David Thomas Trailways Depart with Pennsylvania-Task Force 1 Ahead of Hurricane Dorian 
Friday, Pennsylvania-Task Force 1 left for Miami on David Thomas Trailways in the event Hurricane Dorian ravished southern Florida. Pennsylvania-Task Force 1 is one of 28 federal urban search-and-rescue teams overseen by FEMA.  We thank David Benedict for sharing this story with us, and for his service in the face of a natural disaster.
Bailey Coach and Wolf's Bus Lines To Help With Hurricane Dorian Evacuations 
Four buses from Bailey Coach and Wolf's Bus Lines will transport Marines from the base at Parris Island, South Carolina, to a location in Georgia.   "We are glad we can help. It is very important to support the people who are going to be enduring the storm. But more important, supporting the military," said John Bailey.
Drug and Alcohol Clearinghouse: Query Plans 
Employers of CDL drivers can now review details on purchasing a query plan that will enable them to conduct queries starting January 6, 2020.  

Query plans may only be purchased from the FMCSA Clearinghouse website. Query plans will be available for purchase fall 2019.
FMCSRs Safety Seminar Schedule
The FMCSA Pennsylvania Division will be hosting safety seminars this Fall on the Federal Motor Carrier Safety Regulation.  Tim Cotter's office is partnering with the PA State Police in hosting these seminars, which will be held in different parts of the state and there is no cost to attend.
 
These seminars are ideal for carriers who are new or for individuals who may be new to the industry and have a need to learn more about the Federal Motor Carrier Safety Regulations.  Anyone interested in attending can send an email to the address noted on the brochure to obtain the link and register for a seminar. 
FMCSA Re-Opening Comments 
FMCSA is reopening the comment period on the preemption petition ABA filed back in 2013, to preempt NY's 19A.

It would be helpful to have a broad turnout in terms of comments filed in support.  There is a very short comment period (30 days)Details are available here

Former President of PA Bus Company Sentenced
On August 19, 2019, Tian Jian Pan, former president of Universe Bus, was sentenced in U.S. District Court, Harrisburg, Pennsylvania, to 37 months of time served, 36 months of supervised release, and a $100 special assessment fee. 
David Rowe Wins Election for PA's 85th House District
Voters in Pennsylvania's 85th district have elected  Republican David Rowe to fill the lone vacancy in the state House of Representatives.   With 100% of precincts reporting, the unofficial results have Rowe with 6,489 votes (63%) to Democrat Jenn Rager-Kay's 3,874 votes (37%).
Public Meeting- Technical Spec for ELDs
FMCSA announces a public meeting to discuss the technical specifications in Appendix A to Subpart B of part 395, Functional Specifications for All Electronic Logging Devices (ELDs), as published in the ''Electronic Logging Devices and Hours of Service Supporting Documents'' final rule (ELD Rule). 

This meeting will be a forum for discussion of the minimum requirements for ELDs and is being held to help manufacturers produce ELDs that will comply with the ELD Rule.  The public meeting will take place on Friday, September 6, 2019, from 9:30 a.m. to 1:00 p.m.   The meeting will be held at the U.S. DOT Headquarters Building, 1200 New Jersey Avenue SE, Washington, DC 20590. Those interested in attending this public meeting must register and should review the Federal Register notice for more information.  
Interstate Carriers Who Also Hold PUC Operating Authority
Interstate carriers that also hold operating authority from the Public Utility Commission and pay the UCR fee must still pay a PUC assessment on revenue earned from non-UCR operations.  

UCR operations are limited to: (1) group and party service in vehicles seating 16 or more passengers, including the driver; and (2) property service (does not include household goods).  Note that payment of the Commission assessment (based on non-UCR related operations) will not relieve a carrier from registering under the UCR Act and paying the appropriate UCR fee for that portion of its operations subject to the UCR program.  

Carriers must verify their interstate operations with the Commission on the annual Assessment Report. Carriers will be asked to provide their US DOT number, and if appropriate their MC number.  

Interstate carriers that also hold operating authority from the PUC are not required to display the PUC number on their vehicles, nor carry any credentials demonstrating PUC authority.
PennDOT Transportation Planning Initiative Named Finalist
The Pennsylvania Department of Transportation (PennDOT) was named as one of the Top 12 projects nationwide in the America's Transportation Awards competition for its "PennDOT Connects" transportation planning initiative, that engages community stakeholders, planning organizations, and local governments to help ensure that community needs are understood at each phase of a transportation project's planning process.

PennDOT Connects was nominated in the Quality of Life/Community Development category, and is competing for the national Grand Prize and the People's Choice Award.

Sponsored by the American Association of State Highway and Transportation Officials, (AASHTO), AAA, and the U.S. Chamber of Commerce, the competition evaluates projects in three categories: Quality of Life/Community Development; Best Use of Technology & Innovation; and Operations Excellence.

An independent panel of transportation industry experts will select the Grand Prize winner, while the public will decide the People's Choice Award winner through online voting that has begun and ends at 11:59 p.m. eastern time on Sunday, Oct. 6.   You can cast your vote here.
