Sheriff Villanueva Will Not Enforce County's COVID-19 Vaccination Mandate
Information provided to us from membership, and later reported by ABC7, led PPOA to Sheriff Villanueva’s comments. LASD Suddenly Asserts Registration in Fulgent System is REQUIRED
Two days ago, PPOA received notice that the Sheriff's Department decided that registration in the Fulgent system was REQUIRED/MANDATED. After four days of confusing communications from the Department on whether this registration for PPOA members would be required or simply encouraged, Department executives elected to make the requirement official ONE DAY before the October 8, 2021 deadline to register.

CHOICES Open Enrollment
Please note that the 2.5% increase in the County’s contribution to the CHOICES’ plan is not 
included in your open enrollment CHOICES allotment. Because the Fringe Benefits tentative agreement wasn’t reached until September 1, 2021, the Board of Supervisors has to approve and adopt the agreement. This increase will be realized on January 1, 2022 when your coverage selections this month go into effect. If it helps when deciding on your coverage CHOICES for calendar year 2022, you can multiply 2.5% by your present allotment and use that amount during this month’s open enrollment to determine the contribution amount.

COVID-19 Legal Meetings
October 5: On Tuesday, PPOA hosted the first of two legal meetings this week in order for President Tab Rhodes, Executive Director Wayne Quint Jr., Senior Labor Rep. Venise Wallace, Labor Rep. Teresa O'Neil, Intake Rep. Kevin Thompson and PPOA attorneys to address and analyze COVID-19 issues impacting PPOA members. All parties met again on Thursday (10/7) for further discussions. PPOA representatives now meet twice a week to stay current in all aspects of the COVID-19 pandemic and related negotiations. This dedication of PPOA resources will continue to supplement and enhance the efforts of the Coalition of County Unions (CCU) to negotiate reasonable terms as well as mitigate impacts on PPOA membership regarding this issue.
Meeting re: Administrative Investigations
October 5: PPOA hosted a teleconference with Chief Porowski of Professional Standards Division and representatives from Employee Relations to discuss Administrative Investigations. Participants from PPOA included President Rhodes, Executive Director Quint and union legal counsel.
Meeting re: Procedures for Recently Promoted Sergeants
October 5: PPOA hosted a teleconference with representatives from Employee Relations and Personnel Administration Bureau to discuss procedures for recently promoted Sergeants. Participants from PPOA included President Rhodes, Board Member Tony Romo, Executive Director Quint and Labor Rep. O'Neil.

Meeting with LADA Bureau of Investigation Chief
October 6: President Rhodes met with the District Attorney’s Bureau of Investigation (BOI) Chief, Robert Arcos, to sustain good labor relations and discuss current issues facing members. PPOA and the BOI command staff have always maintained cordial and professional relations with the goal being to ensure mutual respect and fairness in the working conditions of our members. This is the second meeting between President Rhodes and Chief Arcos since his appointment, following the election of District Attorney Gascon.  
Legislative Committee Meeting
October 7: PPOA board and staff hosted a teleconference with our full-time Sacramento legislative representatives —Lang, Hansen, Giroux and Kidane — to review the status of pending legislation that could potentially impact PPOA members and public safety employees throughout the state. Meeting participants from PPOA included President Rhodes, Board Member Nancy Escobedo, Executive Director Quint and Legislative Consultant Art Reddy.
Meet and Confer re: Proposed MPP Revision
October 7: President Rhodes took part in a Meet and Confer with Employee Relations and subject matter experts from the Department to discuss a recent proposed Manual of Policies and Procedures revision regarding electronic immobilization devices (TASER).
Meeting re: 2021 Lieutenant Promotional Exam
October 7: President Rhodes met with California State Treasurer Fiona Ma on Thursday to discuss financial issues facing the state and the effects of COVID-19 on the economy. The Treasurer's Office provides financing for the state's infrastructure including schools, roads, housing and public health facilities. It also manages more than $2.5 trillion in banking transactions each fiscal year. Treasurer Ma is a longtime supporter of law enforcement and made it a point to participate in a past PPOA Heroes Rides to help us pay tribute to fallen officers. We are honored to count her among our friends in Sacramento, especially at a time when many relationships are strained between elected officials and public safety personnel.
PPOA Delegates Meeting
October 7: President Rhodes, Vice President Blankenship, Secretary Coleman, PPOA Directors Barnett, Escobedo, Jimenez, Lee and Romo, as well as staff, legal counsel and delegates gathered for a meeting on Thursday evening to discuss a number of pressing topics, including COVID-19 vaccination mandates, benefits, contract negotiations and more. This represented the first in-person delegates event in the last 18 months and we are grateful for the group of dedicated PPOA members who joined us for this informative 2.5 hour meeting. Speakers included President Rhodes, Vice President Jim Blankenship, Board Secretary Tony Coleman, Executive Director Quint and PPOA Attorney Jim Cunningham.
