Welcome to the latest edition of our Ventura County District 4 newsletter. Over the past few months, our community has seen remarkable events, milestones, and initiatives that continue to make our county a vibrant place to live and work. In this edition, I am pleased to share updates on key county projects, highlight local events, and reflect on the programs and activities I have had the privilege to be involved in. From ribbon cuttings and community celebrations to public safety initiatives and educational opportunities, there is much to celebrate and stay informed about.
As we move into the final quarter of the year, it is also a time to reflect on the progress we’ve made together and to look ahead at the opportunities still before us. District 4 is strengthened by the dedication of its residents, community partners, and local organizations, and I am proud of the passion and commitment I see across our cities and neighborhoods. Thank you for your continued engagement and for being an active part of what makes Ventura County such a special place.

At Bombardier’s official opening in Moorpark, I had the privilege of speaking at their celebration launch of their new state-of-the-art manufacturing facility. Bombardier is a global leader in aviation, known for designing, manufacturing, and servicing world-class business jets that support commercial, government, and civilian needs. Their highly skilled workforce specializes in precision engineering and advanced technology, ensuring the highest standards of safety, quality, and performance. Welcoming Bombardier to Moorpark is not only an exciting investment in innovation and local job creation, but also a partnership that strengthens our community’s connection to cutting-edge aerospace manufacturing and global commerce.

Shoes For Little Souls
I recently had the privilege of joining the Rotary Club of Simi Sunset, also known as Rotary After Dark, for their annual Shoes for Little Souls program. This wonderful event pairs volunteers with local students to shop for brand-new shoes and clothing, ensuring they start the school year with confidence and a smile. I had the opportunity to shop alongside one of these students, and it was a heartwarming experience to see how something as simple as new shoes and clothes can make such a meaningful difference. Programs like this highlight the compassion and generosity within our community, and I’m grateful to the Simi Sunset Rotary for leading this effort.

WM RNG Project
Grand Opening
WM has recently completed its Renewable Natural Gas (RNG) project, a significant step forward in advancing sustainable energy solutions. This project captures gas naturally generated by decomposing materials in the landfill and converts it into renewable natural gas, a clean and reliable energy source. By doing so, it not only reduces greenhouse gas emissions but also creates a domestic source of fuel that can be used to power homes, businesses, and vehicles. RNG projects like this play an important role in reducing reliance on traditional fossil fuels and in meeting California’s ambitious climate and air quality goals. Here in Ventura County, the benefits are especially meaningful. This project demonstrates how innovative technology can turn everyday waste into a valuable resource that directly supports our local communities while contributing to statewide sustainability efforts. By investing in renewable energy solutions at the local level, Ventura County continues to be part of the broader movement toward a cleaner, healthier, and more sustainable future.
| | | I attended the 14th annual From Field to Fork fundraiser in support of House Farm Workers. This incredible organization is dedicated to ensuring safe, decent, and affordable housing for Ventura County’s farm workers, the very individuals who help put food on our tables every day. The evening was filled with community spirit, lively conversation, and divine food, all highlighting the importance of supporting those who nourish our communities. To learn more about House Farm Workers and their mission, visit www.housefarmworkers.org. | | | High Sweet Creamery Grand Opening | We recently celebrated the grand opening and ribbon cutting of High Sweet Creamery in Moorpark. This new locally owned ice cream shop brings a sweet addition to the community with their handcrafted treats and welcoming atmosphere. I had the chance to enjoy one of their chocolate shakes, and it was delicious! I encourage you to stop by, support this new small business, and see why it’s quickly becoming a local favorite. | | |
End of Summer
Pop Stop!
This summer, I had the pleasure of hosting two End of Summer Pop Stop events in Simi Valley and Moorpark. Both gatherings were filled with friendly faces, and of course, plenty of free Otter Pops! In Simi Valley, we welcomed neighbors in front of the library, and in Moorpark, families gathered at Magnolia Park to share a sweet treat and conversation. Thank you to Ventura County Fire, Ventura County Sheriff’s and Simi Valley Police for coming out to meet the community. These simple, casual events were a wonderful way to connect with residents in a relaxed setting. Thank you to everyone who came out to say hello, I enjoyed spending time with you all and wrapping up summer on a bright note!
| | | Ventura County Fair Livestock Auction Ring Crew | Our team had the pleasure of volunteering at the Ventura County Fair with the Ventura County Junior Livestock Auction. This event highlights the hard work and passion of local youth as they raise and care for their animals. Supporting these young farmers is not only a celebration of agriculture but also an investment in the future of our community. It was a rewarding experience to see firsthand the commitment and pride these participants bring to this long-standing tradition, and we even helped auction off a few pigs. | | |

