Commissioner Belser Welcomed to the Public Service Commission

Congratulations to Commissioner Florence P. Belser, who was sworn in on February 19, 2019 as the Commissioner for District 2. A native of South Carolina, Ms. Belser received her Bachelor's Degree in Biology before earning her Juris Doctor at the University of South Carolina. She served as general counsel for the Office of Regulatory Staff from 2004-2019 and has decades of experience in utility and regulatory law. Ms. Belser is also a member of the American Legion Auxiliary and has served as the director and committee chair for Palmetto Girls State for over twenty years. Commission Broadcast Spotlight

The Public Service Commission streams each weekly Commission Business Meeting--during which regular docketed items are discussed and ruled upon the Commissioners--and Commission hearings that have an impact upon the ratepayers. In addition, the Commission also streams and archives all allowable ex parte briefings in cooperation with SCETV. We're grateful to SCETV for their partnership in presenting these livestreamed meetings and will continue to broadcast meetings to the public

In January, the Public Service Commission launched a consumer-focused social media platform that ties into our SC Utility Consumer brand. You can find us on

Staff members monitor these profiles and can answer your questions or point you to the expert advice you need to be a safe, efficient, and cost-conscious utility user in South Carolina.

Night Hearings Gather Public Input
|
|
In March and April, Commission staff traveled across the state, seeking public input from Duke Energy Carolinas and Duke Energy Progress consumers. Duke Energy Progress/Duke Energy Carolinas, which is seeking rate adjustments for its services (Dockets
No. 2018-318-E and
No. 2018-319-E), also had representatives on-site to hear the public's concerns, which were covered extensively in
The Greenville News,
The Sumter Item, and other media outlets across the state. With over a thousand registered attendees and over three hundred ratepayers willing to give testimony before the Commission, this was the Commission's largest series of night hearings in recent years. The Commission appreciates everyone who took time to share their thoughts and looks forward to listening even further in the future to better represent the public's interest.
