Coalition of County Unions Declares IMPASSE re: COVID-19 Vaccine Mandate Impact Negotiations
Following negotiations that went into the evening on Wednesday, the Coalition of County Unions (CCU), including PPOA and ALADS, felt strongly that the County was seriously underestimating the impacts of the COVID-19 vaccine mandate on the County workforce. During this negotiation session, progress on the details of proposed policies and protocols could not be attained from the County. For this reason, the member unions of the CCU filed IMPASSE documents.

PPOA advises all active members who read these documents from the County to bear in mind that the Coalition of County Unions (CCU) has not NOT reached an agreement with the County during COVID-19 Vaccination Mandate impact negotiations. In fact, as indicated above, the CCU filed IMPASSE documents on September 30th. Meeting re: Law Enforcement Technicians at Temple Station
September 27: PPOA took part in a Meet and Confer with Captain Reyes, Temple Station personnel and Employee Relations representatives to finalize the proposed temporary reassignment of duties for Law Enforcement Technicians (LETs) assigned to the station. Meeting participants from PPOA included President Tab Rhodes, Vice President/LET Jim Blankenship, Executive Director Wayne Quint Jr. and Labor Rep. Teresa O'Neil. This teleconference was follow-up to the original meeting held on July 7th.
COVID-19 Legal Meetings
September 28: On Tuesday, PPOA hosted the first of two legal meetings this week in order for President Rhodes, Executive Director Quint, Labor Rep. O'Neil, Intake Rep. Kevin Thompson and PPOA attorneys to address and analyze COVID-19 issues impacting PPOA members. All parties met again on Thursday (9/23) for further discussions. PPOA representatives now meet twice a week to stay current in all aspects of the COVID-19 pandemic and related negotiations. This dedication of PPOA resources will continue to supplement and enhance the efforts of the Coalition of County Unions (CCU) to negotiate reasonable terms as well as mitigate impacts on PPOA membership regarding this issue.
Support for Senator Umberg
September 28: Executive Director Quint represented PPOA at a re-election event in Orange County for State Senator Tom Umberg (SD34). PPOA proudly endorsed the retired U.S. Army Colonel in 2018 and is grateful for his continuous advocacy re: public safety and military concerns.

Supporting Health and Fitness for Members
September 29: PPOA staff members delivered a treadmill and sanitizers to Industry Station on Wednesday. In a continuing effort to support members, PPOA's Star & Shield Foundation teams up with New Life Cardio Equipment (NLCE) each year to secure a limited number of treadmills and ellipticals for employee gyms at units throughout the County. The machines are purchased by the Foundation at discounted pricing and delivered by PPOA to units in need of new exercise equipment. PPOA has also arranged for NLCE to extend special pricing to any PPOA member interested in purchasing cardio equipment for personal use at home. Sheriff Discusses Current Events
September 29: Sheriff Villanueva hosted a Facebook live stream on Wednesday to discuss current events, including deputy-involved shooting investigations, vaccinations and more...

POST Special Commission Meeting re: Training Requirements
September 29: The Commission on Peace Officer Standards and Training (POST) hosted a special meeting regarding the proposed amendment to seek regulatory changes to minimum training requirements for newly hired District Attorney Investigators. PPOA Executive Board Member Robert Maus and Executive Director Quint both telephoned in to the meeting to register PPOA's opposition to the proposal. Despite statewide opposition from stakeholders who would be impacted by the amendment, the POST Commission reconfirmed its decision to move forward in requesting the Office of Administrative Law accept the proposed amendment. PPOA, AOCDS and RSA have retained legal counsel to oppose this proposal.
Law Enforcement Technician Classification Study
September 30: PPOA board and staff members met with representatives from the Sheriff's Department, Personnel, Technology Support Division and Communications and Fleet Management Bureau on Thursday to discuss the ongoing Law Enforcement Technician (LET) classification study. The teleconference was led by PPOA Vice President/LET Blankenship and he was joined by President Rhodes and Executive Director Quint.
Meeting re: 2021 Lieutenant Promotional Exam
September 30: PPOA representatives took part in an informational teleconference with LASD executives regarding the 2021 Lieutenant Promotional Exam. Meeting participants from PPOA included President Rhodes, Executive Director Quint and union legal counsel.
