The Joint Interest Committee will present Honorary former PASH President, Wade Hopper, to dive into a discussion of Parliamentary Procedure (aka Robert's Rules of Order). He will speak on conducting an orderly and effective meeting, and understanding what rules govern the meeting process. This will be a hands-on experience for the participants.
Wade is no stranger to PASH - he has over 40 years of Oil and Gas experience with joint interest accounting, revenue accounting, gas marketing accounting, gas pipeline regulatory management, and severance tax administration. Wade retired from Chevron as a tax analyst.

Second Speaker
Sonya Barguiarena Bass has been a key member of University Lands’ accounting team for eight years and is based in the Houston office. As Oil & Gas Accounting Manager, she leads efforts to establish royalty obligations and verify production and royalty data within UL’s Compass reporting system—work that directly supports the Permanent University Fund benefiting the University of Texas and Texas A&M systems.
Before joining University Lands, Sonya built a strong foundation at the Texas General Land Office, where she conducted compliance reviews for the Office of Natural Resources Revenue, performed minerals audits, and monitored data within the GLO’s royalty reporting system, RRAC.
She holds a BBA from the McCombs School of Business at the University of Texas at Austin and an MBA from Texas Woman’s University. Outside of work, Sonya enjoys traveling and exploring the trails of Memorial Park with her doodle, Rico.
Sonya will give us a comprehensive overview of the University Lands (UL) Oil & Gas Royalty Reporting system.
This presentation will cover the rules and regulations that govern the royalty reporting requirements including valuation, P&I assessments, and reporting deadlines that UL operators must adhere to. Additionally, we will review navigating the UL website and go over our electronic reporting portal “Compass”. We will discuss common reporting and payment errors & FAQs; planned enhancements; UT-5 Purchase Contract Requirements; other royalty considerations; and best practices.
Learning Objectives:
By the end of this presentation, you will be able to:
1. Understand University Lands’ governing rules and reporting requirements. Participants will be able to identify key statutes, lease agreements, and deadlines that shape royalty reporting obligations for University Lands, including associated penalties for non-compliance.
2. Navigate and utilize the Compass portal effectively: Attendees will learn how to enter, validate, and submit UT-1, UT-2, and UT-3 reports within Compass, troubleshoot common errors, and manage customer account balances and reallocation processes.
3. Apply best practices to ensure accurate and timely royalty payments: Reporting professionals will be equipped with strategies to maintain compliance, ensure data accuracy, and avoid audit discrepancies.
