PBA Board of Director's News
Mike Fleischauer has departed from Greyhound, vacating his position on the board. Greyhound nominated Howard Nice to take the position and Chair, John Bailey approved.
Howard started 35 years ago with Safeway Trailways out of Camden, NJ.
After Greyhound purchased Safeway Trailways, Howard held many roles as driver instructor, supervisor in NYC, manager in Atlantic City, oversaw the driver dormitory in NYC and currently holds the position as Manager of the Greyhound agency in Mount Laurel NJ, for the past 20 years.
Howard has been on the board of the Museum of Bus Transportation located in Hershey, PA for 22 years and holds a present position of Treasurer. We thank Howard for his volunteerism and willingness to support our mission.

FMCSA Administrator Ray Martinez Leaving Post
The "most active, receptive and responsive" administrator in the history of the Federal Motor Carrier Safety Administration (FMCSA) is leaving his post after less than two years on the job. FMCSA Administrator Ray Martinez will leave the position at the end of October, the U.S. Department of Transportation confirmed on Thursday, October 10th, 2019.

Access ELD trainings and webinars from FMCSA
FMCSA has created and posted two interactive ELD training courses to provide a refresher to help ensure that motor carriers and drivers subject to the ELD rule, and ELD providers, are prepared for the December 16, 2019 deadline for full conversion from AOBRDs to ELDs. Topics include data transfer methods, the difference between ELDs and AOBRDs, and how to address technical issues or maintain device compliance.

Good News Regarding Winter Weather Restriction Policy
Milliron & Goodman Government Relations, LLC. met with representatives from Governor Wolf's office and PennDOT who wanted to brief them on their plans for winter restrictions based upon the comments Milliron & Goodman provided last winter.
PennDOT/PEMA/PSP didn't have an approved written document to provide, but the following is a summary of their plan for this coming winter:
Advance Notice
- PennDOT will provide advanced notice 48 to 12 hours ahead of time that restrictions are being contemplated.
- Basically, if the projected weather (snow or ice) happens, the following restrictions will be implemented...
- If the projected weather doesn't materialize, then no restrictions will take place.
Commercial Motor Vehicle (CMV) dedicated webpage on the PA 511 network
- There will be a dedicated area for CMVs on the PA 511 network where carriers can get information on restrictions.
Classification of Restrictions
- 45 MPH, right lane only for CMVs.
- Doubles and empties will now be 2 separate restrictions.
- Clarifies that empty means 1/3 gross weight.
- If either (doubles) is empty, they are considered empty.
- Clarifies that doubles may be allowed if chains are visually present (not necessarily on - i.e. chains hanging down) which is necessary for enforcement purposes.
- Chains must be full for both drive axels.
- Alternative tractions devices may be allowed.
- Drop down chains
- No auto socks allowed
- CMVs restricted.
- All vehicles restricted.
Special Exemptions (With notice provided to PSP/PennDOT)
- Utility vehicles (i.e., electric, gas, water...)
- Fuel (i.e., gas, heating oil)
Milliron expressed that they are very happy with the policy, as it meets all of the recommendations they made last winter. However, implementation is always the key component of any policy so they will continue to work with PennDOT/PSP/PEMA to smooth over any growing pains as this new policy takes effect.
Finally, they were very pleased with the response they received from all parties involved (PennDOT/PSP/PEMA and Governor Wolf's office) and thank them for their cooperation. In addition, the Motor Carrier Safety Advisory Committee has yet to make their recommendations, so there could be additional refinements to the winter restrictions policy.

Congestion Pricing Schemes Gain Steam
New York state legislators voted in March to impose the country's first congestion pricing program in New York City beginning in 2021. Now Chicago's new mayor, Lori Lightfoot, said she is considering a congestion pricing system, too.
Chicago news media reported in August that congestion pricing was being explored as a possible means of closing the city's annual budget shortfall of $1 billion. The plan would likely impose fees for entering a zone including the city's downtown "Loop" and "Magnificent Mile" areas.
