Retiree health insurance open enrollment
Please read carefully for plan requirements, changes
Open enrollment runs November 1-30. Retirees or survivors may now choose to enroll in or change their PSPRS health insurance coverage through Arizona State Retirement System (ASRS) or if applicable, Arizona Department of Administration (ADOA).

To continue current health insurance coverage through PSPRS (ASRS):

  • Good news! No action is required. Reenrollment for 2024 will happen automatically.

To begin or change coverage:


  • Review all your options. Email and enrollment packets may come from ASRS and/or ADOA. Enrollment packets may look the same, but the costs are different. Health Insurance information is also available on the PSPRS website for PSPRS, CORP and EORP members.

  • For ASRS open enrollment information, in-person meetings, webinars, videos and more visit ASRS Benefits.


  • Note: In-person events fill up quickly, so consider arriving early or attending an online webinar.

  • Actions to take to submit changes:

  • If you are insured by PSPRS through ASRS:
  • Complete the hard-copy Medical and/or Dental enrollment forms provided in the ASRS open enrollment packet to enroll or make changes to your coverage.
  • There is no online enrollment process for PSPRS enrollment.

  • If you are insured through ADOA:
  • Complete online enrollment form to enroll or make changes to your coverage.
  • PSPRS cannot provide ADOA open enrollment assistance.
  • Contact ADOA at (602) 542-5008 or 1 (800) 304-3687 for assistance.

  • If changing from ADOA (or any other provider) to PSPRS:
  • Submit the hard-copy enrollment form to PSPRS.
  • Submit a termination letter to ADOA (or the other provider) and send a copy to PSPRS (be aware that ADOA terminations are irrevocable).

  • Changes to coverage will be effective January 1, 2024. Changes to plan premiums will impact pension benefit payments on January 31, 2024.

To terminate coverage:

  • If retirees wish to terminate medical or dental coverage at any point, they must contact the applicable agency for instructions. Members discontinuing ADOA or former employer coverage in favor of PSPRS medical or dental insurance in 2024 must send a copy of the termination letter to PSPRS.

  • Termination letters must be received before the first day of the month the insurance is to be cancelled and should include:

  • Impacted members (spouse or dependents) full name
  • Date of birth
  • Last four digits of social security number
  • Phone number
  • Plan to be terminated (medical, dental or both)
  • Date coverage should terminate
  • Signature and date signed
  • Signature of spouse/dependent on Medicare if also terminating their coverage
  • Tip: Keep a copy for your reference

Submit photos/scans of your completed PSPRS enrollment forms and termination letters to PSPRS via one method only – multiple submissions delay the process.

  • Email: [email protected] and you will receive a confirmation of receipt.
  • Fax: (602) 296-2370. Your fax machine should issue a notice if the fax does not go through. If that happens, please try again.
  • In-person: Forms and letters may be dropped off at the address below (ask the team member you speak with to make a copy for you to keep).
  • Delivery*: Place in the drop box in the first floor stairwell at the address below.
  • Mail*: PSPRS, 3010 E. Camelback Rd., Ste. 200, Phoenix, AZ 85016.
  • *Due to the volume of submissions please allow 2-3 weeks after mailing to call and confirm receipt.
