Virginia Can Start Needle Exchanges In Communities Hit By Opioid Abuse
July 3, 2017 | WAMU 88.5 American University | Patrick Madden
As overdose deaths from heroin and opioids mounting in Virginia, state health officials now can use emergency measures in hard-hit communities to prevent complications from the epidemic.
Under
a measure that took effect this week, Virginia's health commissioner,
Marissa Levine, can authorize needle-exchange programs in communities at risk of outbreaks of blood-borne diseases like hepatitis C and HIV.
Needle exchange services allow drug users to trade in used syringes for clean equipment. They've been proven to curb the transmission of diseases but they're also controversial because opponents believe they encourage drug use.
But lawmakers, who approved the legislation allowing needle-exchanges in February, are concerned about what appears to be a worsening situation in Virginia:
- Levine last year declared opioid addiction a public health emergency in the state.
- Hepatitis C rates statewide have tripled since 2010.
- Also last year, the Centers for Disease Control identified eight Virginia counties, among 220 nationwide, as "at-risk" for an outbreak.
Virginia joins a growing number of states that have passed legislation establishing needle-exchange programs in response to the opioid epidemic.
It's one of several laws addressing the opioid crisis that took effect July 1, including one that makes it easier for new mothers who are addicted to opioids to find treatment.