Dallas Cowboys Training Camp
The Dallas Cowboys held their annual training camp in Ventura County, bringing professional football to our community. Fans had the opportunity to see the team in action up close, while the event highlighted the positive impact sports can have on the region, from boosting local tourism to inspiring young athletes. Ventura County was proud to host the Cowboys as they prepared for the NFL season, showcasing a week of hard work, teamwork, and football excitement.

Moorpark College held its State of the College, highlighting exciting new programs and innovative technology designed to engage all students. The event showcased the college’s ongoing commitment to student success, workforce readiness, and preparing the next generation for a bright future. They have expanded academic offerings, cutting-edge facilities, and partnerships that strengthen the college’s role in the community. Moorpark College continues to be a leader in providing opportunities that empower students to achieve their goals.
| | | I had the opportunity to attend the Wings Over Camarillo Air Show, an exciting community event that brings together aviation enthusiasts, families, and veterans. The show featured incredible aerobatic performances, vintage aircraft displays, and tributes honoring the history of aviation and our military service members. It was inspiring to see both the precision flying skills on display and the dedication of the volunteers who make this event possible each year. Wings Over Camarillo is more than just an air show. Bell Canyon Fire Ready

| I spoke at the Bell Canyon Town Hall, where neighbors gathered to learn vital safety skills and preparedness strategies. From hands-only CPR lessons by UCLA West Valley Hospital physicians and nurses, to fire safety tips from Ventura County Fire, and even wildlife encounter guidance from our Park Rangers, the event was filled with valuable information to help keep our community safe. So many residents came out to engage and commit to making our community more resilient. I’m thankful to everyone who made this event possible and to all who attended. | | | Fire Preparedness Forum at the Elks | I was honored to be a guest speaker at the Fire Prevention Discussion hosted at the Simi Valley Elks Lodge on September 25th. This important community event brought together leaders and experts, including Assistant Fire Chief Chad Cook, Mayor Dee Dee Cavanaugh, Southern California Edison, and the Regional Fire Safe Council, to help residents prepare for fire season. I was grateful for the opportunity to share resources, answer questions, and encourage proactive steps to keep our community safe. | | | |
Annual K9 Golf Foundation Golf Classic Tournament
I was able to volunteer at check-in for the Annual K-9 Golf Classic Tournament at Moorpark Country Club, a wonderful community event that brings people together in support of our Ventura County Sheriff’s K-9 Unit. Proceeds from the tournament go directly toward purchasing and training new K-9s, providing essential veterinary care, and supplying protective equipment such as ballistic vests and eye and ear protection. These highly trained dogs play a vital role in keeping our communities safe, and there were so many golfers, sponsors, and volunteers who came out to ensure our K-9 heroes have the resources they need to continue their lifesaving work.

For The Troops Golf Tournament
I volunteered at the 12th Annual Heroes’ Golf Tournament, hosted by For The Troops at Moorpark Country Club. This incredible nonprofit organization is dedicated to supporting deployed U.S. service members by sending “We Care” packages filled with essentials, treats, games, and heartfelt messages from home. Events like this tournament not only raise vital funds to continue their mission but also remind us of the sacrifices our military makes and the importance of showing our appreciation.

I had the pleasure of volunteering at the check-in for the Boys & Girls Club of Moorpark & Simi Valley Golf Tournament, held at Moorpark Country Club. This annual event raises crucial funds to support the Club’s programs, which provide local youth with educational opportunities, mentorship, and enriching activities to help them reach their full potential.

