The goal of the New York State Education Department (NYSED) Office of Bilingual Education and World Languages (OBEWL) is to prepare all English Language Learners (ELLs)/Multilingual Learners (MLLs) for success beginning in prekindergarten, to lay the foundation for college and career readiness, and to promote and support the teaching and learning of one or more languages and cultures in addition to the English language.

On September 23, 2016, U.S. Secretary of Education Dr. John King recognized governors and education chiefs from states that have adopted the Seal of Biliteracy. The event, titled "Multiliteracy and Dual Language Learning Symposium" was hosted and sponsored by the U.S. Department of Education and the Office of English Language Acquisition. The NYS Seal of Biliteracy was approved in the spring of 2016. In order for students to earn the Seal, they must demonstrate proficiency at a high level in English and another world language. Districts/schools interested in offering the NYS Seal of Biliteracy for the 2016-17 school year must complete the District Notification form by January 10, 2017. PENpal Home Language Questionnaire (HLQ) Toolkit
In August of 2016, NYSED OBEWL released the PENpal Home Language Questionnaire (HLQ) Toolkit which is the first technologically-based solution to enhance appropriate identification of an English Language Learner (ELL). The Mantra Lingua’s PENpal™ toolkit with an interactive HLQ is accessible in 26 different languages.
The HLQ is an important part of the ELL Identification Process. After registration and enrollment in the school, the HLQ is completed by the parent/guardian.
The new sound-enabled PENpal™ gives districts the capability to immediately conduct the HLQ in any of the 26 languages, which include Spanish, Mandarin, Cantonese, Bengali, Russian, Arabic, Urdu, Korean, Haitian-Creole, Polish, Albanian, French, Yiddish, Karen, Nepali, Punjabi, Somali, Uzbek, Japanese, Burmese, Fulah, Vietnamese, Turkish, Portuguese, Ukrainian, and English.

Every Student Succeeds Act (ESSA)
|
On December 10, 2015 President Obama signed the Every Student Succeeds Act (ESSA) into law. ESSA reauthorizes the Elementary and Secondary Education Act of 1965, which provides federal funds to improve elementary and secondary education, and replaces the No Child Left Behind Act of 2001.
ESSA has several key provisions for English Language Learners /Multilingual Learners such as:
- ELL/MLL academic achievement integrated into the Title I accountability system and ending of Title III Annual Measurable Achievement Objectives (AMAOs)
- States must include ELLs'/MLLs’ attainment of English language proficiency as a separate accountability indicator to differentiate school performance
- The inclusion of a student’s assessment scores in the ELL/MLL subgroup for up to four years after exiting ELL/MLL status
- States must develop standardized ELL/MLL entry /exit criteria and procedures, and utilize a uniform and consistent definition of an ELL/MLL
To gather stakeholder input for the formulation of its State plan, the New York State Education Department (NYSED) has convened representatives of approximately 90 stakeholder organizations, as well as experts in accountability systems, to participate in an ESSA “Think Tank."
Through in-person meetings in Albany on July 14, August 11, and October 7, workgroup conference calls, and a survey, NYSED is gathering input from the Think Tank’s Supporting ELLs/MLLs Workgroup on key critical topics concerning ESSA and ELLs/MLLs such as:
- How should New York State measure the acquisition of English language proficiency by ELLs/MLLs?
- What should be the timeline by which ELLs/MLLs are expected to become proficient in English?
- Should ELLs/MLLs be assessed in language arts in their native/home languages, and what strategies should New York State use to ensure the appropriate assessment of ELLs/MLLs and access of ELLs/MLLs to services?

English Language Arts and Mathematics Learning Standards Review
|
NYSED has released new draft P-12 English Language Arts and Mathematics Learning Standards for public comment. Two committees comprised of more than 130 educators and parents reviewed every standard. Teachers of ELLs/MLLs were a part of this entire process. The draft ELA and Mathematics Learning Standards are posted on the NYSED website for public feedback.
The survey will be open from September 21st-November 4th, 2016 and can be completed as an individual or as a group of educators/parents.

Literacy Conference: Developing Linguistically & Culturally Diverse Students

The Office of Bilingual Education and World Languages in collaboration with NYSUT, the NYS RBERNs, and Questar III invites all educators, superintendents and schools administrators to the First Annual English Language Learners/Multilingual Learners Literacy Conference: "Developing Linguistically & Culturally Diverse Students".
The event will be held on Wednesday, November 30th, 2016 from 8:00am- 4:00pm at the Convention Center, Empire State Plaza, Albany, NY.

Learn More about the BRIDGES Program
|

n Wednesday January 11th, 2017, the CUNY BRIDGES staff will be providing an orientation session for teachers and administrators interested in learning more about the Bridges Program.
Bridges is an extensive collaboration among high school language and literacy teachers, subject area teachers, school administrators in several high schools in NYS, and CUNY researchers. Bridges serves a population of immigrant students who have recently entered public high schools as English Language Learners or “emergent bilinguals," but who have low levels of home language literacy upon entry to ninth grade.
The session will provide participants with an initial understanding of the Bridges learner, an introduction to the instructional principles, the curriculum design, and its contents. The activity will take place in the CUNY Graduate Center, 365 5th Avenue at 34th Street in Manhattan. The activity is free of charge.
