16 Annual and Measure J & L Pavement Rehabilitation Project
On Monday, August 22
nd
, contractor Bay Cities Paving & Grading rehabilitated the pavement of the streets in the area of the Orinda Intermediate School (OIS) and Miramonte High School (MHS) and installed and activated the new signal loops at the traffic signals in front of MHS. Parents and students drove over new pavement with little impact from construction detours or delays.
This week, the contractor also started raising utility valve/manhole covers to roadway surface level (raising utilities) and setting and adjusting survey monuments along Ivy Drive, Ramona Drive, Whitehall Drive and Descanso Drive. The contractor also completed minor concrete work on Rita Way, Dona Maria Way, La Cresta Drive and Altamount Drive. In addition, they posted no parking signs and replaced storm drain pipes on these four streets.
The contractor also started working along Lost Valley Drive with storm drain pipe replacement and initiated the pulverization of existing asphalt concrete (AC) and base along Lost Valley Drive, Altamount Drive and La Cresta Road (see pictures below).
Next week, the contractor will continue raising utilities along Whitehall Drive and Descanso Drive; apply full depth reclamation (FDR) treatment to Lost Valley Drive, Altamount Drive and La Cresta Road; and start minor concrete work along Cedar Lane, Keith Drive, Alice Lane and Goodfellow Drive.
North Lane Storm Water Mitigation Project
Last week, Bay Cities Paving & Grading Inc. continued jacking the 60-inch reinforced concrete pipe (RCP) from the launching pit at the south entrance of the East Bay Municipal Utility District (EBMUD) water treatment plant, under Camino Pablo, in direction to North Lane. The contractor also continued trenching activities along North Lane (see pictures below).
This week the contractor will finalize jacking activities and continue trenching the 60-inch RCP along North Lane. On North Lane, the contractor has encountered differing site conditions that have negatively impacted trenching activities. City engineering staff and the construction management team are monitoring this situation.
Santa Maria Park & Ride Lot Stabilization Project
City Council awarded the project to Freethy Excavating at the August 2, 2016
meeting. Freethy was the lowest bidder of two contractors who submitted bids for the project, with a contract amount of $219,610. The construction work will include stabilizing a portion of the Park & Ride lot on Santa Maria Way by installing 2-foot diameter concrete piers, installing a new storm drain to redirect runoff from the hillside to the storm drain system, and reconstructing the portion of the parking lot affected by this work. Construction will begin at the end of September.
BART - Downtown Access Ramp & Lighting Project
The City is currently advertising the BART - Downtown Access Ramp and Lighting Project for bids. Bid Opening is scheduled for Tuesday, September 13, at 2:00 PM at city offices. This project will provide a new ADA-compliant path between the BART station and Theatre Square. Construction will include removal of the existing concrete walkway and stairs, installation of a new ADA-compliant curb ramp with walls and railings, construction of a new concrete pedestrian staircase with walls and railings, and installation of new LED pole lighting at the ramp and staircase and at the existing pathway under SR 24 and BART overcrossings. The work will also include the installation of texturized and colored concrete at the pathways and walls, new landscaping, and a drip irrigation system.

Contra Costa County Library annual book giveaway offers free books to the public
The Contra Costa County Library is hosting its
annual book giveaway from August 18 - September 4.
Tens of thousands of paperback and hard cover fiction, non-fiction and
children's books are available to the public during the 18-day giveaway.
The book giveaway is located in the shipping and receiving area at Library Administration in Pleasant Hill, Monday through Saturday from 9 a.m. to 4:30 p.m. and is closed on Sundays.
All books available at the giveaway have been removed from the library collection
due to lack of circulation, poor condition or relevance.
"Removing these items from our collection creates much needed space in our already crowded libraries across the system," says Collection Development Manager Deanna Lechman. "It allows for the addition of new and exciting titles that are in higher demand."
Books are available on a first-come, first-served basis and members
of the public are advised to bring their own boxes or bags to transport materials.
A September 1998 resolution, signed by the County Board of Supervisors,
allows the library system to declare outdated and damaged library materials as surplus
and give them away as appropriate.

1 Wilder Road:
Design Review and General Use Permit for an assisted living memory care facility. The proposed project includes 38 single bed studio units each with a kitchenette, sitting area, bathroom and closet. The building would be 20,285 square feet, with a 8,570 square foot parking lot. The Applicant anticipates 50 full/part time employees with a maximum shift of 10 employees at any one time.
43 Oakwood Road:
Elevated deck permit to repair and expand existing elevated deck
58 Van Tassel Lane: Design Review application for a 476 square foot addition to an existing 3,472 square foot home.
2 Berkeley Avenue:
Elevated Deck Permit and Exception to replace an existing deck with a larger deck with a sunroom enclosure.
ZONING ADMINSTRATOR UPDATES -
9 Paintbrush Lane (Lot 116 @ Wilder): General Use Permit application for a proposed construction trailer that will service the construction staging for the Art and Garden Center as well as general construction tasks at the Wilder subdivision. The construction trailer would be 8 x 20 feet, and would exist at the site for a period of up to two years, after which the site would revert to residential uses. Operating hours would be weekdays, from 8:00 AM to 6:00 PM.

Aprendo Español Being Offered this Fall
Spanish Beginners/Intermediate and a Spanish Beginners classes instructed by Lucia Torres-Simon are being offered this fall. Though the classes are not listed in the Fall/Winter Activity Guide, they are listed online and open for registration for ages 18Y and up. Aprendo Español is a fun and interactive approach to teaching Spanish, used and approved by many institutions. The system is very functional since students do not solely depend on textbooks but also learn by listening, speaking, reading and writing. The instructor's computer and interactive multimedia projector is used to conduct practical workshops, as part of the method. The classes will be held at the Orinda Community Center during the following sessions:

Good news - partnership with local High School students will continue!
We've got great news for the Orinda Community. Since the recent partnership with Juniors4Seniors has really benefited the Orinda community, Co-Managing Directors Reagan Tierney and Mary Kate Henderson are very happy to announce they will continue to offer free technology help to seniors once a week.
This program, which started at the end of July, is for individuals who need assistance setting-up or learning how to operate devices, troubleshooting gadgets, or general tech questions. Co-Managing Director Tierney said that they've assisted four to five seniors every week and they have really enjoyed the connections they've made. Since school has started, this drop-in program will now be offered Saturday mornings form 11:00 a.m. to 12:00 p.m. at the Orinda Community Center. For questions, please call (925) 254-2445.

Discover & Go helps get you there with free transit passes to select venues in August, September, and October
The Contra Costa County Library is once again offering free mass transit passes for use with Discover & Go.
From August through October, Discover & Go participants who live in Contra Costa County
can request a pre-paid Clipper Card for select venues.
Once patrons choose the Print Pass option for a Discover & Go event, they will see a banner to request the Clipper Card.

From the Desk of Police Chief Mark Nagel
On Friday, August 26th, Chief Mark Nagel spoke at the Orinda Moraga Senior Lunch N' Learn series where the topic of the day was "Say No to Scams." Among a number of scams people fall victim, Chief Nagel focused on one specific scam that affects everyone, not only seniors and that's identity theft.
The Chief explained how important it is to secure mailboxes and to pick up the mail as soon as possible so it's not left in the box overnight. The Chief also discussed the difficulties of "solving" identity theft cases as there are so many moving pieces, other parties involved, and frequently the suspects are in other states and countries. The Chief also addressed cameras, doorbell cameras, and security systems. Many of the participants were not aware of the "Vacation House Check" program offered by the Orinda Police Department. It was a great opportunity to meet with the community and answer questions regarding safety and security.
