Domestic Violence Awareness Month

Domestic Violence Awareness Month Kickoff Ceremony


October was Domestic Violence Awareness Month, and I joined District Attorney Summer Stephan, the San Diego Domestic Violence Council, and community members at the annual ceremony at SBCS in Chula Vista to mark the beginning of Domestic Violence Awareness Month and honor those affected by domestic violence.


The event brought together professionals, survivors, and advocates to raise awareness and remember those whose lives were tragically taken through domestic violence over the last year.


Together, we can continue to break the cycle of abuse and build a safer, more just community for all.

Domestic Violence Awareness Month Proclamation



I was proud to partner with Councilmember Marni von Wilpert to present the Domestic Violence Awareness Month Proclamation at City Council. Together, we reaffirmed our city’s commitment to ending domestic violence and ensuring that survivors have access to the resources they need to heal and rebuild.

Representing San Diego Across California

Elected Vice-Chair of the Civil Prosecutors Coalition


I was honored to be elected Vice-Chair of the statewide Civil Prosecutors Coalition (CPC) for the 2025–2026 legislative year. The CPC is composed of leaders from the largest City Attorney and County Counsel offices across California, representing more than 40% of the state’s population.


Together, we will work to shape and strengthen the laws that protect Californians in areas such as consumer protection, housing, environmental justice, civil rights, and labor. I look forward to continuing this vital collaboration to ensure our laws reflect the needs and values of our communities.

Appointed to the League of California Cities Executive Committee


I’m also proud to have been appointed to the League of California Cities’ City Attorneys Department Executive Committee. The League unites leaders from California’s 482 cities to advance sound policy, share expertise, and strengthen local governance.


Through this role, I look forward to working alongside colleagues from across the state to champion innovative, ethical, and effective approaches to municipal law that help our cities serve residents more efficiently and equitably.

Brewing Ideas on #InternationalCoffeeDay


#InternationalCoffeeDay was on October 2, and what better way to celebrate than by launching our new AM Agenda series!


The City Attorney’s Office team came together to share ideas, connect, and enjoy great coffee. The amazing coffee was courtesy of Marta in North Park, a perfect reminder of the importance of supporting local businesses.


Day in the Life - Meet our Legal Intern, Inanna!


Ever wonder what a day in the life of a City Attorney’s Office legal intern looks like?


Inanna Al Najjar is a USD Law (2L) student and returning Civil Division summer intern, working as part of our Affirmative Civil Enforcement (ACE) Unit — the team that protects San Diego’s workers, consumers, and community.


Inanna is passionate about municipal law and representing public agencies. She’ll be joining Liebert Cassidy Whitmore next summer, a firm specializing in that field. On campus, she’s active in the USD Criminal Law Society and will be working with the Public Defender’s Office this spring.

Legal Victories and Policy Updates

Protecting Our Youth from Harmful, Illegal Products


My office reached a settlement with Vapor Authority, Inc. for unlawfully selling flavored tobacco products, resulting in a $100,000 penalty and a three-year injunction to stop future sales.


Flavored tobacco products are often marketed to appeal to young people, and that is unacceptable. E-cigarette use among youth remains a serious public health concern, and my office is committed to protecting our community from harmful and illegal products.


I'm proud of my team’s work to hold bad actors accountable and to help keep our community, especially our youth, safe and healthy.

$40 Million Settlement Holds Health Net Accountable for Misleading Consumers


My office in partnership with Attorney General Bonta, Bernstein Sands LLP, and Grant & Eisenhofer P.A. secured a $40 million settlement with Health Net LLC and its subsidiaries for maintaining inaccurate provider directories that misled consumers and limited access to care.


The lawsuit, filed under California’s Unfair Competition and False Advertising Laws, alleged that Health Net’s so-called “ghost networks” inflated the size of its provider lists, leaving patients unable to find in-network doctors and forcing many to pay for costly out-of-network treatment.


The settlement holds Health Net accountable, requires stronger compliance programs, and ensures ongoing oversight to protect consumers.

Protecting Seniors and Dependent Adults Across California


Governor Gavin Newsom signed AB 561 into law — legislation I’m proud to have co-sponsored, authored by Assemblymember Sharon Quirk-Silva, to strengthen protections for older and dependent adults facing abuse.


AB 561 modernizes the process for obtaining Elder and Dependent Adult Abuse Restraining Orders by allowing electronic filing, remote hearings, and alternative service methods — removing barriers that have long made it difficult for survivors to seek help.

Housing Protection and Civil Code Compliance Unit (HPU)


HPU works to protect San Diegans by ensuring housing is safe, fair, and livable. The unit tackles chronic problem properties, repeated code violations, substandard housing, and unfair rental practices. Through enforcement and partnerships, HPU holds violators accountable and safeguards the rights of residents across the city.

Affirmative Civil Enforcement (ACE)


Our ACE Unit protects consumers and workers by holding businesses accountable for unlawful practices like false advertising, unsafe products, wage theft, and worker misclassification. We use litigation and partnerships to promote fair business practices, public safety, and economic justice.

Gun Violence Response Unit GVRO's


Our Gun Violence Restraining Order (GVRO) program uses California’s red flag law to remove guns from people who pose a threat to themselves or others. The unit has removed firearms from over 1,500 dangerous individuals and helped prevent potential mass shootings.

Your Safe Place, The Family Justice Center


Your Safe Place provides free services to adults, seniors, children, and teens who have or are experiencing domestic violence, family violence, elder abuse, sexual assault, or sex trafficking regardless of age, gender, sexual orientation, income, zip code, and immigration status.

Domestic Violence and Sex Crimes Unit


The Domestic Violence and Sex Crimes Unit handles misdemeanor cases of domestic violence, elder abuse, animal abuse, sexual battery, stalking, and child abuse, including neglect, molestation, and statutory rape.
