The current COVID-19 pandemic is precipitating a set of events unprecedented in our lifetime. East Bay Community Action Program (EBCAP) is working hard to continue to serve our clients, who are sure to be the hardest hit during this crisis.
We are taking the necessary steps to stay informed and engaged with the Centers for Disease Control, Rhode Island Department of Health, and the Office of the Governor for guidance for preventing and reducing the spread of COVID-19. Under this guidance, EBCAP is doing the following:

East Bay Family Health Services began COVID-19 testing for patients and the general public on Wednesday, May 6, 2020 at both its East Providence and Newport locations.

|
|
Primary Health Services
- Care for COVID-19. East Bay Family Health Services is providing care for COVID-19 for our patients and the general public, including testing when appropriate.
- In East Providence, drive-thru testing is available at 100 Bullocks Point Avenue, Riverside, RI 02915. Hours are Tuesday through Friday from 9 a.m. to noon, by appointment only. Call 401-437-1008 for an appointment.
- In Newport, drive-thru and walk-up testing is available in the CCRI Parking Lot, at 1 John H Chafee Blvd, Newport, RI 02840. Hours are Tuesday through Friday from 9 A.M. to 12 P.M., by appointment only. Call 401-848-2160 for an appointment.
- Medical. We remain open by appointment only. Please call first. We are limiting non-urgent visits due to concerns for employee and patient safety. We are providing telephone and virtual visits for our patients and clients. If you do have an appointment, you will be greeted, screened, and triaged as appropriate at the entrances to buildings (see below). For a listing of our health sites and phone numbers click here. Health center employees will be screening all patients and clients.
- Community Health Team. Limited to telephonic case management and therapy appoints only.
- Navigator Assistance. Health Navigators are available to assist with enrollment in health insurance plans or to resolve account issues and are working via conference calls only with Health Source Rhode Island.

Dental Services
- Dental Center. Offering telemedical visits on Wednesdays and Thursdays. Visits for emergency services will be schedule on Fridays from 8 A.M. to 2 P.M.

Behavioral Health Services
- Behavioral Health ACCESS. ACCESS is booking telephonic intakes only. Call 401-246-1195 for intake line.
- Behavioral Health Emergency Services. Staff are working remotely but are available for in-person crisis evaluations. The 24/7 Emergency line is always accessible by calling 401-246-0700.
- Outpatient Behavioral Health. No in-person appointments are available. All therapy appointments are telephonic only for routine visits.
- Behavioral Health Community Support Services Hours remain unchanged. We continue to provide services in the office and community. Therapy and Psychiatry is predominately telephonic at this time. Call 401-246-1195 for our intake line.
- Suboxone Clinic. Open and accepting new clients Mon-Thurs 8 A.M. to 5 P.M. with same day medication. All appointments are being completed via telehealth. Call 401-246-1195 to schedule a Suboxone intake appointment.
- The Recovery Center. East Bay Recovery Center is closed to walk-in service, but is still staffed by the Program Director Monday-Friday from 9 A.M. to 5 P.M. for crisis situations and drop-in naloxone distribution.To reach a staff member at EBRC, call 401-289-2055.The Center will continue to offer other services remotely, including:
- Individual recovery coach sessions are being done remotely by telephone, and support groups are being provided twice daily, virtually, using Zoom Teleconferencing.
- Qigong Meditation Group is offered virtually on Wednesday mornings at 10 A.M.
- Women’s Support Group is offered on Thursdays at 5:30 P.M.
- Statewide BHDDH Coach Effect which provides Peer Recovery Support hotlines to the community.

- Women Infants & Children (WIC). WIC is currently open and scheduling telephone appointments for existing and new clients. All appointment types including certifications and benefit issuance using the new e-WIC cards, will be conducted over the phone.
- Clients should contact the WIC office by phone and leave a brief message, including their name and phone number. Staff will be checking these messages throughout the day and will return calls as soon as possible.

- Food Pantries. East Providence and Newport pantries are open by appointment only. People can now access our food pantries twice per month, instead of once per month, for the foreseeable future due to the crisis. Although our Tiverton pantry is not able to receive customers on-site at this time, we will be delivering prepackaged bags of food to residents on Wednesdays. If you need assistance in Tiverton, please call and leave a message at 401-625-5134, ext 103.

- Family Center/Safety Net Services. Limited to telephone appointments only. Walk-in services are not available until further notice. This includes the following programs/services: Education and Career Pathways, Youth Centers, Senior Services, Victims of Crime Act (VOCA), SHIP counseling, RI Works, and housing supports. All Family Development programs continue to provide case management support telephonically. Educational services are continuing remotely.
- Low Income Home Energy Assistance Program (LIHEAP). Applications will be completed telephonically. The LIHEAP 2020 season has been extended until May 31, 2020. Applications and documents need to be mailed to our office (EBCAP, 100 Bullocks Point Ave., Riverside, RI 02915). We will not accept applications in-person or through our drop box. Documents will only be accepted by mail. For any questions, please contact 401-437-5102.
- Congregate Senior Meal Sites. Bagged lunches for seniors and disabled individuals will be available for pick up or delivery. For more information click here.
- VITA Tax Preparation Assistance Sites. Suspended until a later date and remaining appointments have been cancelled.
- Weatherization. Services will be provided in emergency situations only.
- Newport/Middletown Child Opportunity Zone (COZ).The Child Opportunity Zone’s before and after school programs in Newport and Middletown are suspended along with the Champion Childcare in Newport. Staff are handing out food bags on Mondays and Fridays at the Pell Elementary School site to anyone who needs them. This is not limited to students enrolled in the backpack feeding program. Staff are also available at the Newport site to support both English and Spanish speaking families to access community resources and to participate in distance learning.
- Head Start, Early Head Start and Pre-K. All classrooms are closed and in-person family visits suspended until further notice. Family advocates are contacting families to “check-in,” provide information about local resources, and identify the most vulnerable and isolated. Educators are engaged in distance learning with families and their young children. Early Head Start and Head Start home visits are being held remotely. - Parents as Teachers (PAT) & Healthy Families of America (HFA). All in person home visits for Parents as Teachers and Healthy Families America have been suspended at this time. Family visitors are continuing to provide all services remotely. This includes interactive video conference and phone home interaction, intakes and referrals.
