Effective February 1, 2026: CPT code 87626 (detection test by nucleic acid for Human Papillomavirus (HPV), separately reported high-risk types) has been added as a benefit under the Family Planning, Access, Care, and Treatment (Family PACT) Program.
Prior to February 1, 2026, diagnostic testing for HPV is covered using CPT codes:
- 87624 (Human Papillomavirus [HPV], high-risk types [e.g., 16, 18, 31, 33, 35, 39, 45, 51, 56, 58, 59, 68])
- 87625 (Human Papillomavirus [HPV], [types 16 and 18 only, includes type 45, if performed])
HPV Testing is discussed in the following sections of the Family PACT Policies, Procedures and Billing Instructions (PPBI) Manual, which will be updated with the new CPT code in 2026:

December is National AIDS Awareness Month, with World AIDS Day on December 1st. This is an opportunity for every community and individual to honor the more than 40 million people around the world who live with HIV/AIDs and remember those we have lost from AIDS-related illness.
Governor Gavin Newsom has proclaimed December 1, 2025, as World AIDS Day in California for the first time, highlighting the state's commitment to fighting HIV/AIDS, contrasting with federal inaction, and supporting initiatives for treatment, prevention, and ending stigma, building on recent laws expanding HIV care access. | | January: National Cervical Cancer Awareness Month | | |
January is National Cervical Cancer Screening Awareness Month, a national observance dedicated to educating the public about cervical cancer prevention and screening, such as Pap tests and HPV tests. It also emphasizes the importance of the HPV vaccine, highlighting that most cases are preventable through early detection and vaccination.
Family PACT supports cervical cancer prevention by covering routine cervical cancer screening, follow-up services, and HPV immunization at no cost to eligible clients. This includes Pap tests, high-risk HPV testing, colposcopy, and appropriate diagnostic follow-up and treatment when results are abnormal. Family PACT providers can also offer education and counseling on screening intervals to help clients stay connected to ongoing preventive care.

The mandatory virtual provider orientation is a live session conducted over Zoom that provides an overview of comprehensive family planning and resources, program benefits and services, client eligibility, provider responsibilities, and provider compliance. Only site certifiers (physicians, physician assistants, certified nurse practitioners, or certified nurse midwives) who are responsible for overseeing the family planning services rendered may register to attend.

Save-the-Date:
Comprehensive IUD and Contraceptive Implant Placement Training
This is a two-day hands-on training where providers build skills and confidence in intrauterine device (IUD) and contraceptive implant services. Participants will earn Continuing Medical Education (CME) credits through expert clinical instruction and hands-on practice designed to expand access to long-acting reversible contraception (LARC) across California.

New SRH Training Opportunities
All members of the healthcare team deserve access to high quality, evidence-based Sexual and Reproductive Health (SRH) training to their scope of practice. The Reproductive Health Service Corps (RHSC) is a landmark State of California funded program to establish education and training opportunities for eleven healthcare professions in reproductive justice informed SRH care.
Educational opportunities are available for: certified nurse midwives, community health workers, doulas, licensed vocational nurses, medical assistants, nurse practitioners, paramedics, pharmacists, physician assistants, physicians and registered nurses. These initiatives include certificated didactic curricula, interactive workshops, virtual learning, and individual clinical training placements.

The Family Planning, Access, Care and Treatment (Family PACT) Portal is the current client enrollment and transaction services platform. The Family PACT Portal simplifies and streamlines the eligibility process for Family PACT clients. The Family PACT Portal consists of the Client Portal and the Provider Portal.

The Client Portal allows users to create accounts, apply for Family PACT, and manage their enrollment status online.

The Provider Portal enables Family PACT providers to efficiently enroll and recertify clients.
To access the new portal, providers are required to update their site certifier contact information in the Provider Application and Validation for Enrollment (PAVE) Portal to receive their login credentials.

Create a Site Certifier Account
Site certifiers will receive an email titled "Create Your Family PACT Account - Action Needed." The email will include an access code valid for 48 hours to create an account. If the account is not created within that time, providers must contact OFP to obtain a new access code.
All client enrollments and transaction changes are processed exclusively through the portal.

