Launching: The World Bank’s Landmark Carbon Pricing Report

The annual State and Trends of Carbon Pricing 2025 report, a leading global reference on carbon pricing and markets, was launched at I4C, featuring a panel of experts. The report serves as a key reference for policymakers, industry leaders, and climate experts, offering the latest data and insights on carbon pricing developments globally. It provides a trusted evidence base to compare trends and inform decision-making on carbon pricing and markets across countries.

Country Guidance for Navigating Carbon Markets 

Launched at I4C, this seven module series is designed to help countries explore and address key questions about their participation in international carbon markets. Its purpose is to support countries in leveraging these markets to mobilize financing for climate action and broader development goals, while managing related risks. It presents a range of options, evaluates their advantages and limitations, and supports informed, strategic decision-making.

As a follow-up to the "Navigating Decisions in Carbon Markets" framework, launched at COP29, this guidance also aims to address fragmentation in the capacity building landscape and was co-developed with the Paris Agreement Article 6 Implementation Partnership (A6IP), the Global Green Growth Institute (GGGI), the Deutsche Gesellschaft fĂĽr Internationale Zusammenarbeit (GIZ), the Integrity Council for the Voluntary Carbon Market (ICVCM), the United Nations Development Programme (UNDP), the United Nations Framework Convention on Climate Change (UNFCCC), and the Voluntary Carbon Markets Integrity Initiative (VCMI). Technical Guidance for Safe, Efficient, and Interoperable Carbon Markets Infrastructure

This series of five technical guidance notes provides recommendations to countries and stakeholders for addressing key challenges related to ecosystem governance, transaction integrity, information security, data interoperability, and digital Monitoring, Reporting, and Verification. By offering practical tools, shared standards, and actionable recommendations, these notes aim to enhance trust, scalability, and transparency in carbon market systems. This complements global efforts and informs ongoing capacity-building initiatives worldwide. Through these notes, the Carbon Markets Infrastructure Working Group (CMI WG), convened by the World Bank under its Engagement Roadmap for Carbon Markets, the collective effort of over 45 entities to strengthen global infrastructure for high-integrity carbon markets. Global Knowledge Forum 2025

The PMI Global Knowledge Forum wrapped up on Jun. 9, convening over 150 stakeholders from governments, including PMI client and donor countries, knowledge partners, think tanks, and the private sector—key players in shaping carbon pricing and market agendas. The forum also convened countries engaged through The Transformative Carbon Asset Facility (TCAF) and Carbon Initiative for Development (Ci-Dev), which co-hosted day two of the event.  


Participants shared experiences, identified common challenges, and charted paths to scale carbon pricing and markets as tools for mobilizing climate and development finance. Discussions centered on the need to embed carbon pricing and markets in country long-term strategies and climate commitments, align with broader fiscal and environmental reforms, manage competitiveness and political economy considerations, and leverage revenues effectively. Knowledge partners also discussed how they can better align their efforts to support countries more effectively across the full carbon pricing and carbon markets journey—from building capacity and designing policies to implementation and market access. ABOUT PMI

The Partnership for Market Implementation (PMI) is a platform for development that helps countries design and operationalize carbon pricing and catalyze market instruments, build institutional capacity, and respond to evolving global demands.


Launched in 2021, PMI currently provides technical assistance to over 35 countries to create an enabling environment that enhances country readiness for decision-making and carbon pricing policy implementation, while also building capacity to access carbon markets. PMI also serves as a trusted convener, facilitating alignment between recipient countries, donors, and technical partners across regions.
