PARMA Name Change
The PARMA Board of Directors is excited to announce that PARMA has officially changed its name to the Public Agency Risk Management Association. This may be a seemingly small change by replacing 'Manager' with 'Management', but it has big meaning! "PARMA identified the need to change its name so that it represents the true purpose of the association", stated PARMA President Kim Hunt. "The word 'Manager' was limiting. 'Management' is a true reflection of the varying pubic entity positions that have risk management responsibilities."

What inspired you to pursue a career in risk management?
While working towards my degree in business at Sacramento State, I was really drawn to insurance, because I thought it would be an exciting and stable career to get into. Working at an insurance agency right out of college as an underwriter gave me my first real-world exposure to the profession, and I immediately fell in love.
What do you specialize in in your current job?
As an Associate Risk Analyst for the California Department of General Services, I get to work on a lot of different contract projects. I review hazardous contracts, amusement rides, master property liability, and provide consultations, which is probably my favorite part about the job.

PARMA's Plans for the Future
On April 21 & 22 the PARMA leadership met to review our strategic goals, conduct leadership training and plan the sessions for the 2017 Annual Conference. During the strategic work plan portion of the event, PARMA reflected on its progress to-date on several initiatives including connecting with students and young professionals, enhancing communications to our members and developing member resources.
The group identified priorities moving forward that include a continued focus on professional development, outreach, education and resource development. As noted in this edition of the e-newsletter, PARMA is making available a new member resources section of the website with plans to expand the available resources to include shared documents and archived webinars for on-demand learning. PARMA will also focus on designing a multi-day risk management academy that can be offered throughout the state.
The discussion also focused on the challenge of a shrinking pool of qualified risk management candidates and the role of PARMA to overcome this challenge. During this discussion the leadership reflected on accomplishments of the PARMA Outreach Committee in connecting with schools and students. The leadership agreed that additional outreach efforts make sense. The outcome of the discussion was a goal to connect with professionals who meet the criteria of a qualified candidate by expanding efforts to include risk management professionals in the private sector and to inform them of public agency risk management opportunities.
In addition to strategic planning, PARMA's Board of Directors and Chapter Officers participated in leadership training that they could apply to both their leadership roles within PARMA and in their careers. The takeaways from the leadership session were that:
- volunteers often receive more than they give in the way of both personal and professional growth;
- successful volunteers encourage other volunteers, engage and motivate them to grow, and become a source of inspiration; and,
- individual involvement can represent varying levels of time commitment, comfort level and responsibility. It's a matter of matching the talent and available time commitment of each volunteer to tasks within an organization.

PARMA Announces New Member Resources
PARMA has launched the new Member Resources pages on its website. Currently, this new section of the website contains the contact information of members who have volunteered to make themselves available as a resource for various topic areas such as risk management, workers' compensation, insurance, human resources, etc. PARMA members can look forward to the website being expanded to include shared documents and archived webinars for on-demand learning.

Risk Management 101 Session at 2017 Annual Conference
PARMA is pleased to announce that the popular Risk Management (RM) 101 session will return to the 2017 Annual Conference. The RM 101 session is designed for public entity employees new to risk management. This full-day informative and interactive tract will feature general risk management principles and workers' compensation. The registration fee for the event is very affordable at $100 per person.

Alliant Releases Updated Insurance Requirements in Contracts Manual

Alliant Insurance Services is pleased to announce the release of the new edition of the longtime reference manual, Insurance Requirements in Contracts Manual (IRIC Manual). The IRIC manual was developed originally in the 1970's and has been updated to reflect current practices. Version 9.0 was prepared in partnership with the CSAC Excess Insurance Authority with contributions from Robert Marshburn, Marjorie Segale and Darwin Hostelley. The new edition includes important updates and additions including:
- Revises requirements in response to new Insurance Services Office (ISO) forms so that the additional insured public entity has access to all the coverage available under the contractor's insurance program;
- Discusses applicability of additional insured status on Auto Liability policies;
- Conforms manual recommendations to new California statutory requirements related to design professionals and contractors;
- Describes how new ISO forms can be combined to achieve a public entity's coverage goals;
- Removes references to contractor deductibles since the insurer is responsible for recovery of deductibles,but clarifies that contractors must disclose self-insured retentions and protect the public entity from contractor insolvency;
- Adds a new chapter with discussion and sample requirements for cyber risks including IT consultants, software vendors and cloud providers; and,
- Adds a new chapter with discussion and sample requirements for operation of airports, aircraft, fixed base operators and UAV/Drones.
EIA and Alliant have established a partnership which will lead to more regular updates to the manual - targeted for each January and as needed. We have already received a request for further discussion on marine related risks. In addition, Alliant is working on an interactive version of the manual that is easier to navigate through an on-line interface.
