PARCS UPDATE #192: July 27, 2022

A PREVIEW OF THE MEMBERS FAIR

Here are a few examples of sessions planned

for the Members Fair part of our convention

The Resort Village of Candle Lake is located 76 km north-east of Prince Albert and has the largest resort village assessment in the province. From 2016 to 2021, their population increased by 30%, from 840 to 1,160. Mayor Kostyna recently reported that last year had been a record year for the issuance of building permits. Is it any wonder that this resort village employs a Community Safety Officer? Could smaller communities share their funds to hire a shared Safety Officer?

The Community Safety Officer & a Candle Lake Councilor will be at Convention to explain how this system works for them.

The Member Fair sessions include both large and some of our smallest resort villages

In PARCS Update #185, we looked at the range of assessments for our Saskatchewan resort villages from the largest (at more than 555 million) to the smallest assessments (less than 19 million).  We have asked the RV of Lumsden Beach, with a very small assessment, how they manage to offer so many services that they do.

The Mayor of the RV of Lumsden Beach will describe the many ways they are able to offer a full range of services in spite of their size.

We also have a super policy sample

The District of Lakeland encompasses Emma Lake, Christopher Lake, Anglin Lake, and the McPhee Lakes.

In March of 2022, their Council gave third and final reading to a broad-based “Environmental Stewardship Bylaw” to implement better practices within a defined lake impact area, to balance public safety, environmental stewardship, and public enjoyment of activities affecting the foreshore, shoreland and lakes.

Two of the Lakeland Councilors will be on hand to describe what led them to setting these standards into law, and their plans for enforcement.

A newsletter that keeps a community together

Everything residents of the RV of Manitou Beach need to know can be found in their newsletter from information about bylaws, to reports about special events, to safety alerts, to acknowledgements about the work done by volunteers. One of the reasons that their newsletter is so comprehensive is that there are so many residents in charge of different part of the newsletter.

This newsletter is produced by a cadre of volunteers, coordinated by the village administrator.
