
  • Postponed discussion of the Town’s animal-control regulations to the October meeting due to time.
  • Learned from Councilmember Wheeler that he and Town Engineer Stacia Schroeder have secured $200,000 in funding from the state Transportation Improvement Board to help pay for the bulk of the cost of repairs along 104th/105th.
  • Learned from Councilmember Dix that the King Conservation District has approved the Town’s request for a tree canopy study. This study will be at no cost to the Town.

The next Council meeting will be 7PM Tuesday October 8th.
