Pinch Test
Most pipe smokers use the pinch test to determine the moisture content of the tobacco. Pinch a small clump of tobacco between the thumb and forefinger. The tobacco should for not more than a few seconds and then release itself. If the tobacco crackles, it is too dry. If it stays clumped it is too moist.

HUMIDIFICATION
The differences between cigars and pipe tobaccos includes plant varietals, growing techniques, curing/fermentation processes, and most notably construction, production, and storage methods. Consequently, humidification standards for pipe tobaccos are not the same as for cigars: pipe tobaccos do not require the same strict adherence to 70% RH and 70°F like cigars. Pipe tobaccos can be stored between 55% RH up to 75% RH for long term preservation. In addition, they should always be kept away from sunlight and in relatively cool temperatures; like wine and cigars.
Ultimately, only your own personal preferences can determine the best humidity levels for your pipe tobacco. Preferred humidity will vary between different cuts and blends because the tobaccos will have different densities and smoking characteristics.

cut tobaccos all smoke best at different humidity levels and only the personal preferences of the pipe smoker can determine what moisture content is best. Fortunately, pipe tobaccos can be moistened or dried out with relative ease.
RE-HUMIDIFY
This method can be used when a pipe humidor is unavailable or if a quicker solution is needed.
Rub out
your tobacco and place it in a bowl. Place a towel dampened with distilled water over the bowl and allow it to sit for a period of time: between 15 minutes up to several hours. You can gently mix the tobacco every half hour or so and re-moisten the towel if needed. This process will allow the tobacco to absorb moisture slowly. This method is preferable to spraying water on top of the tobacco. Spraying water can easily over saturate and/or remove
casing
from the tobaccos.
DE-HUMIDIFY
Rub out and spread out your tobacco on a tray or flat surface. Exposing the tobacco to the open-air will encourage excess moisture to dissipate. Keep a close eye on the tobacco, pinching it every 10 minutes or so, until it reaches your desired moisture level.

PIPE TOBACCO CUTS
Cube
Cube cut is just what it sounds like, a pipe Tobacco which is cut or shred into small, square-like pieces. These relatively uniform, chopped up pieces of Tobacco are easily blended and smoked. Burley Tobaccos are the most common cube cut.
Flake
Pipe Tobacco which has been Pressed into bricks and then sliced into broad, flat flakes. Flake Cut Tobaccos, as depicted here, can be comprised of many different Tobaccos. These Tobaccos benefit from the Pressing because it allows their flavors, densities, and moisture levels to marry: it will also help them synergize more as they age. Flake Cut Tobaccos should be

Plug
Also known as Navy Plug, it was given the name because sailors would fill a long canvas tube with Tobacco and flavorings (rum, fruits, spices), then twist the tube tight: mimicking the Pressing process. This technique created a dense "rope" of Tobacco about an inch thick. When a piece of the Tobacco is sliced/cut off it is called a Plug: this must be

for smoking purposes.
Ribbon
Ribbon Cut is exactly what is sounds like, Pipe Tobacco cut into thin, long ribbons - which are shorter and thicker than Shag Cut.
Shag
Tobacco which is finely cut/shredded into long threads: thinner and longer than Ribbon Cut. Virginia Tobaccos lend themselves to this Cut because of their large size. This Cut is common for natural RYO cigarette tobaccos as well.
