Opioid Treatment Program (OTP) Requirements

Ap plicable to: Mercy Care Complete Care, Mercy Care RBHA, Mercy Care Long Term Care and Mercy Care DD
As a result of  ARS 36-.2907.14 , AHCCCS as well as Mercy Care, are implementing new standards and reporting requirements for all Opioid Treatment Programs (OTPs) receiving Medicaid reimbursement. These new standards and reporting requirements are in addition to all State or Federal licensing and registrations requirements.

Mercy Care would like to emphasize that existing OTP sites are required to comply with the Opioid Treatment Program - Annual Requirements and provide all of the plans listed below to AHCCCS no later than November15, 2019 .

For existing OTP sites, the November 15, 2019 submission will serve as the first annual report to be updated yearly each November. The Opioid Treatment Program - Annual Requirements include the following required plans from OTPs:
  • Security Plan
  • Neighborhood Engagement Plan
  • Comprehensive Patient Care Plan
  • Community Relations and education plan
  • Diversion Control Plan

AHCCCS will review the submitted plans and make a determination on the sufficiency of the documentation. If AHCCCS determines there is a deficiency in any of the submitted documentation, the OTP will be provided thirty (30) days to correct the deficiency.

Please submit all documentation and any questions or concerns to GrantsManagement@azahcccs.gov . More information will be posted on the AHCCCS Opioid Treatment Program (OTP) Requirements web page as it becomes available.
