PUC Announces Enhanced Public Notification and Review Standards for Acquisitions of Municipal or Authority-Owned Water & Wastewater Systems


Yesterday, the Pennsylvania Public Utility Commission voted 5-0 to move ahead with reforms to how the Act 12 fair market value law is implemented.


 

Moving Legislation


HB 1423 (Representative Kazeem) amends the Municipalities Financial Recovery Act to provide that a distressed municipality and receiver obtain approval from 75 percent of the governing bodies of municipalities which have service agreements or whose residents receive water or sewer from the distressed municipality or authority prior to the sale of the water or sewer system. The bill was voted on by the House Local Government Committee and re-committed to the House Rules Committee.


HB 2241 (Representative Siegel) provides for safe disposal of lithium-ion batteries and would assist battery manufacturers in creating a statewide stewardship program for lithium-ion batteries. The bill was voted on by the House Environmental Resources and Energy Committee and has been re-committed to the House Rules Committee.



SB 1138 (Senator Culver) reauthorizes the Geospatial Coordinating Board for another four years. The Board’s focus is to provide advice and recommendations to the Governor on geospatial issues and provide uniform data standards, coordination and efficiency in geospatial policy and technology issues. Municipal authorities are represented on the board. The bill unanimously passed the Senate and moved to the House.

PEDA Energy Financing Program


The Pennsylvania Energy Development Authority (PEDA) has launched a new financing program designed to help authorities and local governments identify and develop energy efficiency and energy system upgrades for municipally-owned buildings. The Municipal Opportunities for Retrofits and Energy Efficiency (MORE) Program offers both grants and loans to eligible Pennsylvania municipalities and municipal authorities, and applications opened on June 3, 2024.

EPA WICRD Resources For Utilities


We are entering the beginning of hurricane season in the U.S. (June - November). The National Oceanic and Atmospheric Administration’s (NOAA) Climate Prediction Center is predicting above-normal Atlantic hurricane activity for 2024.


WICRD has tools and resources that can help water and wastewater utilities prepare for, and respond to, hurricane impacts such as flooding, high winds, and storm surge.

Recently, AWA received the Excellence in Partnership Award of the 2024 Western Pennsylvania Environmental Awards from the Pennsylvania Environmental Council. The Authority was recognized for its success in convening partners to restore native forest on a reclaimed mining site, creating both a source of clean drinking water and a destination for outdoor recreation.

Authorities: Submit Your Community Engagement Initiatives For Annual Awards Program


The Municipal Authority Community Engagement Award is given out annually to PMAA member authorities who are going above and beyond to effectively communicate the value of their authority to the community while providing exceptional service. Formerly known as the Communications Award, the award has been renamed and the criteria redeveloped to further exemplify the habit of using good management practices, along with innovative approaches to challenges, to demonstrate a comprehensive approach to community engagement. Submissions are due by July 1.
