Seasons Greetings!

We have lots of great information to share with you in this edition of our PACFA newsletter!

We have opened renewal season in early December again this year so that PACFA licensees like boarding/training, grooming and retail facilities that don't have to submit annual statistics reports can renew early to receive the tax benefits in 2020. This is also a great time of the year for anyone who wants to submit a new application for a PACFA license to apply!

CDA and other state agencies have transitioned over to new website formats and design. We hope the improvements made to our new PACFA web page make it easier for everyone in our licensed community and consumers to navigate our site to find the information they need.

As COVID-19 continues to rage throughout the country we will make every effort to keep our licensed community updated with information from the Governor's office or the Colorado Department of Health and Environment (CDPHE) that affects PACFA licensees. We will provide updates and information as soon as we can via email informational bulletins.

We are very excited to announce that we have started our PACFA Education Project. You can read more about the project in the article below.

PACFA Program Updates

2021-2022 License Renewal Information

All PACFA licenses expire March 1, 2021. Online renewal opened December 1st! Applications for license renewal can be submitted either online through AgLicense or by submitting a paper application.

All renewal applications submitted are reviewed and approved for completeness and accuracy. Approvals submitted online are usually approved faster than paper renewal applications. Log into your account to check the status of your renewal, once approved you many print your renewed license straight from your account in AgLicense!

In mid November the Colorado Department of Agriculture unveiled our new website. The PACFA web page has been modernized with easier to find topics and categories at the click of your mouse! Check out the new PACFA web page by clicking the button below.

Foster Home Inspection Exemptions

On October 14, 2020, the Colorado Agriculture Commission approved revisions to 8 CCR 1202-15 Part 19.11.2 of the PACFA rule that will allow shelters and rescues to request a temporary exemption from the requirement to do in person foster home exemptions. The new rule will go into effect on December 15, 2020 and any shelter or rescue that requests the temporary exemption must do so in writing and demonstrate provisions for the safety and welfare of any animal they place into foster homes during the period of the exemption.

Advisory Committee Updates

The PACFA Advisory Committee held a virtual Zoom meeting on Tuesday, November 5th, 2020. Meeting topics included new committee member orientation and updates about the implementation of the PACFA Education Project which you can read about in the next section.

PACFA Education Project

The ultimate goal of this project is to create and implement a Learning Management System (LMS) to create educational course modules to test basic knowledge in rules and regulations; ethics; animal care and handling; diseases and disease control; cleaning and sanitation; animal importation requirements; and other relevant topics in order to qualify and maintain a PACFA license.

COVID-19 Update

We are happy to report that animal shelters, rescues, pet transporters, boarding/training, retail and grooming facilities have all been classified as essential or critical businesses by CDPHE during the COVID-19 pandemic crisis.

Public health orders related to the COVID-19 response are not specific laws or regulations of the Colorado Department of Agriculture (CDA) or the PACFA program. Neither CDA or the PACFA program has the legal authority to regulate enforcement or ensure compliance with Executive Orders or Public Health Orders related to the COVID-19 pandemic response.

PACFA Inspector's Corner

Inspection FAQ's

PACFA Inspectors are dedicated to helping our licensed community understand and comply with PACFA and the rules and regulations. PACFA Inspectors and Investigators respond to and investigate consumer complaints on licensed and unlicensed facilities.

How Can I Contact My Inspector?

PACFA inspectors work from the field doing inspections or responding to complaints. The easiest way to reach your inspector is on their cell phone.

When Will I Get Inspected?

PACFA's goal is to perform a routine inspection of each of our licensed facilities once each year. Inspections may also be done upon consumer complaints so more than one inspection could occur each year. Routine inspections are typically unannounced and are scheduled based on several factors.
