National COVID Relief Now Coalition - Take the survey!
The National League of Cities has joined the COVID Relief Now Coalition, in partnership with over 300 major public and private sector organizations, including the American Hotel & Lodging Association, U.S. Travel Association, International Franchise Association, and the National Association of Counties. The coalition represents a diverse cross-section of our country and our economy, calling on Congress to pass a bipartisan economic relief package.
The Coalition has developed a quick, five-minute survey, to ensure that Members of Congress and the Administration know the impact of COVID-19 on our nation. Municipalities of all sizes and from all over the country are needed to fill out the survey in order to make our case.
The COVID Relief Now Coalition shows how important partnership is to highlight the economic impact of the coronavirus. It’s not just municipalities and local governments that are getting hit hard – businesses, industries and services that make our communities great are in danger of closing doors forever.

Reminder - Public Webinar and Hearing on Triennial Review of Surface Water Quality Standards
DNR
Monday, November 16, 2020, 1:00 p.m. to end of agenda
Every three years, the DNR reviews Wisconsin's surface water quality standards as required by the Clean Water Act, to determine which standards need to be developed or revised. The DNR uses the Triennial Standards Review process to prioritize which of these topics the DNR plans to work on over the next three years. The review process provides the public an opportunity to provide input on how the DNR should focus its available resources to ensure the health of Wisconsin lakes, rivers and streams.
At this meeting, the DNR will provide an overview of the topics to be considered and an invitation to complete an online topic ranking form, and will also take comments on which topics the public feel should be priorities. The comment period will be open from November 16 through December 4, 2020. Details

Covid Vaccine Distribution
The State Disaster Medical Advisory Committee has convened a Vaccine Distribution Subcommittee to make recommendations on how to effectively allocate and distribute vaccine during the early weeks of a COVID-19 vaccine campaign when vaccine supply will be constrained.
The subcommittee meets Tuesdays and Fridays from 7 – 8 am. The meetings are open to the public and engagement from stakeholders is encouraged. Recommendations will be open for written public comments for a period of two weeks following informal adoption by the Subcommittee. Recommendations, including priority personnel and distribution recommendations for Phase 1A (jump-start phase) are anticipated to be released for public comment during the week of November 16. He is a Professional Engineer (PE) licensed in the State of Minnesota and a land use planner with two decades of experience. He holds a bachelor’s degree in Civil Engineering and a Master of Urban and Regional Planning, both from the University of Minnesota.

This webinar will focus on preparing for Local Redistricting in Wisconsin in April 2021. The Wisconsin Legislative Reference Bureau (LRB) and Legislative Technology Services Bureau (LTSB) will provide information on the legal process of redistricting and the software utilized for local redistricting in the State of Wisconsin.
The first portion will focus on local redistricting timelines and information on current redistricting statutes. This will include an overview of the ‘how and why’ of redistricting for municipalities, as well as discussions of procedures, guidelines, and the laws that shape redistricting in Wisconsin.
The second portion will be a demonstration of the WISE-LR software, which will be used for local redistricting. WISE-LR is a web application developed by the LTSB specifically for the state statutes of Wisconsin and local redistricting laws. WISE-LR will allow local officials, or their delegates, to create, analyze, and share county supervisory plans, ward plans, and alder plans with accurate demographic data.

The survey is short and only takes a few minutes to complete. You can provide responses for yourself or for your organization.

Reminder - WisDOT local roads program web tool easier to use
LRIPWeb, the web-based tool that allows communities to manage their Local Roads Improvement Program (LRIP) dollars and public road projects, has been improved. The enhanced LRIPWeb was released on June 22nd. It was developed by WisDOT in response to feedback from LRIP partners, and is a more intuitive and efficient tool. Wauwatosa Mayor McBride at the Milwaukee Press Club -
Wauwatosa has been the focal point of peaceful demonstrations as well as violence and vandalism in recent months after protesters took to the streets calling for justice for a 17-year-old who was shot and killed by a Wauwatosa police officer in February. Earlier this month, Milwaukee County District Attorney John Chisholm announced that the officer, Joseph Mensah, who was cleared in two earlier fatal on-duty shootings, would not face criminal charges for the fatal shooting of Alvin Cole.