Filipino Catholic Community Group
Pista Sa Nayon
I had the privilege of participating in the Filipino Catholic Community Group’s Annual Pista Sa Nayon at St. Peter Claver Church. This vibrant event was a true celebration of Filipino heritage, showcasing traditional music, dance, cuisine, and cultural pride. Beyond the joy and fellowship, Pista Sa Nayon also serves as an important fundraiser to support the ministry of St. Peter Claver Church, helping strengthen the programs and services that benefit so many in our community. It was moving to see families, friends, and community members come together in such a warm and spirited way honoring tradition.
| | | Speaker at Rotary Club of Simi Sunset | I had the pleasure of joining the Simi Sunset Rotary Club this month to speak and engage in a meaningful discussion. The group asked thoughtful questions and shared great perspectives, which made for a lively and engaging conversation. I’m grateful for the opportunity to connect with such a dedicated organization that continues to make a positive impact in Simi Valley. | | | Every year I attend the Blue Mass at St. Rose of Lima in Simi Valley, a meaningful ceremony honoring our local law enforcement officers, firefighters, first responders, public officials, and all who serve and protect our community. Blue Mass is a time to come together in gratitude and prayer for their safety and dedication, recognizing the courage and sacrifice they demonstrate every day to keep Ventura County safe. Joining fellow community members in honoring these everyday heroes is a very special moment. | | |
Opening Night of Simi Film Fest
I was thrilled to participate on the Opening Night of the SIMI Film Fest, celebrating the incredible creativity and talent of filmmakers in our community. From magical realism and thought-provoking dramas to sci-fi adventures and laugh-out-loud comedies, this year’s lineup had something for everyone. I was especially honored to receive a certificate, as a reminder of the importance of nurturing local arts and storytelling.

Adventist Health Simi Valley
This year, Adventist Health Simi Valley celebrates an incredible milestone, 60 years of serving our community with excellence, compassion, and innovation. Since opening its doors in 1965, Adventist Health Simi Valley has been a cornerstone of health and healing, providing outstanding care through its hospital and local clinics, pioneering advances in robotic surgery and other specialties, and earning national recognition. The hospital has also been honored with the American Stroke Association’s Gold Plus Award every year from 2018 through 2024, reflecting its sustained dedication to delivering the highest standards of stroke care. The Ventura County Board of Supervisors proudly commends Adventist Health Simi Valley for its ongoing commitment to advancing health and enhancing the quality of life for all it serves.

Government and Disability Summit
I was honored to open the plenary session at this year’s Government and Disability Summit, Access in Focus: A Candid Conversation. This inspiring discussion featured Dani Anderson, the County of Ventura’s Disability Access Manager, and Eli Gelardin, Director of the San Francisco Office on Disability and Accessibility. Together, they shared powerful stories about their journeys in access leadership, the evolution of disability rights, and the work still needed to create lasting change. Setting the stage for this conversation was a privilege, and I was grateful to help kick off such an important dialogue centered on equity and access.

Home Hardening Workshop & Zone 0 Workshop
The recent Home Hardening & Zone 0 Workshop in Simi Valley was a great success! I was pleased to join the Ventura Regional Fire Safe Council in sharing important information about wildfire preparedness, the new Zone 0 regulations, and practical steps homeowners can take to better protect their properties. The conversation was engaging, and it was encouraging to see so many community members taking the time to learn how they can strengthen their homes against wildfire risks. Thank you to everyone who attended, I hope you found the information useful as we continue working together to build a safer, more resilient Ventura County.

I had the honor of joining Moorpark College on the field to participate in the coin toss at their football game. It was a special moment to help kick off the evening and show support for our hardworking student athletes. The energy and school spirit in the stadium was thrilling, and I was proud to be there cheering on the Raiders!

9/11 Memorial Blood Drive
Thank you to everyone who joined us for the 9/11 Memorial Blood Drive at Arroyo Vista Community Park. Your generosity in donating blood not only helps save lives but also serves as a meaningful tribute to the lives lost on September 11. We are so grateful to our community for coming together in remembrance and service.
Be sure to save the date, our next blood drive will take place on Thursday, December 11, 2025, once again at Arroyo Vista Community Park in Moorpark. We hope you’ll join us and continue this important tradition of giving back.

Active Military Supply Drive
This October, my office is proud to host an Active Military Supply Drive in partnership with For The Troops, an organization dedicated to supporting our service members overseas. From October 13 through November 6, we will be collecting essential items such as hand sanitizer, granola and power bars, dried fruit, gum, coffee and tea packets, cotton swabs, shampoo, beef jerky, and other snacks to include in care packages for our troops. Donations can be dropped off at my district office in Simi Valley or at Lucky’s Tattoo. Every contribution, big or small, helps bring comfort and a reminder of home to the brave men and women serving our country.

