Learning and participation for all…where UDL, AT, and AAC collide

A Message From Emily Mostovoy-Luna

Emily Mostovoy-Luna, Founder of Bridge 2 Inclusive Practices

Building Bridges to Inclusive Design

"My connection to Open Access comes from genuine admiration for the way their work has supported educators statewide. Their resources are practical, equity-driven, and grounded in what educators truly need to strengthen inclusive systems."

Emily Mostovoy-Luna is an educational consultant and inclusive practices “bridge maker” with nearly 20 years of experience spanning special education, school leadership, and equity-centered systems change. Through her work with Novak Education, she supports educators in designing joyful, inclusive learning environments grounded in Universal Design for Learning, student voice, and learner agency. She also consults through Outside Pin Consulting and her own organization, Bridge 2 Inclusive Practices, helping teams strengthen inclusive instruction through compassion, curiosity, creativity, and collaboration.

Most recently, through Novak Education, Emily collaborated with Open Access, Supporting Innovative Practices, and the San Joaquin County Office of Education on the UDL Early Childhood Crosswalk. For her, the project was a labor of compassion and passion for the youngest learners and the educators who serve them. The goal was clear: intentionally connect UDL to early childhood in a way that feels usable, clear, and deeply rooted in belonging.

“In my current work, I continue to promote Open Access because inclusive practices should be shared widely, not held tightly. Their work builds bridges that help educators move from compliance to truly inclusive design.”

Systems-Level Impact

Emily’s work centers on sustainable, systemwide change:

  • Leading inclusive practice initiatives across schools and districts to strengthen Tier 1 instruction through UDL
  • Partnering with general and special education teams to strengthen co-planning, co-teaching, and shared ownership for all learners by embedding specially designed instruction within universally designed classrooms
  • Coaching school leaders and aspiring leaders to build inclusive systems grounded in equity, belonging, and collective efficacy

Whether working alongside instructional teams, coaching leaders, strengthening classroom practice, or consulting on individual student cases, Emily sees her role as a bridge to impact.

"Partnering with statewide organizations expands that impact beyond one school or district. It allows us to scale compassion, curiosity, creativity, and collaboration in support of inclusive design in meaningful ways. I’m deeply grateful to be part of work that strengthens access and belonging across our state.”

Open Access is honored to partner with leaders like Emily who help move inclusive education from vision to reality, one bridge at a time.

Open Access UDL Unlocked Podcast

At Open Access, we see Universal Design for Learning as more than a framework. It is a commitment to designing for access, belonging, and learner agency from the start. The UDL Unlocked Podcast brings that commitment to life by exploring one UDL consideration at a time and translating it into practical classroom action.

Each episode breaks down elements of CAST’s UDL 3.0 Guidelines into clear, usable insights. Through educator stories, implementation examples, and reflective prompts, the podcast helps listeners move from understanding UDL to intentionally applying it in real learning environments.

Join us as we sit down with educators who share how they're putting UDL into action to create more inclusive and engaging learning environments.

Our February Episode

Our most recent episode highlights Consideration 7.3: Nurture Joy and Play. We sit down with Anthony LaBella, a 5th grade teacher in Sacramento County, who shares how he and his teaching team intentionally embed joy, creativity, and meaningful engagement into daily instruction. The conversation explores how clear learning goals remain at the forefront while playful, out-of-the-box activities serve as flexible means to reach those goals.

Listeners will hear:

  • How joy strengthens motivation and persistence
  • Ways to maintain firm goals while offering flexible pathways
  • Practical examples of designing learning experiences that are both rigorous and engaging

This episode reinforces that joy is not an add-on. It is a powerful driver of learning.