Reminder DNR's Private Lead Service Line Replacement Funding Program
If your water system has private lead service lines, WI DNR has funding resources available to remove and replace them! The deadline for submitting the Private Lead Service Line Replacement Program Priority Evaluation Ranking Form (PERF) is November 16, 2020. (Since November 15th falls on a Sunday, that deadline, by statute, is extended to Monday.) Please note that the only criteria for which you need to provide a response on the PERF is the last criteria (Part 3) regarding an LSL replacement ordinance. Part 2 of the PERF is for informational purposes only and responses are not required. Communities submitting this form after November 16th will fall to the bottom of the priority list.
There is no deadline for submitting the LSL application form, other than the end of the state fiscal year (June 30, 2021), but we encourage everyone to apply no later than February 2021 so that an award can be made prior to the start of the construction season.
Energy Innovation Grant Program

The Federal Emergency Management Agency offers funding for eligible activities to strengthen the nation’s ability to build a culture of preparedness by reducing disaster losses and protecting life and property from future damages. Application Deadlines: Jan. 29, 2021
USDA is making available up to $1 billion in loan guarantees to help rural businesses meet their working capital needs during the coronavirus pandemic. Additionally, agricultural producers that are not eligible for USDA Farm Service Agency loans may receive funding under USDA B&I CARES Act Program provisions included in the Coronavirus Aid, Relief, and Economic Security (CARES) Act. EPA Funding for Water Projects
Water Infrastructure Finance and Innovation Act (WIFIA)
This year’s notice of funding availability prioritizes construction-ready projects in three areas: updating aging infrastructure; reducing exposure to lead and addressing emerging contaminants; and water reuse and recycling. The 2020 notice of funding availability builds upon the existing, active pipeline of WIFIA projects, which includes 49 projects in 19 states and D.C. For the first time, the agency will evaluate submitted projects using additional criteria that were developed to help clarify project and federal budgetary considerations. EPA will accept letters of interest from prospective WIFIA borrowers for 90 days after publication in the Federal Register.
State infrastructure financing authority WIFIA (SWIFIA)
This new program, which was authorized by Congress as part of the America’s Water Infrastructure Act (AWIA) of 2018, offers low-interest loans to state water infrastructure programs (e.g., the State Revolving Funds) that then help finance needed water infrastructure projects in local communities. This round of funding will provide SWIFIA borrowers up to $1 billion to support $2 billion in water infrastructure projects. EPA will accept letters of interest from state water infrastructure programs for 60 days after publication in the Federal Register. More information here.
USDA
Also known as the Section 504 Home Repair program, this provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards. Ongoing

The application window for the second round of USDA’s ReConnect Pilot Program opened January 31, 2020.
These funds will enable the federal government to continue to partner with the private sector and rural communities to build modern broadband infrastructure in areas with insufficient internet service. Insufficient service is defined as connection speeds of less than 10 megabits per second download and 1 megabit per second upload. ReConnect funding applications can be submitted at www.usda.gov/reconnect.
Dam removal grant applications are being accepted and awarded on a first-come, first-served basis until the funding is depleted. This grant program provides 100% reimbursement up to a maximum award of $50,000. Eligible applicants include any Wisconsin City, Town, Village, County, Tribe, public inland Lake Protection and Rehabilitation district or any other dam owner. Rural Feasibility Study Grant Program
Compeer Financial Fund for Rural America
To fund feasibility studies that may result in economic development and improved community assets for rural areas in Compeer’s 144-county territory in Illinois, Minnesota and Wisconsin. Through this grant program we are helping to ensure a strong future in rural America. Eligible feasibility studies may include:
- Market research
- Cost analysis
- Financial projections
- Assessment of suitable facilities, equipment, etc.
- Development of a business plan
Location – project must be located in Compeer’s 144-county territory in Minnesota, Illinois or Wisconsin.
Eligible Applicants - Non-profit organizations serving rural areas, educational institutions, and state, county, local or tribal governments are eligible to apply.
