AAF's Partnerships with OCHCA and OC Probation Continue to Change and Save Lives

AAF is pleased to report on the continued success of its partnerships with the Orange County Health Care Agency (OCHCA) and OC Probation, which are playing a key role in changing and savings the lives of unhoused Orange County residents in recovery.

In 2023, AAF entered into a contract with OCHCA to provide residential recovery services for community members referred by the County. Results through June during FY 2025-26 are truly impressive, with a 74% retention rate, 84% of that group securing full-time employment, and 89% of that group transitioning to a long-term living arrangement.

OC Probation established a similar contract with AAF in 2024. Between January and October 2025, this contract housed 60 justice-involved individuals who were in recovery and at-risk of homelessness. The impact has been remarkable, with 90% employed upon program completion and 100% of these residents transitioned into a long-term housing situation. Countless stories of stability and transformation from participants and probation officers alike have praised the program, with one noting, “This is the first time my client has been stable. Because of supportive housing, supervision will be terminated early.”

Meet Action Alliance Resident Kerry

Originally from Guam, Kerry began using methamphetamine at the age of 16. After moving to the United States, he met his spouse, had a son and a daughter, and achieved two years of sobriety.

For many years, Kerry was a functional addict. When his spouse began to suspect his drug use he tried to change, but the strain on their relationship eventually led to separation.

After moving out of the family home, Kerry’s addiction escalated. He stopped paying rent, lost his job, and ultimately served prison time for drug-related charges.

Now sober for one year, Kerry completed Be Well’s rehabilitation program and qualified for Orange County Probation’s program with Action Alliance. Through that program, he was able to regain employment at the security firm where he had previously worked, rebuilding trust with his supervisor.
