The Inspector
Martin Overline Awarded SPAR of the Year
Congratulations to Marty Overline, Immediate Past President of PPMA and President of Aardvark Pest Management in Philadelphia for being recognized as a State Policy Affairs Representative (SPAR) of the Year! The purpose of SPAR is to maintain and strengthen a network of State Policy Affairs Representatives (SPARs) and Vice-State Policy Affairs Representatives (Vice-SPARs) in each state to monitor, communicate and assist in activities relating to legislative and regulatory initiatives that impact the structural pest management industry.

Due to Marty's work on the Philadelphia Bed Bug Law plus his involvement in the NPMA's national efforts, he was recognized and rewarded for his hard work!

From NPMA:
The SPAR serves as the official NPMA lead point of contact in their state of representation on federal, state, and local public policy issues (e.g., legislation, regulation, local/municipal pesticide issues, etc.). NPMA directly monitors and advocates on federal legislation, regulation and issues that have the potential to impact the pest management industry, including issues before Congress and federal regulatory agencies. NPMA is also HEAVILY involved in state issues that affect the pest management industry. Like federal issues, NPMA tracks bills, regulations and local issues. Unlike federal issues, NPMA defers to the affected state association to take the lead on issues in their state and determine the position best suited to serve their membership. To assist with these efforts, NPMA is able to develop strategy, host conference calls with stakeholders, launch grassroots campaigns, write legislative testimony, regulatory comments, and legislative and regulatory amendments, work to identify and form coalitions, and assist with interviewing and retaining a state lobbyist. The purpose of the SPAR is to better coordinate federal and state advocacy between NPMA and the state associations. The state SPAR is the lead point of contact with NPMA when working on issues. They are expected to play a role in public policy decision-making, should be knowledgeable of their state’s pest management policies, and represent the industry in front of lawmakers, lobbyists, and other stakeholders. Their strategic input, knowledge, and responsiveness is crucial.

Pests In the News
Meet Lucky, the dog who is our next weapon against the spotted lanternfly
Lucky the 18-month-old German shepherd loves Frisbees, swimming and dried beef liver treats.

But what most excites her is her job with the state Agriculture Department, where she’ll soon help inspectors sniff out spotted lanternfly eggs to keep the invasive insect from spreading.

Lucky is in the final stages of training with Shane Philipps, her handler and a compliance and enforcement specialist. In November, she’ll help Philipps inspect businesses, like those in the log and lumber industry, or greenhouses and nurseries that could carry lanternfly egg-covered materials out of state.
