Education Committee 


Our next meeting will also be held via Zoom on Monday, November 14, 2022. Meeting login info will be sent closer to the meeting.

 

This committee meeting will continue to focus on Education Day speakers and the Scholarship program. Please email Jacque (pasheducation@gmail.com) if you plan to participate in this meeting and want the paperwork before the meeting. Agendas will only be sent to those that respond prior to the meeting day above.

 

Ethics course – Location nor date has been confirmed. Watch for information in the upcoming newsletters.

 

Scholarships - The committee will discuss the Scholarship program for April 2022.

 

Education – Education Day date has not been set as of this newsletter. Look for registration to be available in late March or early April. If there is a speaker you heard at a conference you attended and think others would enjoy the topic, please send the topic and the speaker contact information to Jacque (pasheducation@gmail.com). Jacque will review the topic/speaker with the committee and contact them if a slot is available.  


Revenue Committee and Financial Reporting and Tax Committee

Revenue Committee and Financial Reporting and Tax Committee will be holding a combined meeting on November 17, 2022 at the Whitehall Hotel from 3:00pm to 5:00pm


We will be featuring 2 speakers David Romig (Ryan, LLC) representing PASH Revenue Committee and Pablo Prudencio (Wood Mackenzie) representing PASH Financial Reporting & Tax Committee. 


David Romig is an Accredited Petroleum Accountant with over 41 years of Oil and Gas industry experience working for majors, independents and as a consultant. He is currently a Senior Manager for Ryan LLC. Prior to Ryan, he was an Assistant Controller of Revenue Accounting. During his career, he has worked in Revenue Accounting, Operations Accounting, Plant Accounting and in IT. David has seen the deregulation of the industry and worked through these transitions and managed the opportunities. He has overseen revenue collections exceeding billion dollars per month and has worked as the Reporter for one of the top 6 payors of federal royalties to the US. David has watched federal royalties evolve from reporting to the USGS to the MMS to ONRR. He has been an active member of COPAS and PASH for over 28 years. He represented COPAS as a committee member on the Dept of Interior Extractive Industries Transparency Initiative as well as a general industry representative for the Gas Royalty Negotiated Rule Making Initiative with the Mineral Management Service.


Pablo works as a Principal Analyst within Wood Mackenzie's US Lower 48 upstream research team. He is responsible for developing the company's long-term oil and gas supply view for the Lower 48 states. In previous roles, he was the lead analyst covering some of the most active unconventional plays in the US, including the Permian and Bakken. Pablo specializes in identifying key trends and themes across the US E&P space and understanding their impact on activity levels and production. Pablo graduated from Texas A&M University with a BSc in Petroleum Engineering.

Our November meeting will be held on Thursday, November 17th

from 3 – 4:30 pm IN-PERSON at the Whitehall Houston



We will be reviewing the latest draft of the MFI-40 re-write as well as discussing issues brought up during the National meeting in Irving last month. If you have any questions, feel free to contact Chris Pry at cpry@pooleaudit.com or Emily Boone at eboone@pooleaudit.com. Also, please invite any coworkers or any one you know that might want to join our Committee and PASH.

Joint Interest Committee

Cecil Sprague will be the guest speaker for the JI Committee for November 2022; discussing Equipment and Facilities furnished by the Operator.

 


Cecil R. Sprague III, CPA - APA

Asset Accounting Supervisor – Eagle Ford, Permian, and REx

 

Cecil Sprague has worked for Marathon Oil for almost 15 years of which the vast majority of his time has been spent on various domestic onshore assets along with a stent working internationally. Cecil has supported resource shale plays in North Dakota, Permian, Eagle Ford, and Oklahoma in a variety of roles throughout his career. Currently he is the Asset Accounting Supervisor for Eagle Ford, Permian and Resource Exploration. Prior to joining Marathon, Cecil worked for Oxy and KBR. Cecil is an APA, a CPA and earned his undergraduate degrees in accounting and business administration at Northwestern State University while getting his MBA from LSU-Shreveport. Cecil has been an active member of PASH and recently served on the Joint Interest committee prior to joining the National Audit Committee as secretary in 2021.
