Legislative Update: Keeping You in the Know
On Wednesday, CS/CS/SB 774 (Brodeur) relating to Financial Disclosures, passed the full Senate by a vote of 35-5. The bill was amended to add the Form 6 requirement to members of the Commission on Ethics.
 
On Tuesday, CS/CS/HB 37 (Roach) passed its last committee of reference unanimously. The bill was amended to remove the Form 6 requirement for city and county managers. The bill will now be available for consideration by the full House. We expect it be heard on the House floor within the next week. If this bill becomes law, the Form 6 requirement will go into effect for elected municipal officials on January 1, 2024. (Taggart)
Both Short-Term Rentals Bills Up Next Week in Committee
CS/SB 714 (DiCeglie) and CS/HB 833 (Duggan) standardize what local governments can require as part of a local registration program and provide new enforcement measures to suspend or revoke licenses for noncompliance. The bills also contain additional accountability measures for advertising platforms and the Department of Business and Professional Regulation. The bills maintain the grandfather for ordinances adopted prior to June 1, 2011. On Wednesday, CS/HB 833 (Duggan) passed the House by a vote of 13-10.

CS/HB 833 (Duggan) will be heard in its last committee of reference on Monday, April 17, at 2:00 p.m. CS/SB 714 (DiCeglie) will be heard in its second committee of reference on Tuesday, April 18, at 12:00 p.m. The League continues to pursue changes to both bills. We anticipate that amendments will be filed on both the House and Senate sides. We will keep you informed through our legislative alerts. (Taggart)
More Help Is On the Way for Operator Shortages at Water and Wastewater Facilities
CS/CS/CS/SB 162 (Collins) and CS/CS/HB 23 (Bell), an FLC Policy Position, would require the Department of Environmental Protection to issue a license by reciprocity to any out-of-state water or wastewater operator that has an active and valid license from that other state with license requirements that are comparable to Florida. CS/CS/CS/SB 162 (Collins) is scheduled to be heard on the Senate floor on Wednesday, April 19. CS/CS/HB 23 is scheduled to be heard on the House floor on Thursday, April 20. (O’Hara)
