At the last Greenwich Board of Selectmen meeting, the Chair of the Energy Management Advisory Committee (CMAC) presented the 2025 Annual Report. The report notes that our municipal government is not meeting its goals to reduce costs and usage. 


With the rising costs of energy, the best way to meet the town’s goal of 20-40% energy savings by 2030 is by using less and looking at where we can be more energy efficient. There are many opportunities to explore the use of renewable energy, such as solar panels, heat pumps or geothermal and it is critical to start.


The best time to install energy saving systems like solar panels or heat pumps is during construction. With various town projects under construction or renovation, such as the Dorothy Hamill ice rink, Riverside school, and possibly the Havemeyer building, now is the time to consider installation of renewable energy sources.


One of the recommendations of the CMAC report is for the town to hire an Energy Director to focus on energy management and cost reductions for our municipal buildings, schools and infrastructure. I have been advocating for this for several years because I believe the role would pay for itself. An energy manager could ensure that we are getting economies of scale on construction projects, leveraging any available tax credits and grant opportunities, and building institutional knowledge for future projects.

Video: Housing Bills


There are two bills making their way through the state legislature that I’ve opposed because they would seriously undermine our local zoning authority, senate bill 151 and house bill 5507. Zoning regulations are a good tool to help create affordable housing in communities, which is critically needed in Connecticut, but we shouldn’t undermine infrastructure, resiliency and local authority in the process.
