Rose City Park Neighborhood Association
Rose City Park Neighborhood Association (RCPNA) Biennial Candidates Fair, 6:00 PM TO 9:00 pm on 3/31/2020 and 4/1/2020 At the German Amarican Society, 5626 NE Alameda.
The RCPNA is hosting candidates for City of Portland Mayor and City Commissioner Positions 1,2, and 4. The high number of candidates who have filed for these positions has resulted in the addition of a second session the next evening to provide more public engagement time for each participant.
The Mayoral Candidates and one of the other Commissioner Candidate positions ( to be selected after the March 10 filing deadline ) will participate in the 4/1 session. Parking will be available in the German American Society lot across Alameda street and may be available in the Our Lady of La Vang Parish parking lot west of the German American Society. Check for signage on the evening of the event.
The event will be live streamed and recorded for later viewing to accommodate those who are unable to attend.
More detailed information will be available at www.rcpna.org , the RCPNA Facebook page, and Next Door as the event date gets nearer. Child care will be provided by certified child care persons.

Project staff will continue to send e-updates periodically throughout the planning process. What is this project about?
The Residential Infill Project is updating Portland’s single-dwelling zoning rules to better meet the changing housing needs of current and future residents. City Council gives RIP project staff Direction on Amendment Concepts
|
|
Council holds two work sessions on proposed amendments to the Residential Infill Project; directs staff to develop some of them for a public hearing on March 12.
These amendments include:
- Technical changes to align proposals with recently adopted projects for consistency.
- Changes to align duplex allowances with state mandates in HB2001.
- Changes to respond to the SB 534 requirement to recognize certain substandard platted lots.
- Creating a combined process for lot consolidations and property line adjustments.
- Tools to address unimproved and underimproved local streets.
- Provisions for a “Deeper Affordability Bonus.”
- A historic resource demolition disincentive.
Public hearing on amendments only
Community members can testify on the amendments at a public hearing on March 12 at 2 p.m. Council will then vote to determine which amendments should be included in the “As-Amended” report, followed by a vote on the entire RIP package at a subsequent meeting. Staff will prepare code revisions and post those on the project website a week prior to the Council hearing.

The record has been reopened to accept written testimony on the amendments now through the March 12 hearing. Mayor Wheeler clarified that any correspondence sent to Council or project staff between January 17 and February 12 is not part of the record nor

I-5 and I-205 tolling projects Move Forward with Equity and Community Mobility as Essential Elements
|
|
Extensive opportunities to provide public input
Beginning this spring, ODOT will conduct an environmental review of tolling options for Interstate 205 and conduct additional planning work to define the start and end points of tolling on Interstate 5.
You will have opportunities to provide input during this work. With the help of stakeholders and partner agencies, we have identified three equity and mobility priorities for tolling projects:
- Improved public transit and other travel options
- Options for people with low incomes and historically disadvantaged people
- Strategies to support neighborhood safety and mobility
These priorities were recommended by a policy advisory committee, endorsed by the Oregon Transportation Commission and included in
an application
to the Federal Highway Administration to study tolling on I-5 and I-205.
Tolling in Oregon
In 2017, the Oregon Legislature passed House Bill 2017, known as “Keep Oregon Moving.” This bill committed hundreds of millions of dollars in projects that will address our congestion problem and improve the transportation system in the region and statewide. HB 2017 funded bottleneck relief highway projects, freight rail enhancements, improvements to transit, and upgrades to biking and walking facilities. The Legislature also directed the Oregon Transportation Commission (OTC) to pursue and implement tolling on I-5 and I-205 in the Portland Metro region to help manage traffic congestion.

Homestretch for Friends of Wilshire Park fundraising campaign
on a characteristically drab and wet February evening, BWNA’s Friends of Wilshire Park (FoWP) committee kicked off its final fundraising push for the children's play area at Wilshire Park with an open house at FoWP member Audene Walraven’s home. Audene graciously welcomed contributors, providing delicious homemade soups complemented by donated bread from Grand Central Bakery. Neighbors stopped by to chat, learn about FoWP activities, and write checks—the event generating over $600 toward the purchase of a new playhouse for the children’s play area. A new off-road vehicle play structure installed last year was paid for entirely by community donations. Several thousand additional dollars are needed to purchase a new playhouse, which replaces the former playhouse that was removed months ago by Portland Parks & Recreation (PP&R) for the safety
of the children. With no PP&R funding allotted for a replacement, FoWP requested and was granted permission to fund-raise the $15,000 needed to purchase the playhouse, with PP&R (hopefully) covering the cost of installation, as was the case with the off-road vehicle play structure. Now in the homestretch of its fundraising efforts, FoWP is over half way to the fundraising goal. Like the car
climber, the new playhouse will be made in the U.S. of durable materials that will last well into the next generation. Attached to this issue of the BWNA newsletter is an envelope that will transport donations directly to the FoWP fund at Central Northeast Neighbors (CNN), BWNA’s neighborhood coalition organization. Donations can also be made online at friendsofwilshirepark.org/donate. Thanks to CNN, which has nonprofit status, every donation is tax deductible. If you've already donated, thank you! NAYA's 14th Annual
Housing to Homeownership Fair
Making Dreams a Reality
The Native American Youth and Family Center is excited to invite you to Portland’s 14th Annual NAYA Housing to Homeownership Fair to be held on Saturday, March 14, 2020, from 11:00 am to 4:00 pm at NAYA .
The NAYA Housing to Homeownership Fair offers valuable information and resources with free food, educational workshops, vendor booths, and networking opportunities. There will also be a raffle for prizes, including down payment assistance and mortgage and rental assistance.
Since the first Homeownership Fair in 2006, NAYA has awarded over $60,000 in down payment assistance grants used by 32 homebuyers. You could be a winner at this year's event!

Stewardship Saturday:Johnson Lake

Johnson Lake has experienced a number of changes over the last century. It was a popular swimming hole until the Vanport flood of 1948, which flooded the lake and made it murky. Since then the lake has experienced increased pollution, but clean-up projects – in fact, the Council’s very first native planting – have helped to restore the property surrounding the lake. Join us as we continue the longterm stewardship of the Johnson Lake natural area!
This event runs rain or shine! Be sure to dress for the weather and bring water, rain gear, long pants, long sleeves, and sturdy shoes. Training, tools, gloves, snacks, and warm drinks will be provided. Parents should note that there is a water body on this site. This opportunity is open to all ages, but volunteers under 14 years must accompanied by an adult. Registration is requested.
Site accessibility: There are dirt pathways along Johnson Lake. The work area will be wooded and uneven. No formal restrooms or shelters are available at Johnson Lake, but there will be a portable restroom on site for volunteer use. **Meet at the cul-de-sac at the end of NE Colfax, off of NE 92nd**
