Hello Everyone,


It has been an extremely busy year for the PACFA program so far. In October, we started our 2025 rulemaking process with multiple stakeholder and Advisory Committee meetings to hear feedback and comments on changes to the PACFA rule. Requested changes come from many sources, including petitions from advocacy groups, public health agencies, our internal inspection and leadership teams, and our work with the attorney general's office. We try to implement new rules or change obsolete rules to protect the public interest and provide for the health, safety, and welfare of not only animals but for consumers who not only adopt or purchase animals from PACFA licensed facilities but also use pet related services like boarding, training, dog daycare, and grooming.


We want to give a shout-out and thank all of our licensed facilities for renewing your 2025-26 license(s) on time. We had an 86% renewal rate this season with over 2,000 facilities renewing their license(s). We also want to thank everyone who completed their first continuing education requirement and hope to be developing more license category-specific online content for the next wave of continuing education.

Rulemaking Update

PACFA Rules and Regulations

On April 24th, 2025, PACFA and the Colorado Department of Agriculture as part of the official rulemaking process held a public hearing to hear and receive public comment on the proposed changes to the Pet Animal Care and Facilities Act Rules (8 CCR 1202-15, Parts 1, 2, 7, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, and 20).


The proposed rule changes were presented to and approved by the Colorado Agricultural Commission on May 15th, 2025. The final rules will be adopted by the commissioner and published in the Colorado Code of Regulations on June 25, 2025. The changes to the rule will become effective on or after July 15, 2025. Thank you to all of our stakeholders who participated and who have taken the time to provide comments and feedback on the proposed rule changes.
