Approaching Due Dates

  • October 1 - Reallocation Notifications Now Apply
  • Districts may request a reallocation form by emailing the SLT Team.
  • If a reallocation occurs after October 1, the district must cc the School LAND Trust team on communications notifying principals of changes to their school allocations. This helps ensure affected School Community Councils are aware of funding changes and can amend their plans when needed.
  • October 20
  • Principals must submit the following through the Fall Requirements Form on the SLT Reporting Website:
  • Rules of Order and Procedure
  • Council Membership (planned council size and current roster)
  • Principal Assurance
  • School Website Postings (URL and certification)
  • As Soon As Possible - User Access
  • Review the board member, district liaison, and principal access assignments on the SLT Reporting Website. Email the SLT Team with any necessary changes. Please include:
  • Email addresses for new or updated users
  • New role assignments
  • School assignment(s), if applicable
  • A list of users to remove

Oversight of Fall Requirements Form

The new Fall Requirements Form consolidates Rules of Order and Procedure, Council Membership, Principal Assurance, and School Website Posting requirements in a single submission on the SLT Reporting Website, simplifying submission and district compliance monitoring.

Upcoming Virtual School Community Council

Training Opportunities

The SCT team will offer a virtual training session for School Community Council members in November. An email containing an attendance link and additional details will be sent out after October 20. A recording will be published after the session.

Procedures for FY27 Compliance Monitoring

The USBE SCT team is implementing an updated compliance monitoring process to strengthen LEA oversight of SLT requirements while maintaining local control. Selected LEAs will submit a description of their oversight process and documentation demonstrating that compliance monitoring activities were completed. SCT will review a random sample of schools to evaluate the effectiveness of each LEA's oversight process.

This year's monitoring may focus on the appropriate use of FY25/FY26 funds or items in the Fall Requirements Form. LEAs are encouraged to document a consistent monitoring process, conduct reviews after fall and spring submissions, promptly resolve identified issues, and maintain organized records.

FY26 Financial Reporting Information

LEAs must maintain separate budget and accounting records for each school. Before submitting FY26 financial data, complete internal reviews to ensure each school:

  • Remained within its available SLT budget; and
  • Expended funds consistently with its approved plan.

For current-year accounting corrections, recode expenditures to an appropriate alternate funding source rather than adjusting revenue. Outside funds may not be transferred into an SLT account to cover expenditures.

After completing these reviews and corrections, submit FY26 financial records according to state reporting procedures.

System Validation Notice: UPEFS validates submitted expenditures against available SLT allocations. Submissions exceeding available balances will fail validation and will not upload.

Correction to Corrective Action Guidance

A correction to guidance: Unallowable expenditures identified during USBE SCT compliance reviews will sometimes require decertifying and unpublishing prior-year financial data. In other cases, corrective action will involve reimbursing the school’s School LAND Trust account through an invoice in the current year.  Please follow the instructions provided in your corrective action letter and contact our team with any questions.
