Support Proposition 4: A Historic Climate Investment

The Board of Directors for the San Gabriel Valley Municipal Water District has voted to support Proposition 4, the "Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024," during their September meeting. If passed by voters on November 4, this measure will be the largest public investment in climate resilience in California's history.


Background

Proposition 4 is the result of years of legislative efforts to tackle California's climate and environmental challenges. Initially, Senator Ben Allen proposed a $15 billion bond with Senate Bill 867 (SB 867), and Assemblymember Eduardo Garcia introduced a similar measure, Assembly Bill 1567 (AB 1567). Both bills were postponed as two-year measures at the end of the 2023 Legislative Session.


In June 2024, California lawmakers agreed on a $10 billion climate resilience bond, which passed as SB 867 on July 3, 2024, and signed into law by Acting Governor Mike McGuire just in time for the November ballot.


What Proposition 4 Will Fund

Proposition 4 allocates $10 billion to enhance California's climate resilience. Here's how the funds will be allocated for safe drinking water, drought, flood, and water resilience projects:

  • $386 million for groundwater storage projects
  • $100 million for watershed resilience
  • $75 million for water conservation
  • $1.5 billion for wildfire and forest resilience
  • $1.2 billion for sea level rise and coastal resilience
  • $1.2 billion to protect biodiversity and support nature-based climate solutions
  • $850 million for clean air initiatives
  • $700 million for park creation and outdoor access
  • $300 million for sustainable farms and working lands
  • $450 million for extreme heat mitigation

Support for Proposition 4 will ensure an investment in California's environmental future, addressing critical needs and promoting a sustainable and resilient state.

Operations Update

 

Imported Water Deliveries


In August 2024, the District delivered 3,487 AF of imported water to cyclic storage, including 701 AF to Covina Irrigating Company on behalf of Three Valleys Municipal Water District.


The last of the 2023 carryover water was delivered on August 4th. The 2024 Table A: 11,520 AF is expected to be completed mid-November.


A total of 17,547 AF has been delivered to cyclic storage for CY 2024. Cyclic storage balance as of July 31, 2024 is 4,831.70 AF. The pipeline's capacity will be maximized for the remainder of the calendar year. Scheduled DWR maintenance outages at Devil Canyon Power Plant will reduce deliveries at various times until the end of November. The balance of 2024's table A Allocation should be delivered around the beginning of December.


State Water Project Update


On April 23, 2024, following an above average rain and snow “season” in California, the Department of Water Resources increased its allocation of imported water to State Water Contractors from 30% to 40% of contracted supplies (11,520 AF for the SGVMWD).

Updated Irrigation System Retrofit Program

Our popular irrigation system retrofit program has a new technical partner, Water Wise Consulting, to assist with program execution and administration. The contact information for Water Wise Consulting is shown below and they are our stakeholders point of contact for participation in the program.


The latest program enhancement and feature is a water audit. The program continues to feature 1) a FREE irrigation system inspection; 2) replacement of an existing irrigation controller with a FREE, new programmed unit; and 3) FREE installation of new sprinkler nozzles on existing pop-up spray heads. 


Funding for this program is limited, so please review the informational flyer below and on our website and act as soon as possible. Rebate Program - Saving Water and Saving Money is Easy!
