PACFA Licensing Portal

Hello Everyone,


I am sure summer has been a very busy time for all of you with the summer holidays, working in your vacations, and getting ready to send the kids back to school.


PACFA has been busy too: our new Salesforce Licensing and Inspection system went live at the end of June, we recently implemented a new Learning Management System (LMS) hosting platform, and after 9 years, PACFA is moving back to the Animal Health Division!


We have lots to share with you in this Fall 2023 edition of our newsletter, including important information for the opening of license renewal season in December. We also have had some recent internal staff changes that you can read about below.

Program Updates

PACFA is back in the Animal Health Division


PACFA is excited to be coming back to the Animal Health Division after 9 years in the Inspection and Consumer Services (ICS) Division.


PACFA will be joining the Bureau of Animal Protection (BAP) in this move to create the newly established Office of Animal Welfare.


We look forward to the progress that both of our teams can make as we protect and promote the welfare of Colorado's animals and protect Colorado consumers who purchase or adopt pets and use pet-related services.

New PACFA Licensing Portal!

PACFA has transitioned to a new online licensing and inspection portal!

Log in Instructions


Current licensees already have an account set up for them in the Licensing Portal. Follow these easy steps to access your account:


  • type in the email associated with your PACFA license
  • the email is now your username
  • click on Forgot Password
  • set up a new password
  • login to your account

Features of the new Salesforce online licensing and inspection system allow current licensees and new applicants to:

  • apply for a license online, making the application process easier and quicker 
  • print and renew your license in a much easier way
  • add a new location or make changes such as changing a primary business contact or adding a category 
  • public can submit complaints through a new complaint portal

The new online portal can be accessed through any device including laptops, phones, and tablets.

New PACFA Rules Summary for 2023

  • Disease Control and Treatment (DCAT) Plans - Required for any license category that transports pet animals within the state or imports pet animals from another state


  • Pro-Active Enrichment Plan - All Shelters and Rescues are required to have this plan for dogs and cats


  • Contingency Plan - All licensed facilities are required to write and keep this plan with their records

Welcome Aboard!

CDA is excited to welcome Becky Healy to the PACFA team!


Becky is our new Licensing and Education Administrator, taking over for Michele Barton who moved on to another state agency in early July.


Becky has more than 13 years of experience in the animal welfare field, most recently with the Dumb Friends League, working as a lead in their transfer program.


Becky started with PACFA on September 5, 2023. She is busy training and getting up to speed on working with licensees and applicants in the new Salesforce system.

PACFA Advisory Committee Appointment

Commissioner of Agriculture Kate Greenberg recently appointed Angela Cerci to the PACFA Advisory Committee as the Animal Rescue representative.


Angela operates RezDawg Rescue, a non-profit that works with Native American tribes in Colorado and Arizona to rescue animals. Congratulations on your appointment Angela!


The PACFA Advisory Committee is still recruiting for the following vacancies:

  • Retail Pet Animal Dealership
  • Dog Breeder - Small Scale

PACFA Advisory Committee Application

License Renewal Reminder


PACFA License Renewal Season opens on December 1, 2023. Renewal applications will only be accepted this year through the PACFA Licensing Portal.


Licensed facilities that do not have to submit annual reports may renew anytime beginning December 1, 2023. Facilities that are required to submit annual reports may renew anytime beginning January 1, 2024.


Current licensees should log in to their account through the account portal above prior to December and follow the directions above for creating a password and logging into their account for the first time.


PDF copies and paper renewal applications will no longer be accepted via email, fax, or by regular mail.

Education Program Update


We have a new Learning Management System (LMS) Hosting Platform! We are now using Adobe Learning Manager.


We are enrolling new license applicants now and can enroll employees from licensed facilities who you want to take the QE course. Please use the Employee Add Request Form to enroll your staff.


Continuing education enrollments for current licensees will continue soon! Keep an eye out for an email inviting you to create an Adobe ID and access the PACFA LMS Portal.
