A Message from our Executive Director

Dear OARRS User,

As of July 1, 2026, dispensers are required to report dispensation data via the ASAP 5.0 format. Audits of dispensation data received by OARRS indicate that many pharmacies are failing to report required information such as ICD-10 codes. This was specifically high with non-resident compounding pharmacies.

The following are areas of submission where OARRS continues to see high levels of errors:

  • ICD-10 / CDT codes (DSP25): In Ohio, a prescriber is required to include an ICD-10 for the primary condition for which the controlled substance is being dispensed, or the CDT code for the dental procedure. If a prescriber fails to include the required information, a pharmacist is not required to obtain the information and may dispense the medication; however, they must report ‘NC’ in the DSP25 field to indicate that ‘no code’ was provided by the prescriber. Leaving this field blank is not permissible.

  • Species Code (PAT20): A pharmacy is required to submit the species of the patient receiving the dispensed medication.

  • Prescriber NPI (PRE01): Prescriber NPI is required to be reported to OARRS. Specifically for veterinary prescriptions, an NPI is likely not available. If the prescriber does not have an NPI number, the pharmacy can submit 1234567893.

  • Prescriber DEA (PRE02): Reportable medications are required to have a prescriber DEA submitted. In Ohio, gabapentin is a reportable medication but is not controlled, meaning it can be prescribed by practitioners without a DEA number. If gabapentin is dispensed from a prescriber without a DEA number, the pharmacy should submit OH1111119 as the prescriber DEA. OH1111119 should never be used for controlled substances.

  • Prescriber State License Number (PRE04): If the prescriber NPI and DEA numbers are unavailable, the prescriber state license number is required to be reported.

At this time, data submissions that are missing required information will result in the pharmacy receiving a ‘Warning’ message. If your pharmacy receives any warnings, these records are still being transmitted, but the pharmacy should take the time now to address issues with submissions. Soon these warnings will become errors and data submissions will not be transmitted until corrected. Failure to submit data in accordance with Ohio law and rules will result in referrals for possible administrative discipline.

If you have questions on submission messages, please contact support@pharmacy.ohio.gov.

Thank you for all that you do to keep Ohioans safe and healthy.

Sincerely,

Steven W. Schierholt

Executive Director

OARRS Updates

Non-Resident Pharmacies - Drug Database Reporting Requirements

A non-resident pharmacy, or non-resident terminal distributor, is any pharmacy located outside the state of Ohio that ships, mails, or delivers dangerous drugs in any manner into Ohio. Non-resident pharmacies dispensing into Ohio are required to follow all rules set by the Ohio Board of Pharmacy.

Ohio Administrative Code (OAC) 4729:5-8-03 (N) states that a non-resident pharmacy shall comply with all drug database reporting requirements. These requirements can be found in OAC 4729:8-3-02.

Interstate Sharing

OARRS has data sharing agreements with more than 30 states and territories, allowing OARRS to query additional states when running an OARRS report.

  • When accessing OARRS through an electronic medical record (EMR) system, any additional states included in the search are determined by the health system and cannot be customized by the user. This is a typical practice in border counties where patients may also seek care in a neighboring state. If the practitioner has reason to believe additional states should be queried, this can be done by logging into their personal OARRS accounts on the AWARxE website, which can be accessed online here: https://ohio.pmpaware.net/login.

  • Expanding a search to include multiple states increases the likelihood of encountering patients with identical name and date of birth combinations. It is recommended to include only those states where the patient is likely to have obtained medications. If unfamiliar records appear, consider the following steps:

o  Review the Linked Records section for name, date of birth, and address. If the information differs from the patient being treated, the record may belong to another individual with similar identifiers.

o  Each linked record includes an ID number. Dispenses will display the associated ID number, which can help determine whether the record matches the known information for the patient.

o  When additional states are queried and provide data, the Prescription section of the OARRS report will identify the state supplying each record. Ohio cannot modify information received from another state or prohibit another state from sending information matching search criteria received.

If there is uncertainty regarding whether all records belong to the patient, it is appropriate to discuss the findings directly with the patient. It is also recommended to contact other prescribers or pharmacies as needed.

Error Corrections

Any error identified in data submitted to OARRS should be corrected as quickly as possible. If an error is identified shortly after the dispensation occurred, the correction may possibly be addressed through Rx Management within the OARRS user profile if the user has attested to being responsible for correcting and maintaining prescription information for their employer. Instructions for Rx Management can be found online here.

If the identified error cannot be corrected through Rx Maintenance, you will need to work directly with your software vendor and/or Bamboo Clearinghouse. Bamboo can be contacted at 844-464-4767.

FREE CE! - Expires 10/20/2026

Take advantage of this free ACPE accredited educational opportunity providing one (1) hour of continuing education (CE) for pharmacists and pharmacy technicians. This program, developed in partnership with NASCSA and 12 prescription monitoring program (PMP) administrators, analyzes the importance and value of complete, accurate data reported by dispensers to PMPs. This CE assesses the impact of intentional or non-intentional data entry errors and data omissions on patient safety. It also discusses the downstream impacts of the data reported to the PMP by a pharmacy on clinical decision-making processes and assists the pharmacy team in identifying and implementing changes in their practice setting to improve PMP data integrity. If you received credit for this CE prior to 10/20/25, this CE opportunity is available to you again to participate in and receive credit.
