Samantha S. La Pine Homeowner
Samantha’s fork in the road moment came when she was battling addiction and was basically homeless. She had two choices, continue down the same path or seek and new direction. Samantha chose to seek help and joined a sober living recovery program. This was the first of many good decisions to follow that would change Samantha’s life. Samantha applied for and was selected into the Housing Choice Voucher program in June of 2019. As a single mother of two who was working part time, the rental assistance offered a lifeline for Samantha to provide a safe and affordable home for herself and her children. It also provided her with the stability she needed to focus on creating her future.
Samantha found full-time employment within a year of receiving her voucher and then in late 2020 she applied for and joined the PATHWorks program. She was still struggling with her finances and was having her wages garnished, so she wanted to start cleaning up her debt and learning new financial skills. Samantha knew she needed to increase her income, and within a few months of joining the PATHWorks program she found new employment that increased her hourly wage. Through following a written budget and tracking her expenses she was making progress on her debt and was seeing a path to a brighter future.
In the summer of 2021 Samantha was approved for the VIDA matched savings program. She chose to save for homeownership, but she still didn’t quite see the goal of homeownership as achievable, yet! In early 2022 she was able to take advantage of the new VIDA rules and increase her match savings portion from a 3 to 1 match to a 5 to 1 savings match. This would allow her to have $18,000 available for a down payment on a home. Samantha now started to see homeownership could be a reality. Samantha wanted to stay in La Pine, so she applied and was accepted in the Sunriver/La Pine Habitat for Humanity program in 2022.
Now it was just a matter of time as she fulfilled her Habitat sweat equity hours, program requirements and waited for her home construction to be completed. Along the way she completed her required financial and 1st time home buyer training. Things were going well and then Samantha was laid off from her job. Instead of letting this derail her goals, Samantha quickly found full-time employment in her same field with higher pay and was back to work in less than a month. This proved her resilience and determination to reach her goal.
Samantha met with a mortgage broker and started the process of getting prequalified for a home loan. She still had some debt that needed to be cleared up and because she had her VIDA funds, she was able to pay off that debt at closing using those funds. Working with the lender and Habitat, Samantha was prequalified and closed on her home in early November of 2023. She graduated from the PATHWorks program and is at the beginning of her new journey as a homeowner.
Samantha shows us all that there is a path to achieving your goals. Staying patient, consistent employment, resilience in the face of challenges and the discipline to make the right financial choices to achieve your goals even if that means making short-term sacrifices. Like Samantha says, “Reaching my goals took effort and faith, but without sobriety none of this could have happened. I am grateful every day for how far I have come. If you are struggling with addiction, get help. If I can do it, so can you.”

The Importance of Skills and Qualifications
Traditionally, a degree was seen as a prerequisite for most high-paying and fulfilling jobs. Research has shown in the past that the more education someone had, they earned more money. Many employers have required education and experience beyond a high school diploma. Going to college and working towards an associate's (AA typically 2 years), bachelor's (BA/BS typically 3-7 years), master's (BA/BS + 2 years), doctorate degree (PHD, BA/BS + 4 years) isn't for everyone though.

Low-Income Discount and
Equal Payment Programs for
Electric Bills
You can apply for a discounted electric bill through Oregon’s Low-Income Discount (LID) Program. The Low-Income Discount Program offers financial assistance to qualifying low-income households, through monthly bill discounts. This is a monthly discount on your electric bill, NOT just one-time assistance.
Guidelines to Apply for LID:
- To qualify, the power bill must be in your name.
- You must meet the current income guidelines, adjusted for household size. Qualifying income refers to total gross income from all sources, both taxable and nontaxable. Household size reflects all permanent residents in the home, including adults and children.
- Oregon LID Discount applies only to bills associated with the Customer's permanent primary residence.
- If you enroll, you will see discount savings on future electric bills.
- Don't include income documents with your completed application.
- Re-enrollment will be required every two years. Customers receiving LIHEAP or OEAP within 12 months of recertification will automatically be re-enrolled for two years.
In addition to the Low-Income Discount Program, Oregon offers another innovative solution for managing electric bills: the Equal Payment Program. Once you have lived in your home for at least one year, you can apply for the Equal Payment Program. Under the Equal Payment Program, your annual electricity costs are divided into 12 equal monthly payments. Having your electric bill be a fixed expense and be the same amount every month tends to make budgeting easier. When you’re not on equal payments and your bill is a variable expense and changes each month depending on your usage, it’s harder to budget for that until you receive you monthly bill. Equal Payments are especially beneficial for anyone with limited financial resources, as it allows you to plan and allocate your funds more efficiently.
The Low-Income Discount and Equal Payment Programs foster a sense of empowerment and financial responsibility by offering practical solutions for managing electric bills and reducing the financial burden on low-income households. They can help lower your monthly costs and improve financial stability.

33 Units of Permanent Supportive Housing Coming to Bend
Housing Works held a groundbreaking event to celebrate the start of construction on a 33-unit permanent supportive housing (PSH) community. Notable speakers in attendance included Director Andrea Bell from Oregon Housing and Community Services, City of Bend Mayor Melanie Kebler, and HUD Director Bryan Guiney.
The PSH community will include a broad spectrum of supportive services to help serve medically vulnerable and chronically homeless individuals in our region. A critical component of operating PSH successively is partnering with strong service providers. Housing Works has selected Shepherd’s House Ministries to manage the day to day operations with additional support from organizations that support chronically homeless community members, such as FUSE, Homeless Leadership Coalition, and Deschutes County Behavioral Health. Shepherd’s House will offer intensive onsite services and 24/7 presence on the property to service the diverse needs of the residents.
The 1.13 acre site will be leased from NeighborImpact, the region’s Community Action Agency. The PSH community is centrally located, just a block off the 3rd street corridor, within walking distance of public transportation, groceries, pharmacy, and other amenities. The 3-story building will include 24 studios and 9 one-bedroom apartments with over 3,000 sf of community and office space for the provision of services from our partner agencies. The building is designed to meet earth advantage platinum standard (highest standard available) and will include large, high efficiency windows to support natural daylighting, LED lighting with occupancy sensors, solar ready, and whole house fan systems that provide filtered air into the building. Building to earth advantage platinum standard will reduce operating costs and increase comfort for residents.
The PSH development is supported by funds from Deschutes County, Oregon Housing and Community Services, and the City of Bend. The development was designed by the Pinnacle Architecture/Morrison Maierle engineering team, and will be constructed by local general contractor R&H Construction Co. Construction will be completed by fall 2024. The property will be professionally managed by EPIC Property Management LLC.

The time you apply during the week does not impact your position on the waiting list. All applications taken during the open period will be randomized by a computer and placed on the waiting list to give all applicants an equal chance. You can check your position on the waiting list at the end of January here.
Who is Housing Works and what is the Housing Choice Voucher Program?
Housing Works administers a federal contract with the Department of Housing and Urban Development (HUD) to provide rental assistance (Section 8 Housing Choice Vouchers) to lower-income households in Central Oregon. We currently assist over 1,400 families and individuals on a monthly basis through the Housing Choice Voucher (HCV) program. Learn more about participating in the voucher program here.

Security Deposit Assistance Available!
Rental security deposit assistance loans are available to Housing Choice Voucher holders and residents moving into Housing Works-owned properties managed by EPIC Property Management ONLY on a first-come, first-served basis when funding is available. These funds help individuals and families remove barriers to accessing safe affordable housing once they are selected for a rental home.
