From Our President

Lucky to Have You!

Dear Ostomy Friends and Neighbors,

Big thanks to everyone who celebrated the ostomy community for Ostomy Awareness Day and the Run for Resilience Ostomy 5k events earlier this month! It was also wonderful to see so many people connect at our Virtual Support Group Meeting that night! In case you missed it, we announced the 'Lucky 100' program that will award up to 10 free conference registrations each month for 10 months for a total of up to 100 free registrations to celebrate UOAA's 10th National Conference in Las Vegas on August 18-20, 2027! This program was created to give more first-time attendees the chance to experience this life-changing event.

I would also like to sincerely thank everyone who has devoted considerable time and effort toward advancing our stance with the competitive bidding program. As you'll read in the Advocacy News below, your commitment and persistence have undoubtedly brought us to this important point of the introduction of the "Access to Medical Supplies Act."

It now appears that our concerns are being heard and that meaningful action with be taken to help members of the ostomy community work with legislators to address fraud, waste, and abuse without compromising access to essential healthcare. However, the introduction of this bill is only the first step; it must still be passed and enacted into law. This is not the time to ease our efforts.

Please continue contacting your legislators and respectfully encourage them to support and pass this bill in recognition of our medical needs. Join UOAA's Advocacy Network for the latest developments on this and other important issues.

Justus E. Anderson

A Significant Step Forward - Bill to Delay and Review Competitive Bidding Introduced in Congress

U.S. Representative Greg Murphy (R-NC) and Representative Brad Schneider (D-IL) recently introduced the bill "Access to Medical Supplies Act." Read the full bill text: Bill H.R. 10787.

The Access to Medical Supplies Act provides a practical path forward to address the concerns central to our advocacy efforts. Rather than permanently exempting ostomy and urological supplies from competitive bidding, the legislation would:

  • Provide a five-year delay on competitive bidding for ostomy and urological supplies, from January 1, 2028, through December 31, 2032.
  • Establish a Technical Expert Panel composed of patients, caregivers, clinicians, reimbursement experts, suppliers, and manufacturers to evaluate the impact of competitive bidding and recommend appropriate safeguards.
  • Require CMS to conduct a limited demonstration in no more than three states over 12 months to assess the effects of competitive bidding on beneficiary access and health outcomes before broader implementation.
  • Protect patient access and product choice by establishing safeguards to ensure beneficiaries can obtain the same or clinically comparable products they need by prohibiting contract suppliers from pressuring beneficiaries to switch brands.

These requirements underscore the need to fully assess the potential impact of competitive bidding on access to highly individualized medical supplies before implementing a nationwide program that could significantly alter the supplier landscape and jeopardize Medicare beneficiaries’ access to these essential products.

Getting this bill introduced was a heavy lift by many stakeholders advocating on this issue, and although a win, much more work continues to see this to the finish line.

As a member of the ITEM Coalition, UOAA also signed onto the letter that was sent on October 12th to the sponsors of the bill commending them on their bipartisan leadership and for recognizing the need to protect beneficiary access while ensuring appropriate oversight of Medicare spending.

In other good news for this advocacy effort, the national petition has surpassed 2,000 signatures! Please read the report: Protecting Medicare Patient Access to Ostomy and Urological Supplies: What 2,116 Patients, Caregivers and Clinicians are Telling Congress About Medicare Competitive Bidding which highlights the petition’s key findings and the implications for our ongoing advocacy. The report provides a useful snapshot of who has signed the petition, the nationwide reach of opposition, and the actions advocates are asking Congress and the Administration to take.

The Voices of People Living with an Ostomy Were Heard on Capitol Hill

Sixty-five advocates in UOAA’s Advocacy Network participated in a virtual Ostomy Hill Day on September 30th. We educated Congress on the greatest threat facing our community in decades: the inclusion of ostomy supplies in Medicare’s Competitive Bidding program. The ostomy community showed Congress the importance of supply access and was engaged and determined to be heard.
