COPAS Spring 2022 Planning Committee
The COPAS 2022 planning committee met on October 14, 2021, to discuss our plans for the big event.  Our event will be held the week of April 25, 2022.

Since there will not be an in-person meeting in November, we will be scheduling individual meetings with the various sub-committee chairs during the month of November to discuss the next steps.  If you are not on the volunteer list and want to participate, please let me know so we can include you in the zoom meeting invites this month.

We will be meeting periodically throughout the year to discuss the Spring 2022 meeting.  If you would like to be added to our email distribution for COPAS 2022, please let both of us know. (pashjennifer@yahoo.com & mcaruso200@gmail.com)   Those on our active list will be notified of any meeting dates.

Keep brainstorming, we still need help in all areas!  We have our committee chairs in place, and they would love your help in planning and assisting during the event in 2022.  If you would like to participate, but aren’t sure where, we can share details on the various committee opportunities.

Sponsorship donation forms are now available.  If you need one or know someone that would like to donate to our event, please contact us as pashcopas2021@yahoo.com.

If you have attended a COPAS meeting, please feel free to email us (pashjennifer@yahoo.com & mcaruso200@gmail.com) your thoughts on those meetings.  We are interested in your thoughts of the recent meetings that were held virtually.

To reserve your hotel room at the reduced rate of $189 plus taxes & fees/night, please call 800-392-5937 or visit their website https://www.sanluisresort.com/  The booking code is COPAS22.  In addition, there are a limited number of rooms that will be available up to 3 days before and 3 days after the event for the reduced price.  Call early to reserve these dates.

If you have any questions about the event (planning/assisting/attending), please contact Jennifer Holt-McKellar.

Financial Reporting & Tax Committee
Hi all, thank you for those who have responded to the Committee Chairs’ email (dated 10/29/2021) about the topics of interest. If you haven’t responded, we’d certainly welcome your feedback!

For November, we will have the opportunity to join our friends from the Denver COPAS chapter for a virtual presentation about Colorado Oil & Gas Regulatory Update. Even though it’s about Colorado, it could still be impactful if your company/clients have assets in the State of Colorado.

The presentation will cover the following topics:
  • Status of the Colorado Oil and Gas Conversation Commission (COGCC)’s Implementation of the Mission Change Rules
  • Status of the COGCC Financial Assurance Rulemaking and what Operators need to be aware of
  • High level overview of the Colorado Dept. of Public Health and Environment (CDPHE) Greenhouse Gas (GHG) Rulemaking and what Operators need to be aware of

A quick bio about the speaker –
Kelsey Wasylenky is a Shareholder at Jost Energy Law, P.C. Kelsey has been practicing oil and gas law in Colorado since 2006, including all aspects of regulatory compliance and transactional legal work involving natural resource development. Kelsey began her legal career in energy as In-House Counsel for an exploration and production company where Kelsey developed an expertise in oil and gas transactional law, including acquisition and divestiture, regulatory and environmental compliance, and contract negotiation. Kelsey joined Jost Energy Law in 2016 where she continues her transactional representation of numerous clients in Colorado and Wyoming, in addition to practicing in all aspects of oil and gas regulatory work before the Colorado Oil and Gas Conservation Commission, from the planning and preparation of an application to the COGCC through the hearing and approval stage. Kelsey is actively involved in both state and local government regulation of oil and gas, including drafting and presenting legal comments to proposed oil and gas local regulation and legislation, and representing operators in legislative and state rulemaking hearings. Kelsey received her M.B.A. in Environmental Policy and Management from the University of Denver Daniels College Of Business in 2011, her J.D. from the University of San Diego School Of Law in 2006, and her B.A. from Brown University in 2002.

The event is currently scheduled for Tuesday, 11/16/2021, from 11:45am-1pm MST.  We will share the registration link directly with our committee members once available. If you know of someone outside the Financial Reporting & Tax Committee that may be interested in this subject, please reach out to the Committee Chairs, Roger Shao (Roger.Shao@mossadams.com) and Pablo Lutenberg (PabloLutenberg@gmail.com) and we can add to the distribution.

As always, please let the Committee Chairs know if there is any topic(s) of interest or if you're aware of any speakers who have recently presented on subjects that may be of interest to our members.

Thank you to our committee members for your continued support of PASH and our industry!
