Fiscal year 2021 pension funding allocation available
|
|
|
The General Assembly’s continuing resolution maintains for fiscal year 2021 the same funding that was provided for SCRS and PORS in fiscal year 2020, including the funding to offset a portion of the employer contribution rate that has been provided to most employers in SCRS and PORS in previous years. However, it should be noted that any funding provided for SCRS and PORS for fiscal year 2021 in the continuing resolution is subject to change by the General Assembly when it adopts the final budget for the fiscal year.
The credit invoice will be a one-time credit in the same amount as last year’s credit. Employers can use this credit invoice for the quarterly deposit for the quarter ending September 30, 2020 (due to PEBA by November 2, 2020). A participating employer will not receive a credit that exceeds its employer contributions due. An employer cannot use the credit on a monthly deposit or for the quarter ending June 30, 2020, since the funds are allocated specifically for fiscal year 2021.
The employer's fiscal year 2021 credit amount is available
online.

Clarification about federally required notices
|
In the July 7,
PEBA Update, we announced changes to the 2020 open enrollment materials. While we understand many employers may have employees who are working remotely, federal laws require written notification of many of the notices prior to open enrollment; therefore, sending notices electronically does not comply with these federal laws. Ultimately, it is the employer’s obligation to ensure that its insurance-eligible employees receive these notices in writing. PEBA assists employers with this obligation by providing printed copies of these notices before open enrollment. Once the delivery timeframe has been confirmed with the printer, we will notify employers via
PEBA Update so you can prepare for the delivery.

Employer Services' focus changes
|
Our Employer Services staff is working to meet the needs of employers remotely instead of being in the field. We are proactively contacting employers, so you may have already spoken with someone, but feel free to reach out at any time to let us know what you need. You can email us at
EmployerServices@peba.sc.gov. Please also note that the form to request Field Services attend an event has been removed from the website.
Our online resources,
EBS and
EES, allow you to conduct most transactions online. We highly encourage you to use them, and avoid sending paper forms and documentation to PEBA.
Presentations and videos for our retirement awareness series are available on the
Be Aware and Prepare
page. This includes the
Retirement Starts Now mid-career seminar, and the
Get Set for Retirement preretirement seminar. Insurance presentations and videos for members, as well as other retirement presentations and videos, are available on the
Publications page.

Field Services: employer phone visits
|
In May, we announced that Field Services would continue to reach out to employers through phone calls in June. We were overwhelmed by the positive responses and engaging discussions. Thank you!
Our relationships with each of you are important and we miss our interactions in the field, not only with you, but also your employees. Field Services will continue phone calls and we look forward to speaking with you. Remember to review your contact information in
EBS and
EES to ensure our team members have your current information.

Get Set for Retirement seminars
|
|
|
As part of the
Be Aware and Prepare series, PEBA offers a preretirement seminar,
Get Set for Retirement, for employees who are within a few years of retirement eligibility. Due to COVID-19, however, the 2020 fall in-person regional seminars have been postponed.
Members have expressed how beneficial these seminars are and many think the information is useful at any time in one’s career. Members can view the retirement and insurance presentations online and videos of the presentations are now available. View the presentations and video playlists at
