November is the month when the world commemorates the end of World War One. Ceremonies take place across the globe on November 11th – in the US, events commemorate those who gave their lives in action.
It is Native American Heritage Month The month is a time to celebrate rich and diverse cultures, traditions, and histories and to acknowledge the important contributions of Native people. "We celebrate the countless contributions of Native peoples past and present, honor the influence they have had on the advancement of our Nation, and recommit ourselves to upholding trust and treaty responsibilities, strengthening Tribal sovereignty, and advancing Tribal self-determination." In ancient Roman calendar, November was the ninth month of the year. November is from the Latin word "novem" which means nine. It became the eleventh month when the Romans added in January and February to the calendar. November has often been thought of as a month of preparing because it signaled the start of winter. People spent the month storing up harvests and preparing food and homes in order to survive the winter. Abraham Lincoln’s Gettysburg Address took place on the 19th, and the introduction of Monopoly – the board game – on the 5th.

Community & Civic Engagement Small Grants Apply Now!
We are excited to announce Central Northeast Neighbors 2022 Small Grant Application is open.
Central Northeast Neighbors (CNN) with the Office of Community & Civic Life (OCCL) is providing small grants for Community Engagement and Capacity Building projects. This year a total of $20,395 is available for Community Organizations and Neighborhood Associations. Award amounts are from $500 up to $3,000.
Goals of the Grant
Increase the number and diversity of people who are involved and engaged in the broader communities and neighborhoods.
Strengthen and expand community and neighborhood capacity to build community leadership, identity, skills, relationships and/or partnerships to reach equity goals.
Amplify over looked voices and Increase community and neighborhood impact on public decisions and community life.
Support community preparedness and resiliency building efforts.
Expand local capacity to care for the physical environment.
Projects will engage community members in the Central Northeast Neighbors area.
No late applications accepted.

The Community & Civic Engagement Small Grants Program has been made possible by Central Northeast Neighbors through funding from the City of Portland, Office of Community
We are looking to the broader community for someone to serve on our Grant Committee this year to help select the organizations that will receive the grants. Life is still super crazy with the pandemic and work. Below is the schedule for Central Northeast Neighbors (CNN) Small Grants. We are asking for your time to review and score the applications and attend 2 Zoom meetings, the first will be for about an hour and the 2nd would be for about 2 to 4 hours. Please let us know if you would be interested in being on the committee.
Applications are due by December 31, 2021
CNN Grant Committee will receive copies of the grant applications by January 3, 2022
CNN Grant Committee will have two zoom meetings; one the first week of January 2022 to review and score the applications and one before February 3, 2022.
CNN Board of Directors will vote on and approve the Grantees on February 3, 2022
We will announce the Grant awards on February 4, 2022
The Grantee’s Projects must be completed by January /2023
Final reports will be due by 2/15/2023

Covid-19 Vaccine & Booster Clinic and Health Fair Thursday, November 11th, 10am-2pm
The Community for Positive Aging is partnering with the Northeast Community Center to bring you a Covid-19 vaccine & booster clinic and health fair. The event will feature a variety of health-related vendors providing information and resources, as well as a vaccinator providing 1st doses, 2nd doses, and boosters of the Covid-19 vaccines.
The Covid-19 Vaccine & Booster Clinic and Health Fair will be located in the parking lot under tents across NE 38th Street from the Northeast Community Center 1630 NE 38th Ave, Portland, OR 97232. 1 dose, 2nd dose, and vaccine boosters are available. City of Portland One Point of Contact
The City of Portland’s One Point of Contact Campsite Reporting System is the mechanism community members can use to report issues of illegal camping or related garbage within Portland. The following video (https://www.youtube.com/watch?v=SXSc6cr4WuY) describes how to use the system to make a report and how the City and Central City Concern’s Clean Start Program respond to those reports. It can be very frustrating for community members to raise issues with the City. It’s not always clear how to make reports and to whom. The City’s One Point of Contact Campsite Reporting System is designed to simplify the process by providing a platform to more easily report issues about campsites. https://www.portlandoregon.gov/toolkit/70039
There are two ways to report a campsite using the One Point of Contact Campsite Reporting System. Please use just ONE of the following methods:

PDX Reporter. Select the "Campsite Reporting" icon on the main menu.
- Call 311.
**Please note that not all reports result in immediate action by the City. Every site reported is reviewed and analyzed.** Whether using PDX Reporter or calling 311, exact location of the site is needed.
Once a report is filed a Clean Start crew is dispatched to conduct an onsite assessment and to pick up camper identified garbage.The Homelessness and Urban Camping Impact Reduction Program (HUCIRP) recommends submitting a new report of the same site once a week to ensure a current assessment by Clean Start (the first responder to the site to remove garbage and biohazardous materials). If you are reporting criminal activity/behavior, report directly to Police. If you are reporting an emergency, call 9-1-1

Rebuilding Center Classes
Empowering students to develop practical skills through a wide range of hands-on and online classes in basic electrical, plumbing, and carpentry. Our fully equipped woodshop and professional teaching staff welcome hundreds of people every month, online and in-person, from youth groups and DIY homeowners to team-building and employee training workshops.
ReBuilding Center offers two half-price scholarships for every class:
A BIPOC Scholarship for all BIPOC community members interested in taking a class.
A Need-based Scholarship for all community members whose income is less than $35,000/year for an individual or $70,000 for a two-earner household.
To apply for either scholarship, please choose the appropriate option in the “Event Admission” section of the registration process.