Create a Provider Staff Account
Site certifiers can provide access to other provider staff by entering their name and email address into the Access Management Dashboard, which will email them an access code.
The invited staff must create their account using the link in the invitation email they receive.
Once their account is created, they will be able to enroll, recertify, and update client information.

December 2025
Effective December 8, 2025, the Family PACT Portal was updated to enhance efficiency in creating accounts for Site Certifiers and Provider Staff. Additionally, improvements were implemented to streamline the client enrollment and eligibility reaffirmation process. These updates included the following:

Social Security Number (SSN) Notice: A notice for the SSN field in the client application section has been added indicating that not having an SSN will not impact the ability to receive services.

Health Coverage Section Tooltips: Medi-Cal Share of Cost (SOC) and Other Health Coverage (OHC) deductible tooltip has been added. The SOC tooltip describes what a Share of Cost is. The OHC Deductible tooltip provides an example of a deductible when applied to client’s covered health care services.

Access Code: The access code has been extended from 24 to 48 hours to provide more flexibility to new Site Certifiers and Provider Staff when creating a Portal account.

DHCS implemented Senate Bill 1131, allowing one site certifier to oversee up to 10 service locations for the designated clinic types for the Family PACT Program.
The Family PACT Portal was updated to reflect these changes. These updates serve as user functionality enhancements, focusing on expanding site certifier and provider staff site location limitations while adding more flexibility when editing or changing accounts. These updates included the following:
- Site certifiers will navigate and switch to multiple site locations that they are associated with on the Access Management Dashboard.
- Site certifiers and provider staff can be associated with multiple site locations that can be viewed when creating an account or in account settings.
- Site certifiers will edit, resend, revoke, disassociate and deactivate other site certifier and provider staff accounts.
- Site certifier capabilities can be granted to provider staff at the same site location making them entitled provider staff.
- Notifications will be sent to active site certifiers when site locations are associated/disassociated and to provider staff when entitlements are granted/removed.
- Site certifiers and provider staff will designate the site location they’re working from.

May 2025
The Family PACT Portal was updated to reflect feedback received from users post-launch. These updates included the following:
- Account creation/account settings emails can now be sent in Spanish (in addition to English).
- Users are allowed to optionally enter the +4 digit when they are providing an address.
- California is always the default state in the state dropdown list.
- The income calculation logic will use the monthly Federal Poverty Levels (FPL) amounts given by the Centers for Medicare & Medicaid Services (CMS) instead of annual FPL amounts.
- The digital HAP card will have the functionality to allow a client’s name to be updated on the HAP card if the name is updated as part of a Report A Change (RAC), Recertification or Reapply.

Family PACT providers must recertify their enrollment into the program every five (5) years or as directed by the Department of Health Care Services (DHCS). A complete application, including all required documents, must be submitted through the PAVE Provider Portal. If you’ve received a recertification letter via postal mail or email, please respond promptly to continue billing for Family PACT services.

An Erroneous Payment Correction (EPC) will be implemented to reprocess claims with dates of service on or after the effective date of this billing policy, that were appropriately submitted based on the guidance published in this article but erroneously paid because Medi-Cal had not yet implemented the system changes to support appropriate adjudication. Providers may also elect to use this updated billing policy to correct and resubmit previously denied claims as described in the CIF Submission and Timeliness Instructions section of the Provider Manual.

| | Sterilization Consent Form Update | | |
The Department of Health Care Services (DHCS) has released the new DHCS 8649: Consent for Sterilization Form which is now the only form accepted by Medi-Cal for sterilization procedures.
The updated form is consistent with federal requirements and can also be found in California Code of Regulations, Title 22, Section 51305.4.
The DHCS 8649 supersedes the previous sterilization consent form, PM 330, which will no longer be accepted by Medi-Cal.

| | | | Reminder: Provider Guidelines for ORP Provider Enrollment Requirements | |
Provider guidelines include the requirements for enrolling as an Ordering, Referring or Prescribing (ORP) provider. The requirements concern provider type, National Provider Identifier (NPI) type and eligibility to order, refer and/or prescribe in accordance with the law.
Section 14043.1(b) and (o) of the Welfare and Institutions Code (W&I Code) require the enrollment of ORP providers as participating providers in the Medi-Cal program. W&I Code, Section 14043.15(b)(3) provides that the NPI of the ORP provider must be listed on all claims for reimbursement.
