Hi all,
City of Bend is updating their Standards and Specifications. The comment periods are now closed and the final update is coming in November.
Our speakers Ryan Oster, Alex Doza and Scott Little will give us the summary of what is changing.
The major focus of this update will be aligning the following from current 2008 Oregon Standards for Specifications (OSSC) to 2021 OSSC:
- Part I – Section 5 (Special Provisions to the OSSC General Conditions Volume I);
- Part III (City of Bend Special Provisions to the OSSC Volume II), and;
- Part IV (Supplemental Standard Specifications for Construction).

Ryan Oster, PE, City of Bend, Engineering and Infrastructure Planning Director/ City Engineer
Ryan Oster is a licensed Professional Engineer with a Bachelor’s degree in Civil Engineering from the University of Portland. He is the City Engineer and Director of the Engineering and Infrastructure Planning Department for the City of Bend. Ryan has been with the City for 11 years and prior to coming to work for the City he spent 4 years as a consultant with David Evans and Associates working primarily out of their Portland office. Ryan is also a member of the US Army Reserves and is currently assigned to USINDOPACOM where he focuses on military construction projects in the pacific rim theater of operations.
Alex Doza, PE, City of Bend, Project Engineer
Alex Doza is a licensed Professional Engineer with a Bachelor’s degree in Environmental Engineering from the University of Central Florida. She is a Project Engineer for the City of Bend, Oregon with 3.5 years of project management experience on various capital improvement projects, with a focus on sewer utility and water reclamation.
Scott Little, DOWL, Civil Engineer
Scott is a Civil Engineer with DOWL and has 10 years of experience in both design and construction of public infrastructure. He held key roles on a number of large City of Bend infrastructure projects including the Raw Water Conduit, Southeast Interceptor, 14th Street Reconstruction, Plant Interceptor Rehabilitation, Murphy Corridor Improvements, Neighborhood Greenways, and Columbia Roundabout Improvements. The DOWL team (including sub-consultant Jacobs) was selected as the technical consultant to update the City of Bend Standards and Specifications based on relevant project history and familiarity with the City’s Standards and Specifications.
