Dr. Edwin Lyman, Director of Nuclear Power Safety for the Union of Concerned Scientists, will address the facts and misconceptions surrounding small modular nuclear reactors [SMRs] as our state government pushes forward with these as-yet experimental nuclear reactors in the quest to combat climate change.
The currently proposed energy innovation bill, H.4144, championed by Governor Maura Healey, seeks to overturn a 1982 referendum law that mandates voter approval for construction and operation of new nuclear reactors in the state, directly referring to SMRs. In the prologue of this bill, it is highlighted that;
“This Act would repeal a 1982 law that mandates that any new nuclear facility receive approval through a statewide ballot initiative, eliminating a major barrier to the consideration of new small modular reactors that could improve reliability, stabilize prices, and decarbonize the region’s power grid.”

Dr. Lyman explains, "Even casual followers of energy and climate issues have probably heard about the alleged wonders of small modular nuclear reactors (SMRs). This is due in no small part to an active and seemingly tireless group of nuclear power advocates who dominate social media discussions on energy by promoting SMRs and other “advanced” nuclear technologies as the only real solution for the climate crisis. But as I showed in my 2013 and 2021 reports, the hype surrounding SMRs is way overblown, and my conclusions remain valid today."
It is crucial for citizens to engage in informed and transparent dialogue, ensuring that the decision-making process reflects the will and consent of the people in shaping our energy future. Dr. Lyman brings his expertise on nuclear matters to the State House with this presentation open to the public with time for comments and questions.
