The core of the Orange County Partnership’s mission is to bring quality projects that produce good-paying jobs and needed tax revenue to municipalities, school districts and the county. A lot of our work is done behind the scenes, meeting with the investors and municipal officials in the early stages, attending public meetings and advocating for the projects during the regulatory process in the hopes that these worthwhile ventures secure the necessary approvals.
 
This work sometimes begins years before a shovel turns the first dirt on the project and in some cases never bears fruit despite our best efforts. This vital work can sometimes be frustrating, but requires patience and a resolve to get these developments over the finish line.
 
This was indeed the case for three projects that secured approvals in the City of Newburgh, Town of Newburgh and the Town of Wallkill earlier this month. The cumulative private investment on these three projects that received assistance from the Orange County Partnership totals $96 million that will create a total of approximately 260 direct jobs upon completion and hundreds of construction jobs during development.
 
In the City of Newburgh, the City of Newburgh Industrial Development Agency approved a PILOT Agreement for the $24-million project by Foster Supply Hospitality to redevelop three buildings on Grand Street into a hospitality complex featuring an 80-room hotel, rooftop tavern, a premier spa, restaurants and event space. The project will provide up to 61 full-time jobs and a large number of construction jobs. It will receive $1.25 million in Empire State Development grants.
 
Walgreens has found a new home in the Town of Newburgh at the site of a 215,000-square-foot speculative building being developed by Matrix Development Group. The $30-million project will produce a highly-automated micro fulfillment center that will upon completion result in 200 new jobs, The Orange County Industrial Development Agency recently approved approximately $2 million in sales tax exemption incentives for this project.
 
In a very important project in the Town of Wallkill, the Wallkill Town Board recently approved a residential overlay zone on a parcel of land adjacent to the Galleria at Crystal Run. Wallkill Acquisition Co., LLC, an entity of the shopping center owner Pyramid Group, is looking to develop a 224-unit affordable multifamily housing complex on a parcel located on Smith Road.
 
The Galleria Residences will involve a total private investment of $42 million and will create 112 construction jobs and 49 new permanent jobs in the Town of Wallkill.
 
These projects are transformational in nature and their impacts on Orange County and their respective localities are priceless. One will help redevelop a swath of Downtown Newburgh, another will bring another national company into Orange County and the other will allow a major property owner to tap a source of revenue and add some much-needed affordable housing to the county’s available stock.
 
I am proud of all the staff of the Partnership that worked to help these projects secure the necessary approvals so the residents of Orange County can benefit from the nearly $100 million in private investment.
 
As we savor these victories, we realize that this is what we do and the road to the finish line, while never easy, on some occasions is definitely worth the effort.

State Launches ‘FAST NY’ Shovel-Ready Grant Program

County Re-Issues RFP for Sale of Camp LaGuardia Property; Submittal Deadline April 15
After a Request for Proposals (RFP) in 2020 to sell the more than 258-acre Camp LaGuardia property that is located in the villages of Chester and Blooming Grove failed to find a viable buyer, Orange County has put the property once again on the market for sale in the form of an RFP. This marks at least the third attempt by the county since it acquired the property 15 years ago from New York City to find a buyer/developer for the site that sits adjacent to Route 17 in southern Orange County.

Commercial Brokers in Region Can Take Advantage of Many Opportunities in Post-COVID Market in 2022
A team of commercial real estate brokers from the New York City/Hudson Valley market that were part of a recent virtual panel hosted by the Hudson Gateway Association of Realtors were upbeat about many sectors in 2022, particularly the industrial, flex, healthcare and medical office segments.
 
The region’s office market remains troubled as many businesses and building owners continue to contend with work at home programs and preferences by many employees to engage in hybrid office models that only require working at the office a few days a week. One broker, in particular, related that the region’s commercial markets are “facing a new paradigm” while another predicted some radical changes for the Westchester County office market are on the horizon.

Route 17 Widening Project Gains Momentum
At press time, officials with the 17-Forward-86 Coalition were finalizing plans to stage a press conference at the Galleria at Crystal Run to urge the immediate launch of an environmental review of the widening of Route 17 in Orange and Sullivan counties.
 
The initiative to widen Route 17 in the Orange-Sullivan corridor received a major boost recently when it was revealed that Gov. Kathy Hochul included funding for the environmental review of the project as part of her proposed FY 2022-2023 Executive Budget. The funding for the review was included in the five-year, $32.8 billion New York State Department of Transportation (NYSDOT) capital plan, according to a story published on Feb. 9 in the Albany Times Union.

Governor Hochul Signs Conditional Cannabis Cultivation Bill
In another piece of good news for the burgeoning cannabis industry in New York State, Gov. Kathy Hochul announced on Feb. 22 she had signed legislation creating a new Conditional Adult-use Cannabis Cultivator license, which establishes a pathway for existing New York hemp farmers to apply for a conditional license to grow cannabis in the 2022 growing season for the forthcoming adult-use market.
 
Under the new law, conditionally licensed cannabis farmers must meet certain requirements, including safe, sustainable and environmentally friendly cultivation practices, participation in a social equity mentorship program, and engagement in a labor peace agreement with a bona fide labor organization.  
 
“I am proud to sign this bill, which positions New York's farmers to be the first to grow cannabis and jumpstart the safe, equitable and inclusive new industry we are building,” Gov. Hochul said. “New York State will continue to lead the way in delivering on our commitment to bring economic opportunity and growth to every New Yorker in every corner of our great state”

NAIOP Forecasts Another Banner Year for Industrial Market in 2022
Orange County, which has seen explosive growth in the industrial/e-commerce sectors, can expect demand to continue to be strong for new projects in 2022.
 
A report released on Feb. 24 by NAIOP predicts another record-setting year for the industrial real estate market in the United States and that demand will continue to outpace supply of industrial product.
 
The Herndon, VA based organization predicts that the industrial real estate market will continue to experience record levels of absorption through 2022 and 2023, according to the NAIOP Industrial Space Demand Forecast.

Some Simple Advice on How Young and Old Can Become or Remain Digitally Relevant
Veteran business and economic development consultant Dean Barber believes that smaller communities can, and should, take advantage of the digital technology transformation that is currently providing significant revenue and high-paying jobs in mostly major urban centers at the moment.
 
The growth in this sector in the coming years is expected to be off the charts. Barber notes that by 2025, the United States will have 25 million digital jobs.

Laborers’ Local 17 secures $200k federal grant for job training
WASHINGTON – Laborer’s Local 17, based in New Windsor, has been awarded a $200,000 grant from the Bipartisan Infrastructure Law to fund training for 122 students and create at least 33 environmental jobs in the Hudson Valley.

The Environmental Protection Agency grant, announced by Congressman Sean Patrick Maloney, is going to the union’s Training and Education Fund, which will target disadvantaged communities and provide opportunities for job training to address local environmental issues.

“These funds will be used to create jobs, train unemployed and low-income students, and address local pollution,” said Maloney. “The Infrastructure Law is putting Americans to work to rebuild our country in a sustainable way, starting right here in the Hudson Valley.”

“This grant allows our members to continue to build their skills and opportunities, and impact their own communities through their work,” said Local 17 Business Manager Todd Diorio. “The infrastructure act continues to impact our members in the Hudson Valley.”
