Field Demonstration of Pavement Condition Assessment
On Wednesday July 27, 2016, the City of Orinda's Public Works and Engineering Services Department held a field demonstration of the pavement condition assessment process for Streetsaver. The meeting location was at the corner of Avenida de Orinda and Orinda Way.
Nichols Consulting Engineers led the demonstration and "demystified" the way the Pavement Condition Index (PCI) is determined for each street. They explained the various degradations in the road and how each affects the PCI.
Over the next 2 to 3 weeks, the City has Nichols Consulting Engineers performing pavement condition assessment on all of our public streets in order to prepare the City's bi-annual pavement management report.
2016 Annual and Measure J & L Pavement Rehabilitation Project
Last week the contractor, Bay Cities Paving & Grading Inc., continued pothole activities, monument preservation and minor concrete work at Ivy Drive, Ramona Drive, Descanso Drive and Whitehall Drive. These types of activities were also started at La Cresta Drive and Altamount Drive.
PG&E continues to play an important role in this project. Since 2015, City engineering staff and PG&E engineers have been meeting on a regular basis to coordinate how PG&E lowers their shallow underground gas lines on all streets that will be paved in 2016. PG&E experienced delays in their work plan and did not complete this work by June 24, 2016 they are
committed to keeping pace with the City's contractor as the contractor cannot pave a street where PG&E has not lowered their gas lines. This coordination effort with PG&E is on-going. Coordination with PG&E for the 2017 paving project started in January 2016.
This week, the contractor will continue these activities on the above listed streets, as well as remove speedbumps, stockpile them, and begin pulverizing on Ivy Drive and Ramona Drive.
North Lane Storm Water Mitigation Project
The contractor Bay Cities Paving & Grading Inc. finished backfilling the first launching pit at the south entrance of the East Bay Municipal Utility District (EBMUD) water treatment plant (see pictures below). They also started the excavation and shoring of the second launching pit, angled towards North Lane.
This week the contractor will continue excavating and shoring the second launching pit at the south entrance of the EBMUD water treatment plant.

City Council Candidate Nomination Period
Anyone interested in running for one of the two open seats on the Orinda City Council to be voted on at the November 8, 2016 General Municipal Election may take out the required candidate nomination papers starting Monday, July 18, 2016.

- Training by City Attorney regarding procedures, rules, regulations, and laws relevant to the Planning Commission. Topics included the Brown Act (California's open meeting law), the California Public Records Act, due process requirements, making findings and imposing conditions based on the applicable code standards, ex parte communication, guidelines for use of City email, guidelines for professionalism, the Fair Political Practices Act and other rules governing conflicts of interest, and the Commission's Policy and Procedures Manual.

- 89, 91 Loma Vista Drive - A public hearing to consider a Design Review, application for a proposed 2,488 square-foot addition to an existing single-family residence. The proposed addition would increase the size of the residence to 5,595 adjusted square feet, include garage and unconditioned floor space. The existing residence on the easterly side of the property would be demolished, and the proposed addition would incorporate the footprint of the demolished residence.

- 544 Miner Road - A public hearing to consider Design Review application to allow a 300 square foot addition located at the front of an existing 5,617 square foot residence. The project requires a Design Review application to be heard before the Planning Commission as the total amount of square footage added over 55 years exceeds 1,500 square feet.

A public hearing to consider Design Review, Elevated Deck and Exception Permit application to allow a 1,522 square foot addition that encroaches a maximum of 10 feet into a creek setback and a 643 square foot elevated deck to an existing 4,009 square foot home.

Congressman DeSaulnier Kicks Off Summer
Town Hall Series

town hall meetings in the communities of Richmond, Danville,
Orinda, Rossmoor, Concord, and Pittsburg during the month of August.

Recently, two Boy Scouts delivered cookies that they made for the officers and staff. The Scouts also made a sign board with all of the officers names and presented the department with a Thin Blue Line American Flag as a thank you for our service to the community.
We are very grateful and appreciative of Scouts and those in the community who have stopped by over the past few weeks to show their support during these difficult times.

Fall/Winter Activity Guide Now Online
There are plenty of new classes to choose from this fall, and since the Fall/Winter Guide is now available online we recommend virtually flipping through before the Guide arrives in your mailbox next week. These new classes and programs will also be highlighted in the Orinda Outlook over the next few weeks. Here are a few to peak your interest:
Group Voice for ages 7-11Y (pg. 16)
This program develops your voice and joy of singing. The class will focus on vocal technique, mastering proper breathing techniques, developing vocal registers, increasing vocal range, and more. Children will also learn to combat stage fright, learn stage presence and build confidence on stage.
Glee Club for ages 11-15Y (pg. 16)
Experience the joy of music and performance with Glee Club! Singers will learn vocal technique, perform solos, harmonize and create choreography, all within a fun group atmosphere.
Adult Drawing: Classical & Experimental
for ages 18Y and up (pg. 27)
This class will provide participants a better understanding of the concept of light, values and form. This class will improve your power of observation and the knowledge of drawing materials and techniques.
