Building Bridges to Inclusive Design

Emily Mostovoy-Luna is an educational consultant and inclusive practices “bridge maker” with nearly 20 years of experience spanning special education, school leadership, and equity-centered systems change. Through her work with Novak Education, she supports educators in designing joyful, inclusive learning environments grounded in Universal Design for Learning, student voice, and learner agency. She also consults through Outside Pin Consulting and her own organization, Bridge 2 Inclusive Practices, helping teams strengthen inclusive instruction through compassion, curiosity, creativity, and collaboration.
Most recently, through Novak Education, Emily collaborated with Open Access, Supporting Innovative Practices, and the San Joaquin County Office of Education on the UDL Early Childhood Crosswalk. For her, the project was a labor of compassion and passion for the youngest learners and the educators who serve them. The goal was clear: intentionally connect UDL to early childhood in a way that feels usable, clear, and deeply rooted in belonging.

Systems-Level Impact
Emily’s work centers on sustainable, systemwide change:
- Leading inclusive practice initiatives across schools and districts to strengthen Tier 1 instruction through UDL
- Partnering with general and special education teams to strengthen co-planning, co-teaching, and shared ownership for all learners by embedding specially designed instruction within universally designed classrooms
- Coaching school leaders and aspiring leaders to build inclusive systems grounded in equity, belonging, and collective efficacy
Whether working alongside instructional teams, coaching leaders, strengthening classroom practice, or consulting on individual student cases, Emily sees her role as a bridge to impact.
