Old Quarry Development Concept
BSPOA is aware that there is a development idea for the quarry on Bay Shore Drive above George K. Pinney park and marina. This location is entirely within and central to the BSPOA membership region. This communication is to make you aware of it as well.

The Project
The concept is for a 57.02 acre, 117 unit RV resort each with cement pads and the possibility and option of a small house on all but 2 of these lots. This development site is on top of an abandoned quarry ledge on Bay Shore Drive in the Town of Sevastopol above the George Pinney Park. The property is currently owned by the Margaret Dreutzer Trust. The developers, Tom Goelz and Mike Parent, have stated that this motor coach resort is somewhat patterned after the Hearthside Grove in Petoskey, Michigan ( www.hearthsidegrove.com/ ).

The developers have provided a conceptual plan to the Door County Land Use Department. An extract of this plan is shown in Figure 1, with a complete electronic version available at http://www.bspoa.org/ . No other information is known to have been provided to this or any other government agency.

Based on the preliminary and conceptual information provided to the Land Use Department to date, the proposed land uses are expected to be classified as “multiple occupancy development” and “campground” under the terms of the Door County Comprehensive Zoning Ordinance. This requires the issuance of a conditional use permit (CUP).

Process
The review and approval of the CUP begins with the Door County Land Use Department review of the application, once officially submitted. The review and decision could require as little as a few weeks or several months depending on how soon developer complies with submission requirements . When they determine that sufficient information has been provided to show it has met various statutory requirements, the Land Use Department will send the application to the Town of Sevastopol, which has 28 days to recommend approval or denial of the application. The town may hold public hearings on the issue.

Following Sevastopol review, the application is then sent to the County Resource Planning Committee, which considers the recommendation from Sevastopol, and can accept or overrule the recommendation. The Resource Planning Committee will hold public hearings.  The notice for the public hearing held by the Resource Planning Committee is published in the Door County Advocate and is mailed to property owners within 300 ft. of the proposed development.

Status
There has not been any official submittal that would start the project review and conditional use permit process. The likelihood and timing of such a request is unknown.

BSPOA Activity
The Bay Shore Property Owners Association Board has not taken a position on the development. The BSPOA Board has formed an ad hoc committee to focus on understanding the project, disseminate factual information to its members, and advise the Board of status and suggested actions on the issue. Other Activity
