GLOBAL KNOWLEDGE PROGRAM UPDATES
|
Unlocking the potential of carbon pricing in reducing emissions requires not only setting a clear policy direction. It also requires overcoming political economy challenges—often a delicate balancing of local concerns, industry interests, institutional capacities, and the prevailing political landscape.
“Balancing Act: the pursuit of Ambitious Carbon Pricing in Developing Countries” discusses how to navigate this complex path and more, and the strategies used to achieve them using several developing country case studies.
| |
|
Predictable carbon pricing can help attract private sector investment in cleaner technologies. In capital-intensive sectors like the power sector, both investors and policymakers need long-term plans for decarbonization based on clear and credible communication on carbon price evolution.
“Carbon Pricing in the Power Sector” is a valuable resource to support policymakers in transforming their power sectors to be more reliable, green, and sustainable. The report draws from country experiences on global carbon pricing.
| |
|
This second edition of “State and Trends of International Carbon Markets” reviews the status of the carbon market and delves into the bottlenecks currently impeding growth. The report provides an up-to-date over-view of existing and emerging carbon pricing instruments around the world, including international, national, and subnational initiatives.
It also investigates trends surrounding the development and implementation of carbon pricing instruments and some of the drivers seen over the past year.
| | |
|
The World Bank has been tracking carbon markets for around two decades. The State and Trends of Carbon Pricing 2024, is it’s eleventh annual carbon pricing report. It was launched in May 2024. When the first report was released, carbon taxes and Emission Trading Systems (ETS) covered only 7% of the world’s emissions. According to the 2024 report, 24% of global emissions are now covered. Report findings show large middle-income countries including Brazil, India, Chile, Colombia, and Türkiye are making strides in carbon pricing implementation.
|
The Carbon Pricing Dashboard provides details about direct carbon pricing instruments and carbon markets around the world. The dashboard includes data published in the World Bank’s State and Trends of Carbon Pricing Report and is structured into two main sections: compliance instruments and carbon crediting markets.

PMI support includes:
-
Support developing the high quality “Energy Access Standard” that combines digital process flow, digital monitoring, reporting & verification (dMRV), streamline the Standard protocol and the scaled-up methodology.
- Develop and implement innovations for dMRV and other digital carbon infrastructure to enable aggregation and reduced transaction costs.
- Carbon Finance capacity building at regional & country levels.

Launch of New Activities Across Sectors and Partner Countries
Since our last newsletter, the CwA-GBF held a very successful call for proposals open to all teams working in Compact with Africa countries. After careful selection, eleven successful proposals were identified and are now underway. With these new allocations, the CwA-GBF will cover all eligible countries with activities ranging a number of sectors, from agriculture and natural resources management to green banking, energy access and transportation, contributing to green jobs and fostering of local and climate-smart SME value chains.
The call for proposal also demonstrated the strong demand for small grants that can help unlock financing and can be deployed rapidly and with little transaction costs, and that leverage World Bank operations and move the needle for SMEs.

The Partnership for Market Implementation (PMI) Facility supports countries in their efforts to accelerate global decarbonization aligned with their development priorities; with a two-fold objective (i) assisting client countries to design, pilot, and implement carbon pricing instruments and (ii) catalyzing the development of the next generation of carbon markets.
Launched in 2021 as a 10-year program, the PMI provides technical assistance to over 30 countries to create the enabling environment and increase countries’ readiness for decision-making and implementation of carbon pricing policies, as well as building capacity to access carbon markets. The PMI is uniquely positioned to deliver in-country capacity development, as well as supporting the global carbon market architecture through strategic advice on carbon market strategies, institutional strengthening, policy design, and infrastructure development.
PMI is supported by 11 donors: Australia, Canada, the European Commission, Finland, Germany, Japan, Norway, Spain, Sweden, Switzerland, and the United Kingdom. The PMI has partnered with several organizations to leverage and maximize its impact, bring technical expertise, and enhance its role as a knowledge sharing platform. Knowledge partners include global organizations such as the UN Climate Change Secretariat and the International Emissions Trading Association (IETA), as well as national institutions such as Singapore's National Climate Change Secretariat and Québec’s Ministry of the Environment and the Fight against Climate Change. The PMI is implemented in collaboration with World Bank Group regions, country management units, and global practices to leverage and support operations.
