Update on CoC Program NOFO

Purpose of this Message

This message provides updates on funding through the CoC Program NOFO.

Target Audience

All Ohio BoSCoC members.

Background Information

The Continuum of Care (CoC) Program, administered by U.S. Department of Housing and Urban Development (HUD), is the largest federal response to homelessness. Through this program, HUD provides grants to organizations to operate homeless assistance programs as part of local, coordinated responses to homelessness.

Appropriations Act of 2026 Requires Renewal of FY2025 CoC Program Grants

Yesterday, the President signed into law H.R. 7148, the Consolidated Appropriations Act of 2026, which will fund the majority of the federal government through September 30, 2026. Included in this act were some key provisions to provide renewal FY2025 CoC Program funding. Namely, the Act requires HUD to renew all eligible FY2025 CoC Program grants in an expedited manner.

What this means for Ohio BoSCoC CoC Program grantees is that funding for the FY2025 grant term – grant start in 2026, grant end in 2027 – should be renewed and projects should be able to continue operations through the end of your grant term in 2027.

Renewing FY2025 CoC Program Grants

To ensure CoC Program grants in the Ohio BoSCoC are successfully renewed, the CoC Team is continuing to follow HUD’s process guidance for FY25 CoC renewals that they released on 1/13/26. CoC training from 1/27/26 is here - https://cohhio.org/training/re-opened-fy24-25-coc-nofo-training/. As a reminder, HUD’s renewal process for the re-opened FY24-25 CoC NOFO requires no action on the part of current CoC grantees that that renewed in FY24 doesn’t need to take any action to renew their FY25 funding). And the CoC is working directly with grantees who need to take action to ensure renewal applications are complete.

The CoC team expects to submit its FY25 CoC Project listing to HUD on 2/5/26. The Ohio BoSCoC is requesting that all of its grants listed on its FY2025 Grant Inventory Worksheet (GIW) be fully renewed.

Preparing for an FY2026 CoC Program NOFO

The Consolidated Appropriations Act of 2026 also included provisions related to the upcoming FY2026 CoC Program NOFO. First, HUD Is now required to release its FY2026 CoC NOFO by 6/1/26 and to deliver funds no later than 12/1/2026. Second, HUD is further directed to fund at least 60% of CoC’s renewal funding amount in the FY2026 NOFO (i.e., Tier 1 must equal at least 60% of renewal funding amount). This is a significant change over the 30% Tier 1 cap that HUD previously proposed in its now rescinded FY2025 CoC Program NOFO.

Ohio BoSCoC Preparation for the FY2026 CoC Program NOFO

The CoC Team anticipates that HUD’s pending FY2026 CoC Program NOFO will look a lot like the now rescinded FY2025 CoC NOFO they previously released in November 2025. This includes an expectation that HUD will significantly limit funding for renewal and new Permanent Housing (PH) project types, and that HUD will implement service participation requirements.

The CoC team is beginning preparations for the FY2026 CoC Program NOFO now and plans to release preliminary guidance and to hold training starting in April 2026.