Greetings CFPA Community,
It’s been a busy, but fruitful past several weeks. Vaccine clinics, Live Zooming, breakfast baskets for Enhanced Resident Services buildings, and re-engaging with clients and volunteers who have been feeling the pangs of pandemic life at home, but are starting to feel more comfortable getting back out into the community. We’re feeling optimistic about the future and looking forward to some limited programming returning to Hollywood Senior Center in November, in addition to the events at the Hollywood Theatre and Covid vaccine clinics.
With Covid cases declining, we’re finally ready to make good on our plan to start offering in-person programming at Hollywood Senior Center starting in November. We’re starting out small, with just a limited number of programs, but we hope as Covid numbers continue to decline we can build the number of programs over time. For the time being, we will require that all participants are vaccinated and show their vaccination cards (this will be logged into the system, so you will only have to show your vaccination card once), as well as wear masks at all times while in the center (except for eating or drinking). We’re also happy to announce that the bathroom project is finally completed, just in time for our programs to begin. We’re excited about the ADA compliant updated design, and the addition of a new “All User Bathroom,” which we hope will contribute to the center being a welcoming, comfortable, and inclusive space for everyone in our community. See below for additional information about in-person programs in November.
I’d like to take this opportunity to highlight the impact of our programming and how starting up “Live Zooming” has already begun to re-engage our community and bring people back into the center. One participant, Ken Griffith, has been coming to Hollywood Senior Center off and on for about five years. He participated in the Chair Yoga and Arthritis Exercise classes in the center. With the spread of the pandemic, both of these programs moved to Zoom. Ken was unable to participate in the activities through Zoom, and therefore was not getting the physical and social activity that he had so thoroughly enjoyed while attending at the center. Once Hollywood Senior Center began offering both of these classes at the center for “Live Zooming,” Ken was one of the first to join. Despite wearing masks, Ken and other attendees are able to interact with one another and enjoy participating in the Zoom meeting from the center, with myself or other center staff, setting everything up for them so that they can come in and enjoy the class worry-free. Ken encourages people who are unable to participate on Zoom to come down for “Live Zooming,” he said that “it will almost seem like old times.” (More information about “Live Zooming” below.)
In addition to “Live Zooming,” we’ve continued to offer a series of Covid vaccine clinics, including a Covid vaccine and booster event at Hollywood Senior Center on Thursday, October 21st. The event was a huge success, with approximately 60 people getting vaccinated. We also had live music – thank you to Dr. Mark Loveless and the band, Homebrew and the Terrapin Horns – food, soft drinks, and gift cards for those getting the first and second dose of the vaccine. We’re also getting ready for a Covid Vaccine & Booster Clinic and Health Fair on Thursday, November 11th (details below). This event, in partnership with the Northeast Community Center, will be held under tents in the parking lot across NE 38th Street from the Northeast Community Center. This clinic and health fair will feature a variety of health and wellness related vendors, as well as an opportunity to get your 1st dose, 2nd dose, or booster of all of the Covid vaccines. In addition, there will be food and softs drinks, plus gift cards for those getting the 1st and 2nd vaccine doses. We plan to continue offering vaccine and booster clinics (incorporating the flu shot when available) through the end of this year and into next year. We hope that our efforts can help to make the vaccination and vaccine booster process as simple and smooth for as many people in our community as possible.

Rose City Bluff
Thank you to all of the volunteers- new and returning- who made today’s fall planting party such a success! We planted almost 350 native plants in several locations on the Bluff….work went fast with so many hands! We look forward to all of the beauty that will spring forth in 2022….thanks again!
Last year we began a modest plan of new plantings of native vegetation. This year we have received several funding resources that will enable us to increase the number of plantings. Central Northeast Neighborhood Coalition (CNN) has encouraged our efforts and agreed to be our fiscal agent. Thank you to all of our volunteers, CNN, East Multnomah Soil and Water Conservation District and Portland Parks Bureau for your support over the last three years.

Rose City Park Playground Project
Update!
The Rose City Park Playground Project (RCPPP) continues to build their strategic relationships with Portland Parks and Recreation (PPR) and the Portland Parks Foundation (PPF). The RCPPP met with the director of the PPF on Monday, October 4th. The PPF has been working closely with Commissioner Carmen Rubio’s office, which oversees PPR, to advocate for the RCPPP and their goal to install a new playground at Rose City Park.
Parks and the Foundation have had elevated conversations regarding funding the project and the logistical and financial steps necessary to see this project come to fruition. Both organizations, in collaboration with the RCPPP, are currently working together to formulate a workable plan. The RCPPP is thankful for their committee volunteers and would like to send a big thanks to Christie and Naz, committee members who recently stepped up to help communicate the importance of RCPPP to the Commissioner’s office.
The RCPPP team has been informed that the PPF Development Committee will be meeting in November to officially discuss adopting the playground project as an official project for the PPF. If the PPF decides to put resources towards this project, the dream of getting a new playground in RCP will take a giant leap forward.
RCPPP is hopeful that they will soon have the official support needed from the City and their partners to begin a new campaign to raise the funds necessary to make the dream of installing a fun, safe and accessible playground for the residents of RCP and all those who wish to enjoy the wonderful play area in Rose City Park!

Oregon Emergency Rental Assistance Program
The Oregon Emergency Rental Assistance Program helps eligible low-income households with their past due rent and utilities. This program uses funds from the federal Emergency Rental Assistance Program, which allocated a collective total of $280 million to Oregon, the City of Portland, and multiple counties in the state. In most cases, approved applications will result in payments made directly to landlords and utility providers.
Qualified renters who have experienced financial hardship due to the coronavirus pandemic, and are at risk of homelessness or housing instability, may apply for the Oregon Emergency Rental Assistance Program.