| | This summer has been full of exciting economic growth in our community with a series of ribbon cuttings and grand openings across Moorpark and Simi Valley. In Moorpark, we welcomed Club Ravenous (July 8), Aspiranet Therapy Clinic (July 24), Misfit Pilates (July 26), Boba Sarap (August 22), and Sidora (September 2). Simi Valley also celebrated new additions with the openings of Real Options Women’s Clinic (August 15), Stellar Music Academy (August 22), Sun Ray Adult Day Health Care (August 27), Carnelian Learning Place, LLC (September 5), American Vision Windows (September 6), and The Hive (September 6). These businesses and organizations each bring unique services and opportunities that strengthen our local economy and enrich the lives of residents, and it was an honor to join them in celebrating these milestones. | | |
Overnight Freeway Closures Scheduled for State Route 118 in Ventura County to Install Suicide Prevention Barriers
Closures Begin October 2025 Between New Los Angeles Avenue and Princeton Avenue
Ventura County – Caltrans announces overnight full freeway closures on State Route 118 (SR-118) between New Los Angeles Avenue and Princeton Avenue in Ventura County as part of a project to install suicide prevention systems along the Arroyo Simi Overhead Bridge. Beginning October 2025, SR-118 will have five full freeway closures through February for construction during overnight hours.
OVERNIGHT FREEWAY CLOSURE SCHEDULE
The eastbound SR-118 (New Los Angeles Ave to Princeton Ave) and westbound SR-118 (Princeton Ave to New Los Angeles Ave) closure schedule is as follows:
- Westbound SR-118 fully closed from 10 p.m. Tuesday, October 14 to 5 a.m. Wednesday, October 15, 2025.
- Westbound SR-118 fully closed from 10 p.m. Wednesday, November 5 to 5 a.m. Thursday, November 6, 2025.
- Eastbound SR-118 fully closed from 11 p.m. Friday, December 5 to 7 a.m. Saturday, December 6, 2025.
- Eastbound SR-118 fully closed from 10 p.m. Monday, January 12 to 5 a.m. Tuesday, January 13, 2026.
- Eastbound SR-118 fully closed from 10 p.m. Wednesday, February 4 to 5 a.m. Thursday, February 5, 2026.
On- and off-ramps:

New Los Angeles Avenue on-ramp to eastbound SR-118 will be closed during the hours listed above.

Princeton Avenue on-ramp to westbound SR-118 will be closed during the hours listed above.
All closures are subject to change. Motorists will be detoured via local routes during these closures. See detour details below.
DETOUR INFORMATION
Eastbound SR-118 Detour:
- Exit at New Los Angeles Avenue off-ramp
- Travel west on New Los Angeles Avenue
- Turn north on Spring Road
- Turn east on Princeton Avenue
- Re-enter eastbound SR-118 at the Princeton Avenue on-ramp
Westbound SR-118 Detour:
- Exit at Princeton Avenue off-ramp
- Travel south and west on Princeton Avenue
- Turn south on Spring Road
- Turn east on New Los Angeles Avenue
- Reconnect to southbound Route 23
All other construction activity will take place during daytime work hours. No traffic impacts are expected during daytime construction.
Ramp traffic will be detoured during the hours of the closures. Caltrans urges motorists to avoid the area during construction and use alternate routes where possible, including U.S. 101, SR-23, and I-5.
This safety project will construct new suicide deterrent systems on both the northbound and southbound directions of SR-118, spanning the Arroyo Simi Overhead in the city of Moorpark. In collaboration with the city of Moorpark and surrounding Ventura County communities, Caltrans initiated planning and design of permanent preventative infrastructure.

Community Planning Meeting
On Tuesday, October 7, Ventura County will host a community planning meeting in Simi Valley from 6:00 PM to 7:30 PM as part of the Behavioral Health Services Act (BHSA) outreach process, inviting residents to provide input on the MHSA Three-Year Plan 2023-2026.
This meeting offers an opportunity for community members, service providers, families, and stakeholders to share their perspectives, help shape behavioral health priorities and funding allocations, and review proposed updates, refreshments, interpretation (Spanish & ASL), and childcare will be provided.

Debbie Cohen
Appointed to: Ventura County Election Advisory Committee
Debbie Cohen is a seasoned systems analyst, software developer, and project manager with over 40 years of experience. A Ventura County resident and voter for 17 years, she’s actively involved in civic education, teaching U.S. Constitution classes and leading two large, non-partisan community groups. Debbie has observed local elections extensively and brings strong skills in research, communication, and leadership. With a background in political science and a passion for election transparency, she seeks to serve on the Ventura County Election Advisory Committee to help foster informed public dialogue and strengthen trust in local election processes.
